NEPAL GOVT PRESENTS NEW CONSTITUTION AMENDMENT BILL

Nepal government has presented a new constitution amendment bill.
The bill was registered at the parliament secretariat by the Law, Justice and Parliamentary Affairs Ministry on Tuesday. The bill aims to address some of the key demands raised by United Democratic Madhesi Front (UDMF). Madhesi leaders are demanding more representation and re-demarcation of provincial boundaries ahead of local polls.
Though new bill does not propose any change in the boundary of provinces but it has provision to form a federal commission to look into the issue. Prime Minister Pushpa Kamal Dahal has expressed hope that bill would be passed with consensus. The new bill is likely to be tabled in the Parliament on 20th April.
Earlier in the day Nepal government had withdrawn the second Constitution Amendment Bill which was presented in the Parliament in November 2016

BRAZIL JUDGE:CORRUPTION PROBE OF TEMER’S CABINET

A Supreme Court justice dealt President Michel Temer and Brazil’s political elite a heavy blow on Tuesday by ordering investigations into eight cabinet ministers and dozens of lawmakers allegedly linked to the country’s biggest corruption scandal.
The list of names under investigation released by Justice Edson Fachin read like a Who’s Who of Brazilian politics, tarnishing past statesmen and potential presidential candidates alike.
The list, whose contents had been subject to furious speculation and a number of leaks, became public when Fachin lifted the seal on plea bargain testimony from 77 employees of construction company Odebrecht, which has admitted paying millions of dollars in bribes.
In Sao Paulo, residents banged pots and pans in protest against political corruption, while in the capital Brasilia, deputies left a session in the lower house earlier in the day as news of the list began to break.
The investigation into eight ministers, or nearly a third of the president’s cabinet, poses a serious threat to Temer’s efforts to pass austerity reforms that he says are needed to regain investor confidence and lift the economy out of its worst recession on record.
Temer’s office declined to comment.
“More than having eight ministers on the list, the biggest problem for the government is seeing its whole political nucleus there,” said Danilo Gennari, partner with Brasilia-based consultancy Distrito Relações Governamentais, referring to the implication of key government allies.
Among that core is Temer’s chief of staff Eliseu Padilha, an experienced politician considered key in negotiations with Congress to pass the administration’s crucial pension reform.
Padilha said he will defend himself in court.

PAKISTAN ARMY ACT GIVE KULBHUSHAN JADHAV’S DEATH SENTENCE

Sushma Swaraj has cautioned Pakistan of “consequences” if it proceeds with the death sentence of  Kulbhushan Jadhav.
Swaraj, speaking in the parliament on Jadhav’s death sentence, said India would go to any extent to “save” Jadhav, who she termed a “son of India”.
“I would caution the Pakistan government to consider the consequences for our bilateral relationship if they proceed on this matter,” she said, as quoted by Indian media.
The external affairs minister labelled the charges against Jadhav as “concocted” and claimed there was no evidence of wrongdoing by him.
On Monday, Pakistan sentenced Kulbhushan Jadhav to death for carrying out espionage and sabotage activities in Balochistan and Karachi. Chief of Army Staff General Qamar Javed Bajwa confirmed the death sentence awarded by the Field General Court Martial under the Pakistan Army Act.
Union Home Minister Rajnath Singh has accused Pakistan of attempting a pre-planned murder of former Indian Navy officer Kulbhushan Jadhav and asserted India will do whatever it takes to ensure his release. He was speaking at the Lokmat Maharashtrian of the Year Awards in Mumbai last night.
Mr. Singh said that Jadhav is not a spy and should be released. He went out of India for business. Pakistan agencies kidnapped him. He was carrying an Indian passport. The Home Minister asserted if needed government will take the issue to international platform. Singh maintained India won’t hesitate to take strong steps to secure Jadhav’s release.
Jadhav was reportedly arrested on March 3 last year by Pakistan security officials allegedly in Balochistan which. He was sentenced to death by a military court in a secret trial and the Pakistan’s army chief has approved his execution.
Army veterans today protested outside the Pakistan High Commission over Kulbhushan Jadhav death sentence by Pakistan Military court. The Ex-Naval officer Jadhav was abducted by Pakistan intelligence agency from Iran and later he was charged with spying against Islamabad.

