Committee to curb black money
Government has constituted a committee under the chairmanship of the chief of Central Board of Direct Taxes (CBDT) to examine ways for strengthening laws to curb generation of black money and prevent its transfer abroad, besides recovering such illegal assets.
The committee will consult various stakeholders and submit its report within six months, a statement from the Finance Ministry said on Saturday.
It will be headed by chairman of central board of direct taxes, CBDT.
"The Government has constituted a committee under the chairmanship of Chairman, CBDT, to examine ways to strengthen laws to curb the generation of black money in the country, its illegal transfer abroad and its recovery," it said.

SIO to march to UGC Demanding NET Results of Dec 2010
New Delhi (26.05.2011): The Students Islamic Organisation of India (SIO) will march to the University Grants Commission (UGC) office located at the Bahadur Shah Zafar Marg, New Delhi on Friday, 27 May 2011 at 11.00 am demanding immediate declaration of the UGC National Eligibility Test (NET) results.
The UGC NET results which were scheduled to be declared in the month of April are yet to be out. After efforts to be intimated about the date of declaration of results, which proved an effort in vain, SIO decided to march to the UGC Office. SIO demands the declaration of the UGC NET December 2010 results at the earliest.
The UGC NET is the basic eligibility criteria to be a Assistant Professor at the College or University level. The Junior Research Fellowship (JRF) is also awarded based on the UGC NET. The delay in declaration of results keeps the future of the deserving and talented in the dark for the forthcoming academic year as throughout the country recruitments to various colleges and universities is currently under process.

The index for this major group rose by 0.4 percent to 192.4 (Provisional) from 191.7 (Provisional) for the previous week.
The annual rate of inflation, calculated on point to point basis, stood at 11.60 percent (Provisional) for the week ended 14/05/2011 (over 15/05/2010) as compared to 10.94 percent (Provisional) for the previous week (ended 07/05/2011).
The groups and items for which the index showed variations during the week are as follows:-
The index for 'Food Articles' group rose by 0.6 percent to 186.7 (Provisional) from 185.5 (Provisional) for the previous week due to higher prices of poultry chicken (5%), jowar (4%), fish-marine (3%), mutton, barley and maize (2% each) and milk (1%). However, the prices of tea (5%), arhar and ragi (2% each) and masur and urad (1% each) declined.
The index for 'Non-Food Articles' group declined by 0.2 percent to 185.2 (Provisional) from 185.6 (Provisional) for the previous week due to lower prices of fodder (12%), raw silk and gingelly seed (3% each), safflower (2%) and raw jute (1%). However, the prices of flowers (10%), sunflower (2%) and castor seed, raw rubber, groundnut seed, copra and rape & mustard seed (1% each) moved up.
The index for 'Minerals' group declined by 0.1 percent to 266.6 (Provisional) from 267.0 (Provisional) for the previous week due to lower prices of sillimanite (17%), chromite (4%) and iron ore and copper ore (1% each). However, the prices of magnesite (13%), barytes (9%) and bauxite (2%) moved up.

scandals and scams in the all-time Top 10 Abuses of Power, only next
to ex-American President Richard Nixon's ''Plumbers'', a secret unit
tasked with digging up dirt on Pentagon Papers leaker Daniel Ellsberg.
The top distinction too may not be far off as the government’s “dirty
tricks department” are in hot pursuit of key investigators in the yet
unfolding Hassan Ali saga. It’s a troubling commentary on the state of
affairs that the Supreme Court has to express its surprise on being
kept in the dark on the issue. This has landed India into debates even
internationally, which raise veritable questions about its health, an
year back:

