The “5th IPSE (India Public Sector Enterprises) Awards 2019 – INDIA Public Sector Enterprises Awards for Excellence” and the concurrent “5th PSE (Public Sector Enterprises) Conclave 2019” were held in New Delhi on Friday, 1st February 2019 at SCOPE.
“PSE Journal – INDIA’s Premier & Pioneering International Review for Public Sector Enterprises” is the Institutor of the “IPSE Awards – INDIA Public Sector Enterprises Awards for Excellence”, with the Support of its Publishing Venture, “MARS Media Resources (MMR) – A Women Enterprise Venture for Androgynous Growth of Indian Economy & Enterprise” and its initiative “5th PSE (Public Sector Enterprises) Conclave 2019” Supported by, ENERTIA Foundation – India’s Leading Non-Profit Organization for Sustainability in Energy, Power, Earth Resources, Water & Environment, etc.
IPSE Awards are instituted by “PSE Journal” in Association with ENERTIA Foundation for the purpose of “Recognizing India’s PSE Excellence in Core Economy Sector & Contribution to Nation’s GDP” covering PSE Excellence in various Sectors – Center & States as well as Rewarding Best PSE Investment State(s) & Individual Excellence in PSE Leadership.
IPSE Awards are Inspired by Late Shri Lal Bahadur Shastri’s Vision & Theme “Jai JAWAN, Jai KISAN, Jai VIGYAN, Jai INSAAN” for “A Self Reliant INDIA”.
Prakash Chand, Former Director (Haridwar), Bharat Heavy Electricals Limited (BHEL) was felicitated with “IPSE Life-Time Achievement Award” for his “Yeomen Contribution” to the Power Sector Manufacturing and especially in your tenure leading the Haridwar Unit of BHEL including its expansion and modernization to achieve 20 GW (Turbines & Generators) especially of the SuperCritical type with 800 MW Unit Ratings Manufacturing Capacity, making it INDIA’s leading Power Sector Equipment Manufacturer. That you have served at various levels before heading the largest power unit of BHEL at Haridwar and has brought it to a World-Class level is commendable achievement.
Dr. M C Gupta, IAS (Retd.), was honoured with the “IPSE – Excellence Award” for his “Yeomen Contribution to the Public Sector Enterprises and Bureaucracy”.
NTPC Limited was felicitated with “World-Class PSE Excellence in Asia” for its Leadership as amongst the World’s finest Public Sector Owned Power Utility and most efficient operator of Thermal Power in the World. The company crossed the record 5 Trillion Units generation marks in November 2018 from its 53 GW of Installed capacity, arguably World’s Best Performing and Operating Power Producing Utility from the Asian Continent.
HURL (Hindustan Urvarak & Rasayan Limited) was adjudicated winner for the “Path-breaking Innovation Impacting Agricultural Economy – NEEM Coated UREA” and for Implementing first-time ever in the World the path-breaking technological break-through of “NEEM Coated Urea” towards production for the Agricultural Economy via its 3,850 MTPD Plant to be ready for commercial production by 2021, a MAKE-in-INDIA innovation that will impact agricultural economy and “Fertilizer Self-Sufficiency”.
V S Tomar, Director – Systems Department, Delhi Development Authority (DDA) was felicitated with “IPSE – Excellence Award” for his “Yeomen Contribution to Delhi Development Authority (DDA), Public Sector Issues and Social Work at Large”.

Iyer, Chairman of the Jury - IPSE Award; Editor-at-Large – PSE Journal, MARS Media Resources; President & Chief Trustee, ENERTIA Foundation; Editor-in-Chief & Founder Publisher, ENERTIA & MARKENOMY; Author: “ATAL-SHASTRA”, “INDIA BRANDished – SuperPowering Brand INDIA 2022” & “POWERING-in-CRISIS”.
R. K. Jena, Honourable Member of Indian Parliament from BJD (Biju Janata Dal), Odisha representing Balasore Constituency was the Chief Guest. He is an Eminent Member of several Standing Committees in the Parliament including Industry and the Public Sector Enterprises (PSEs) and received the Prestigious “BEST PARLIAMENTARIAN AWARD” for the year 2018-19 on the even date of 1st February 2019 and was felicitated on this Union Budget Day in the Parliament. He came post attending the Parliament and receiving the accolade to Honour and Felicitate the Winners of the “5th IPSE Awards 2019” and delivered his KEYNOTE ADDRESS on the occasion of the concurrent “5th PSE Conclave 2019”. It must be noted here, that, R. K. Jena is an Engineer by background and amongst the young breed of the Nex-Gen Eminent Parliamentarians of INDIA.

The 5th PSE Conclave 2019 focused on ‘key issues’ pertaining to the Public Sector in India covering –

- INDIA’s Infrastructure build-up and Critical Role of PSEs.
- Environment (includes Clean & Green Development), Innovation & Research in PSEs.
- Public Sector Divestment & Disinvestment – Pros & Cons.
- INDIA’s Infrastructure build-up and Critical Role of PSEs.
- Environment (includes Clean & Green Development), Innovation & Research in PSEs.
The conclusive idea at the “FORUM” flagged-off the issue that en-masse hitherto unscientific Privatisation of the strategic Public Sector areas like Defence, Energy, Steel, Mines & Minerals, Nuclear, Oil, Gas, Coal & Earth Resources, etc. must not be the government priority. Rather, a scientific cross-pollination of Public Sector and Private Sector in a Hybrid-Economy would work wonders with Public Private Partnership (PPP), rather than just participation model.
The core theme towards the report PSE 2047 – A Centenary Roadmap, under generation by ENERTIA Foundation and to be published by MARS Media Resources (MMR), focuses on “Professionalization sans Privatisation” of PSEs (Public Sector Enterprises) and deliverance of collaborative PPP for the future recourse.