NEW GUIDELINES FOR REGULATING NGOS FORMULATED

: Centre tells SC Under the new rules, Niti Aayog appointed as the nodal agency for the purpose of registration and accredition of NGOs/voluntary organisations seeking funds from the government New Delhi: Non profits are required to register with the Niti Aayog’s portal NGO Darpan, according to the draft guidelines for regulating non profits and voluntary organizations placed before the Supreme Court by the Centre on Wednesday. “The existing portal will be strengthened to provide a snapshot of the organization’s ongoing and past work so that the authority granting funds can check,” additional solicitor general Tushar Mehta told the court. A bench comprising chief justice J.S. Khehar and justice D.Y. Chandrachud was hearing a public interest litigation filed by advocate M.L. Sharma seeking regulation of non profits receiving government funding. Over 3.2 million non profit and voluntary organizations are registered in India. “This can be a good move to weed out fly-by-night organizations, if implemented correctly. But our past experience with the government does not give us hope,” said Harsh Jaitli, CEO of Voluntary Action Network of India (VANI), an umbrella organization for grassroot non profits. Organizations receiving funds from the government are required to register with the Niti Aayog on the ‘Darpan’ platform, which is an upgraded version of a similar initiative started by the erstwhile Planning Commission in 2006. However, registering on the Planning Commission’s platform was not mandatory, while registering on Darpan has been made mandatory. Darpan also requires a number of new disclosures like the Aadhaar number and PAN numbers of chief executives of not-for-profit organizations. Jaitli added that not-for-profit organizations working in the development sector have been campaigning for a separate law and policy for themselves since 2001. “At present all kinds of entities from charitable religious and temple trusts, educational societies, hospitals and even sports clubs are under law seen as not-for-profit organsiations… There needs to be a clear definition for these different kinds of entities because their operations and functions are different,” he said.

In this talk, Priya Deshingkar will draw on research conducted in different locations in Africa and Asia, including India, to draw out the conditions in which low-skilled migrants are recruited and employed and the contrasting discourses on their experience. In doing so, she will highlight the often complex and contradictory outcomes of migration and the difficulties this creates for dichotomies of forced and free labour. She will also discuss the policy implications of these findings.

The Broken Ladder – The Paradox and the Potential of India’s One Billion
Tuesday, 18 April 2017, 11:30 a.m.
Anirudh Krishna
Conference Hall, Centre for Policy Research
Image: Book Cover
Despite becoming a global economic force, why does India win so few Olympic medals, and why do so many of its people live in conditions of poverty? Why have opportunities not become available more broadly? How can growing individuals assist with the task of building a growing economy?
In contrast to other investigations, which have taken a top-down view of developments in the country, Anirudh Krishna’s The Broken Ladder presents a ground-up view, delving into the lives of ordinary individuals. Through decades-long investigations conducted on the ground, living in villages and investigating slum communities, Krishna reveals the heartbreaking and eye–opening details of missed opportunities and immense, but untapped, talent that can and should be honed, with immense consequences for both growth and equity.
From presenting possible solutions to the problems of neediness and inequity, to mulling over ways of fixing inequalities of opportunity, the book gives us a comprehensive account of India’s development strategies.
Anirudh Krishna is the Edgar T. Thompson Professor of Public Policy and professor of political science at Duke University, USA. His research investigates how poor communities and individuals in developing countries cope with the structural and personal constraints that result in poverty and powerlessness. Recent books include The Broken Ladder: The Paradox and the Potential of India’s One-Billion (Penguin, India and Cambridge University Press, forthcoming); One Illness Away: Why People Become Poor and How they Escape Poverty (Oxford University Press, 2010); and Poverty, Participation and Democracy: A Global Perspective (Cambridge University Press, 2008). Before returning to academia, Krishna spent 14 years with the Indian Administrative Service, managing diverse rural and urban development initiatives. Current research concerns include social mobility, spatial inequality, democratic governance, and urban slums.