However deep and multi-farious the crises may be, the people of India,

More Indian families selctively aborting girls for Boy
In Media briefing Prof Prabhat Jha in New Delhi today explained the social structure of Indian society craving for male child in preference to girl child.
His concern to break this Guardian knot by the society needs our re-look of the emerging social structure with more inputs of education,and integration.
New research published Online First and in an upcoming Lancet shows that, in Indian families in which the first child has been a girl, more and more parents are aborting their second child if prenatal testing shows it to be a girl, presumably to ensure at least one child in their family will be a boy. These declines in girl to boy ratios are larger in better-educated and in richer households than in illiterate and poorer households, and now imply that most people in India live in states where selective abortion of girls is common. The Article is led by Professor Prabhat Jha, Centre for Global Health Research, Dalla Lana School of Public Health, University of Toronto, Canada, and colleagues from India, including the former Registrar-General of India, Dr Jayant K Banthia.
The 2011 Indian census revealed about 7•1 million fewer girls than boys aged 0-6 years, a notable increase in the gap of 6•0 million fewer girls recorded in the 2001 census and 4•2 million fewer girls recorded in the 1991 census. In this study, the authors analysed census data to determine absolute numbers of selective abortions and examined over 250,000 births from national surveys to estimate differences in the girl-boy ratio for second births in families in which the first-born child had been a girl.
They found that this girl-boy ratio fell from 906 girls per 1000 boys in 1990 to 836 in 2005; an annual decline of 0•52%. Declines were much greater in mothers with 10 or more years of education than in mothers with no education, and in wealthier households compared with poorer households. But if the first child had been a boy, there was no fall in the girl-boy ratio for the second child over the study period, strongly suggesting that families, particularly those that are more wealthy and educated, are selectively aborting girls if their firstborn child is also a girl.
After adjusting for excess mortality rates in girls, the authors' range estimates of number of selective abortions of girls rose from 0-2•0 million in the 1980s, to 1•2-4•1 million in the 1990s, and to 3•1-6•0 million in the 2000s. Each 1% decline in child sex ratio at ages 0-6 years implied between 1•2 and 3•6 million more selective abortions of girls. Selective abortions of girls are estimated at between 4 and 12 million over the 3 decades from 1980 to 2010.
The authors point out that the between the 2001 and 2011 censuses, more than twice the number of Indian districts (local administrative areas) showed declines in the child sex ratio compared to districts with no change or increases. They also point out that, the Indian Government implemented a Pre-Natal Diagnostic Techniques Act in 1996 to prevent the misuse of techniques for the purpose of prenatal sex determination leading to selective abortion of girls. Yet they add it is unlikely that this Act has been effective nationally.
The authors conclude: "The selective abortion of female fetuses, usually after a firstborn girl, has increased in India over the past few decades, and has contributed to a widening imbalance in the child sex ratio. Reliable monitoring and reporting of sex ratios by birth order in each of India's districts could be a reasonable part of any efforts to curb the remarkable growth of selective abortions of girls."

Mullah Omar missing from Pak
Afghanistan’s State Intelligence Agency has said that the Taliban supremo Mullah Omar is missing from his hideout in Pakistan for last few days but it can’t confirm reports that he has been killed. Agency spokesman Lutfullah Mashal told a press conference that Taliban leader was hiding in Quetta city of Pakistan for more than 10 years and their assessment is based upon intelligence inputs and reports from Taliban commanders.
Earlier, a local TV channel reported that Mullah Omar was shot dead as he was being moved from Quetta to North Waziristan by former ISI chief Gen. Hamid Gul two days ago. But the Afghan Taliban rejected the reports terming it as propaganda and claiming that he is in Afghanistan.

The $33 million Jobs and Innovation Accelerator Challenge that the Obama Administration announced yesterday will help capitalize on shared strengths, encouraging America's regions to plan more strategically to support long-term growth and an environment where the private sector can succeed. It reflects an understanding by both private sector leaders and policymakers that we must implement strategies that capitalize on the full extent of regional assets and ensure that the benefits of cluster development extend to all workers and communities throughout the region.
Sixteen federal agencies are working together on this unprecedented initiative to drive job growth through public-private partnerships in at least 20 regions around the country. High-growth clusters from rural and urban regions across the nation will compete for award funds. Each Challenge investment will serve as a catalyst for leveraging additional private capital to the winning regions from sources including foundations, financial institutions, corporations and other private-sector partners.