India’s foreign exchange surged by a whopping 2.02 billion US dollars to 369.95 billion US dollars in the week that ended on 31st of March 2017. A RBI press release has informed that foreign currency assets, a major part of the overall reserves rose by 2.08 billion US dollars to 346.32 billion US dollars.
In the previous week too, the reserves had shot up by 1.15 billion US dollars to 367.93 billion US dollars.
Gold reserves, on the other hand moved down by 45 million US dollars to 19.87 billion US dollars.
India’s special drawing rights with the International Monetary Fund also fell 5.1 million US dollars to 1.45 billion US dollars, while the country’s reserve position too dropped by 10.7 million US dollars to USD 2.32 billion US dollars.
India’s trade deficit with China was recorded at 46.7 billion US dollars during the April-February period of the last fiscal. Commerce and Industry Minister Nirmala Sitharaman informed Rajya Sabha that overall trade with China during the 11-month period decreased marginally by 0.87 per cent to 64.57 billion US dollars.
She said in a written reply that during this period, India’s exports to China grew by 8.69 per cent to 8.94 billion US dollars while imports from the neighbouring nation declined by 2.26 per cent to 55.63 billion US dollars, resulting in a shrinkage of 4.1 per cent in India’s trade deficit with China. Brent crude oil futures rose 68 cents, to 55.57 dollars a barrel, after reaching an intra-day peak of 56.08 dollars a barrel, the highest since 7th of March. U.S. crude rose 70 cents, to 52.40 dollars a barrel. Although Syria has limited oil production, its location and alliances with big oil producers in the region mean any escalation of the conflict has the potential to increase supply-side fears.

UNAIDS WELCOMES PASSAGE OF INDIA’S LANDMARK HIV LEGISLATION

UNAIDS welcomes passage of India’s landmark HIV legislation
New law bans discrimination against people living with and affected by HIV in India

NEW DELHI, 11 April 2017—UNAIDS welcomes a new law passed by the Indian Parliament providing strong legal protection against HIV-related discrimination.
The law provides a broad legislative framework for the response to HIV in India and is the first national HIV law in South Asia. The legislation prohibits discrimination against people living with and affected by HIV in a range of settings, including employment, education, housing and health care, as well as with regard to the holding of public or private office, access to insurance and freedom of movement. It also bans unfair treatment of people living with and affected by HIV with regard to accessing public facilities, such as shops, restaurants, hotels, public entertainment venues, public facilities and burial grounds.
“This is an important step forward for people living with and affected by HIV in India and around the world,” said Steve Kraus, Director, UNAIDS Regional Support Team for Asia and the Pacific. “This legislation begins to remove barriers and empowers people to challenge violations of their human rights.”
Significantly, the legislation contains provisions to increase access to justice for people affected by HIV, including obligations for health-care institutions to establish complaints mechanisms and a health ombudsman supported by special procedures to be followed in courts.
The law also protects the rights of people affected by HIV to informed consent (including for any sterilization procedures), to confidentiality and to a safe working environment, and promotes the delivery of critical harm reduction interventions, including condoms, comprehensive injection safety requirements and opioid substitution therapy.
The process of drafting the legislation began in 2002 and involved consultations with and inputs by various stakeholders, including people living with HIV and affected communities, human rights organizations, government departments and members of parliament, before finally being presented to parliament in 2014. UNAIDS has supported efforts throughout the legislation’s long journey. The law will come into force when it is published in the Official Gazette.
Civil society organizations welcomed the legislation; however, they also voiced concerns over a provision that appeared to limit the government’s obligation to provide HIV treatment.
The government has since announced a “treat all” policy in parliament, guaranteeing free antiretroviral therapy for everyone.
“We declare that anybody tested positive will be treated,” said J.P. Nadda, Indian Minister for Health and Family Welfare. “This is the level of commitment with which we are working and with which we will be going forward.”
HIV treatment not only protects the health of people living with HIV, but also prevents onward transmission of the virus. UNAIDS recognizes everyone’s right to health, which includes the provision of antiretroviral therapy to people living with HIV throughout their life.
With 2.1 million people living with HIV in 2015, India has the third largest HIV epidemic in the world and the largest in the Asia and the Pacific region.
Support for the HIV bill has been bipartisan. “It has been a long struggle for everyone working towards having an HIV-specific legislation as it would guarantee the right to dignity and non-discrimination for people affected by HIV,” said Oscar Fernandes,Member of Parliament and President of the Forum of Parliamentarians on AIDS in India.
In June 2016, Member States of the United Nations committed in the Political Declaration on Ending AIDS to “promoting laws and policies that ensure the enjoyment of all human rights and fundamental freedoms for children, adolescents and young people, particularly those living with, at risk of and affected by HIV, so as to eliminate the stigma and discrimination that they face.”
UNAIDS urges all governments to fully implement the human rights of people living and affected by HIV, including by providing strong legal protections and implementing programmes to end discrimination and advance access to justice.

WANNA RUN A MARATHON?

Wanna Run A Marathon? These Running Communities Will Help You Train
Running can be a truly freeing activity. Even if we keep the fitness part aside, running is still beneficial for the mind and the body. It is an activity which helps us with understanding so many things about our bodies.
However, just waking up and going to run every day can be no fun. It might turn into a mundane activity. To help prevent this, there are running clubs which are bringing runners together. These clubs are not just about putting on shoes and running. They are all about connecting with others as well as your own self. Let us take a look at four such clubs in Delhi. There’s something rather daunting about the idea of running a marathon that has even the strongest of us shaking in our shoes. It’s in times like those that a group of like-minded individuals working {or running} towards a common goal can help shake that fear aside.
Here’s the list of running communities in the city that can get even the laziest among us pumped up about running.
Fitso Running Sessions
Fitso Running Sessions are conducted by Fitso. The latter is a fitness app dedicated to transform users into fitness oriented individuals. Fitso Running Sessions are committed to fine tuning a new runner into an expert one. They welcome everyone, whether beginners or experienced runners. Their running program is customized for each and every runner with scientific and holistic training programme for every runner. Fitso understands the aim of every runner and help with achieving the same. All runners are assigned a coach for bringing out their best. A structured training program helps runners with avoiding injuries. Fitso organize training sessions in different parts of Delhi NCR i.e. Faridabad (Sector 12), Gurgaon (Tau Devilal Stadium), South Delhi (HauzKhas Forest), Rohini (Japanese Park), Dwarka (DDA park, Sec 11), Noida (Noida stadium)
Nike+ run club
The Nike run club in Delhi was the first ever running club in the country. Opened six years ago, the club is now a strong community of thousands of runners. The club focuses on encouraging members to achieve their personal best. According to Avinash Pant, marketing director of Nike India, the club focuses on training runners and helping them with realizing their full potential. The club boasts of two running coaches, Rupinder Singh and Ian Ladbrooke who offer training tips, conditioning, inspiration, and advice. Members also get to experience trials of new Nike products.  The events organized by the club encourage people to sign up for free.

Along with that, the club also focuses on providing speed workouts and endurance training according to the capability of the runner. The club also gives inputs on how to choose the best running shoes and apparel. Nike+ has their training sessions in Nehru Park on every weekend at 6 AM
The Reebok Running Squad
The Reebok Running Squad aims at building the runner’s strength and stamina. The club is open to all types of runners, whether new or experienced. Along with training runners, the club also advises members on how to avoid injuries.
According to the club, the best way to excel in a running program is to have a “running buddy”. The club has run many experiments on this and has concluded that having a running buddy enhances a runner’s experience. Once members sign up for the club, they enter a community of like-minded people who are all training for the same goal. What is best is that the Reebok Running Squad provides everything for free with their training sessions in different part of Delhi NCR such as: Lodhi Garden, Nehru Park, Center Park Ghaziabad, Leisure Valley,Sector 29, Gurgaon, Noida Stadium Sector 21, Noida and Town Park Sector 12, Faridabad

They believe that running can make an individual aware of their own capabilities and strengths. The ASICS Running Club promotes the idea that running is not just another day of exercise, but is a way of discovering one’s own self.