Former IMF chief Dominique Strauss-Kahn, who has been indicted on all seven counts of sexual assault charges, was released from the jail on Saturday, a day after being granted a USD 1 million cash bail.After he left Rikers Island jail in, New York, Strauss-Kahn, 62, was taken to a building with rental apartments in Lower Manhattan where he will live temporarily with his wife Anne Sinclair, a television journalist.
Strauss-Kahn, who was widely expected to run in the 2012 presidential race in France, will have to wear an electronic monitoring device. He will be allowed to leave the house only on medical emergency.
The US media reported that Sinclair had tried to rent an apartment at the posh Bristol Plaza but was turned down once it was discovered that Strauss-Kahn would be living there."It doesn't seem quite right for him to be put here with the rest of us, enjoy our hospitality, after what he's been accused of doing," said Sandra Pohutsky, of San Francisco, who was staying in the Bristol with a friend, The New York Times reported."The discrepancy between Rikers and here is probably very great, and it doesn't seem quite right," she said."I think it's an inconvenience for all of us," a resident, Michele Smith, said.

Defence Minister A K Antony has called for the modernization of the country's armed forces at a faster pace. Addressing the Unified Commander's Conference in New Delhi yesterday, he asked the military brass to change their mindset and ensure that the thrust for the process is top driven. Mr. Antony also asked the commanders to ensure a new path for modernisation of the armed forces. He said, just as the old brick and mortar economies have given way to the new economic architecture across the world, so too modernisation of India's armed forces must chart a new path. Mr. Antony also asked the Commander's to ensure proper and effective implementation of the plans to meet the desired goals. He said, the onus of translating the government's intentions into reality lies with the commanders as the best of schemes and mechanism can fail due to lack of proper and effective implementation.

India on Thursday said it is watching the situation following the resignation of International Monetary Fund Managing Director Dominique Strauss-Kahn, who is facing charges of sexual assault in the US.Planning Commission Deputy Chairman Montek Singh Ahluwalia is being talked about as one of the contenders for the post of the next IMF chief, besides Kemal Dervis of Turkey, Christine Lagarde of France, Trevor Manuel of South Africa and Britain's Gordon Brown.On Wednesday, talking to the reporters, Chief Economic Advisor Kaushik Basu had said, "In my view, Montek is the best name. not only from India's point of view, but from the world's point of view also."
The IMF is likely to decide on a new Managing Director soon.

The quashing by the Supreme Court of the Karnataka Assembly Speaker’s decision to disqualify 16 MLAs prior to the Confidence Vote and dismissal of application filed by B S Yeddyurappa seeking their disqualification is a clear and severe indictment of both. The Supreme Court has termed this decision “unconstitutional”. Chief Minister Yeddyurappa hence has no right to continue in office in the light of the severe stricture passed by the Supreme Court of India. Both the Speaker and the Chief Minister have neither the moral nor the legal right to continue in office. They must quit forthwith.

Gurki Shergill and R Murthy took the top honours in round two of the SRF All India Professional Golf Matchplay Championship 2011. While Gurki Shergill of Pune caused the biggest upset of the day by ending third seed Vijay Kumar’s title hopes,
Bangalore’s R Murthy got past Asian Tour regular Sujjan Singh.
Gaurav Pratap Singh, Rudresh Sharma and Rafick Ali Mollah also
recorded wins against much higher-ranked opponents at the Delhi Golf
Club (DGC) on Wednesday.Gurki Shergill dominated his match against Lucknow’s Vijay Kumar, a former Indian Open and All India Matchplay champion, from the very
outset. Gurki took control with wins on the second, fifth, seventh and eighth holes to be four ahead at the turn. Vijay pulled one back with a win on the 12th hole but Shergill eventually prevailed 5 & 3 with wins on the 14th and 15th holes against the veteran.Gurki, who is seeded 30th, thus registered his second thumping win of the tournament. The 32-year-old had earlier beaten Anirudh Goyal 5 & 4 in the first round.
Shergill said, “It was a highly satisfying round for me. I was very consistent and hit most of the fairways. I had just one birdie on the fifth, but more importantly, I did not drop a stroke except on the 12th. I did well to drive home the advantage as Vijay was struggling to find the fairways.”
R Murthy’s hot putter helped him defeat Sujjan Singh of Chandigarh by a margin of 3 & 1. Murthy, the 20th seed, sank a couple of 40 feet birdie putts on his way to victory against the 13th seed Sujjan, a winner on the Aircel PGTI.
Top seed Ashok Kumar of the DGC won a close encounter against Bangladesh’s Md Zamal Hossain Mollah as the scoreline read 1 Up in favour of the former.Ashok, the 2007 & 2009 SRF Matchplay champion, will take on Harendra Gupta of Chandigarh in the pre-quarter finals. Gupta’s 7 & 6 win against Sudhir Sharma went down as the biggest victory margin of the day.