AYUSH MINISTER GIVES AWAY AWARDS TO CONTRIBUTORS IN THE FIELD OF HOMEOPATHY

Two day Convention on World Homoeopathy Day concluded successfully in New Delhi today. Minister of State (Independent Charge), for AYUSH Sh. Shripad Yesso Naik, was the Chief Guest of the function. Member Parliament and Parliamentary Standing Committee of Ministry of AYUSH, Health and Family Welfare Dr. Manoj Rajoria presided over the function. The event was being organized to commemorate the 262nd birth anniversary of the founder of Homoeopathy, Dr. Christian Friedrich Samuel Hahnemann, a German physician, who was a great scholar, linguist and acclaimed scientist. The theme of the convention was “Enhancing Quality of Research in Homoeopathy”. The convention was organised by Central Council for Research in Homeopathy (CCRH), an autonomous research organization of Ministry of AYUSH.
On this occaccion the AYUSH Minister, recalled the great contribution of Hahnemann and how his scientific aptitude helped him to discover a healing system based on infallible laws of nature. He further shared that Ministry of AYUSH was committed to bring to surface more evidence in AYUSH systems and validate these systems through internationally recognised means. He appreciated that CCRH has made some decent leaps in credible homoeopathy research and is sensitising its scientists on contemporary methods of research regularly. He also informed the delegates that CCRH has collaborated with reputed international and national institutes that are known for their excellence in various streams of science like quantum physics, bioengineering, virology, chemistry, botany etc., which, in turn, have not only bought more recognition to homoeopathy, but also opened the eyes of the allied scientists to this method of healing to take up more research in yet underexplored links between Homoeopathy and science, like, nano-science and genomics.
On this occasion, CCRH, for the first time ever, presented awards to incentivise the contributors in the field of Homoeopathy research. The awards were conferred upon by Shri Shripad Naik to Drs. A.R. Khudabukhsh for Lifetime Achievement for Best Researcher, to Prof. Chaturbhuja Nayak for Best Teacher, Drs. Kusum S. Chand and Archana Narang for Best research papers, Drs. C.R. PRIME MINISTER INAUGURATES ‘SWACHHAGRAHA “BAPU KO KARYANJALI”-A MISSION, AN EXHIBITION’ TO MARK 100TH ANNIVERSARY OF CHAMPARAN SATYAGRAH

The Prime Minister Shri Narendra Modi inaugurated ‘‘Swachhagraha “Bapu Ko Karyanjali”-A Mission, An Exhibition’ to mark 100th Anniversary of Champaran Satyagrah at the National Archives of India (NAI), here today. He also launched an Online Interactive Quiz “Karyanjali”, which will continue for 30 months till October, 2019. Minister of State (I/C) for Culture and Tourism Dr. Mahesh Sharma and many dignitaries were present. A musical and dance programme based on the banned literature on Mahatma Gandhi and Swachhagraha entitled “Satya, Swachh, Sur” was presented on the occasion.
Addressing the gathering on the occasion, the Prime Minister said that 100 years ago, Mahatma Gandhi reached Champaran and witnessed the hardships of people living there. Gandhi Ji showed them the path to and power of peaceful Satyagrah. Champaran Satyagraha catapulted Gandhi Ji to the forefront of India’s freedom struggle. He said that the exhibition, interactive quiz and dance performance are not only formalities, but are pious occasions to dedicate ourselves to the nation. “Along with Shraddhanjali, we should also offer Karyanjali to Mahatma Gandhi”, the Prime Minister added. Shri Modi emphasised that Gandhi ji was basically a Swachhagrahi and was awakening the thought process of the people of India. He pointed out that Champaran can be described as the place of origin of Swachhata Andolan and Champaran Satyagrah gave a new impetus to the freedom struggle and Gandhi ji accorded equal regard to women. ‘Champaran played an important role in the development of Khadi. Swachh Bharat Mission is a movement to fulfil the dreams of Mahatma Gandhi and is fast becoming a mass movement in our country’, the Prime Minister said.
In his address, Dr. Mahesh Sharma said that Mahatma Gandhi used Satyagrah as the main weapon in freedom struggle. He called upon people to focus on Swachhta movement for their overall development. This exhibition links Gandhi Ji’s core principles of Satyagraha with contemporary issues, a movement to improve conditions through Swachhagraha, he added.
This exhibition is a humble tribute to Gandhi Ji on hundred years of his first experiment of Satyagraha in India, in Champaran and is an attempt to sensitize future generations to fulfill Gandhi’s dream of ‘Swachh Bharat’, where society’s reflection would be as clean as the thoughts within, of every citizen of India. This digital and experiential exhibition strives to connect the essential principles of Satyagrah ‘Jeevan-Chakra’ evolved by Gandhi Ji, with the elements of Swachhagraha, the movement. The exhibition will be open for public in NAI campus for one month and later on, it will be taken to other cities of the country as Mobile exhibition.
Gandhi Ji was initially reluctant to visit Champaran. Rather, he had hardly knew where Champaran was and was unaware of the conditions of the farmers who cultivated Indigo. Upon his arrival in Patna on 10th April 1917 and thence to in Motihari on 15th April, he immediately realized that his stay there would be a long haul. The drama of Champaran has been succinctly depicted in this exhibition. During his stay, Gandhi Ji delved in detail with the problems of people. Social practices of scavenging, illiteracy, issues covering women and health were found to be the main impediments. These obstacles were common to the political issues that Gandhi Ji confronted. Satyagraha was the weapon he employed to overcome hurdles on both these fronts.
The Champaran Satyagraha changed the dynamics of Indian politics, catapulting Gandhi Ji to the forefront of India’s freedom struggle. For the first time, people of India realized the power of non-violence and passive resistance, based on action.
Gandhi Ji’s freedom struggle culminated in India’s independence on 15th August 1947. Though politically independent, India has long since grappled with the same vital issues that Gandhi Ji came face to face with in Champaran, that of health, sanitation, clean water, cleanliness, lack of awareness and education etc. This exhibition is an attempt to link Gandhi Ji’s core principles of Satyagraha with contemporary issues, a movement to improve conditions through Swachhagraha. The younger generation of India needs to understand its importance. In fact we all need to.

“Electoral politics does not tell it citizens about the economic reforms they are entitled to. Electoral promises remain unfulfilled – why? Perhaps the process of winning election seems to have taken a toll on political parties. Religion and caste take center-stage in elections, not economic reforms. The CJI said election manifestos of parties become a “piece of paper” and the freebies promised by parties remain unfulfilled once the elections are over. TOI

China and India Two economy fares  as follows:

Is Dollar Hegemony Inevitable? Possibilities for Reform in the Global Reserve System
Prof Anush Kapadia
The global reserve system is dominated by a single currency, the US dollar, in which the vast bulk of global trade and finance is conducted. This currency hegemony gives the world’s only superpower the exorbitant privilege of having its own liabilities function as the global currency. Several scholars argue that the scale of this privilege help seed the financial crisis of 2007. Emerging markets poured their savings into dollar-denominated debt, creating a flood of cheap credit that lead to wild speculation and subsequent collapse. Since the crisis, several reform measures for this destabilising global reserve system have been suggested, with speculation on everything from a return to the gold standard, an elevation of the IMF’s Special Drawing Right (SDR), and the rise of the Chinese Renminbi being discussed. This lecture offers a systemic account of how the global reserve system works in order to evaluate these claims. It argues that that global currencies will continue to be nationally based, hence reforms will have to focus on international institutions capable of disciplining the (existing and/or rising) hegemon rather than creating new synthetic currencies like the SDR.