India, Uzbekistan to sign over dozen agreements
May 17,2011-New Delhi:Over a dozen agreements are likely to be signed between India and Uzbekistan in New Delhi tomorrow. The important sectors include oil and gas, minerals and metals,pharmaceuticals, information and communication technology,besides hydrocarbon, agriculture, cotton and other fields.
The agreements will be signed following the delegation level talks between the Prime Minister Dr. Manmohan Singh and the visiting Uzbekistan President Islam Karimov. Both the countries will also discuss the security scenario in the region besides comprehensive brainstorming on how to bring peace and stability in Afghanistan.
Discussions are also likely on the six-nation Shanghai Cooperation Organisation, SCO, which India is keen on joining to promote transportation and energy links with Central Asia, Russia and China.
Karimov is arriving in New Delhi this evening on a two-day state visit. He will be given a ceremonial reception at the Forecourts of Rashtrapati Bhavan tomorrow. He will also call on the Vice President and the leader of opposition. President Pratibha Devisingh Patil will host a banquet in his honour.

CONSTRUCTION OF UNDERGROUND PARKING COMPLEX IN GURUDWARA RAKAB GANJ SAHIB

Delhi Sikh Gurudwara Managing Committee’s (DSGMC) proposal to construct a huge underground parking structure at Gurudwara Rakab Ganj Sahib at a colossal cost of Rs.335 Crores, needs deliberate analysis and review. It would be prudent for the August Body, to take into consideration following aspects:-
· Only on few occasions including Gurpurabs, in a year, Gurudwara Rakab Ganj Sahib draws large congregation. The problem of parking then gets accentuated with vehicles spilling over, to all the adjoining roads. It causes great inconvenience to the Sangat and generates public annoyance, to tarnishing our image and community earns a ‘Bad Name’.
· On routine days, number of pilgrims/ devotees visiting the sacred venue is limited, requiring parking space for not more than 50-60 vehicles.
· Parking for special functions, could be arranged, in collaboration with civic authorities at Talkatora garden and Boat Club Parking lot. The space at Bangla Sahib could also be utilized. Management could interface a ‘Park and Ride’ Shuttle service with such arrangements.
· Plans for a large underground parking at Rakab Ganj Sahib could therefore, be revised by DSGMC and its capacity reduced. So as to meet only the routine requirements.
The scheme for beautification of surroundings, in Gurudwara Rakab Ganj Sahib, however must be taken in hand, on the lines as at Bangla Sahib. Also, plans should cater for optimum utilization of vast spaces at Gurudwara Rakab Ganj Sahib to provide such facilities which would meet the present and future needs of the community such as-:
Ø Provisioning of a state of Art auditorium (as one in Islamic Cultural Centre) for the conduct of meetings, talks, seminars and intellectual discourses on Sikh history, culture and heritage. No such facility, as of now, exists.
Ø To provide a guest room well equipped with modern facilities to accommodate delegates, for participation in Seminars etc. A cafeteria could be co-located.
Ø To establish a State of the Art dispensary/polyclinic / diagnostic Centre. Also, public conveniences (bathroom / toilets) in three/four blocks located at easily accessible places, in each parts of the complex to meet the needs of Sangat particularly during Dewans.
Ø To establish a reference Library with modern facilities.
Ø To construct ten, well equipped classrooms/ small lecture halls for the conduct of courses, workshops to impart training to our youth in varied disciplines.
· Preparation for Central Government Services Examinations
· Computer Data Processing, training classes.
· Artificers training as tradesmen.
· Professional training of Granthis and Ragies. They could be graded for their competence and issued with merit certificates.
· Centre for nurses training for girls.
All these facilities would pay handsome dividends for the Development of our Community.
Modernisation of existing Cook House and Langar Hall could be also be considered.
The proposal to collect Donations “Worldwide” is commended. This would go a long way to create sense of involvement and cohesion in the community. Utilization of such funds should better be entrusted to an autonomous body, nominated by DSGMC.
The learned members of DSGMC are requested to take an objective view of these constructive and productive suggestions, rather than to invest vast resources (crores of rupees) and energies of the communities in creating an assets which would remain dormant for most part of the year.

Saudi diplomat dead in Karachi shooting
KARACHI: A Saudi diplomat Hassan al-Khatani is killed in a drive-by shooting near the consulate in Karachi on Monday,the second attack on Saudi interests came just days after two hand grenades were tossed at the consulate building, exploding but not hurting anyone in Pakistan's business city in less than a week,officials reports.
Pak official said,motive of the attack was not immediately clear, but authorities said they were investigating whether it was connected to the death of Saudi-born Osama bin Laden, killed by US forces in Pakistan on May 2.An official from the media section of the Saudi embassy identified the man as a Saudi diplomat. Karachi police named him as Hassan al-Khatani.Police authorities said that the Saudi had been driving a vehicle with diplomatic plates when two motorcycle riders unleashed a hail of gunfire at a crossroads in Defence."The consulate employee died of multiple bullet wounds on the spot," said Inspector General of Sindh Police Fayyaz Ahmad Leghari."The attackers fled on the motorbike," he added. "At this moment, we can't say who killed him," Leghari said.
Pakistan Provincial home ministry official Sharfuddin Memon identified the dead man as a junior officer at the consulate."We are investigating if it was linked to the Abbottabad operation or was an isolated incident," he said.Last Wednesday, drive-by assailants threw two grenades at the consulate in Karachi in what officials said could have been reaction to bin Laden's death.There was no claim of responsibility for the attack up-til now.Officials of the Saudi Arabia condemned the grenade assault a "terror attack" and said it had "full confidence" in Pakistan's ability to arrest the assailants, bring them to justice and provide the necessary protection to the Saudi mission. Pak official said,motive of the attack was not immediately clear, but authorities said they were investigating whether it was connected to the death of Saudi-born Osama bin Laden, killed by US forces in Pakistan on May 2.An official from the media section of the Saudi embassy identified the man as a Saudi diplomat. Karachi police named him as Hassan al-Khatani.Police authorities said that the Saudi had been driving a vehicle with diplomatic plates when two motorcycle riders unleashed a hail of gunfire at a crossroads in Defence."The consulate employee died of multiple bullet wounds on the spot," said Inspector General of Sindh Police Fayyaz Ahmad Leghari."The attackers fled on the motorbike," he added. "At this moment, we can't say who killed him," Leghari said.
Pakistan Provincial home ministry official Sharfuddin Memon identified the dead man as a junior officer at the consulate."We are investigating if it was linked to the Abbottabad operation or was an isolated incident," he said.Last Wednesday, drive-by assailants threw two grenades at the consulate in Karachi in what officials said could have been reaction to bin Laden's death.There was no claim of responsibility for the attack up-til now.Officials of the Saudi Arabia condemned the grenade assault a "terror attack" and said it had "full confidence" in Pakistan's ability to arrest the assailants, bring them to justice and provide the necessary protection to the Saudi mission.
