examination from several angles – Dubious Role of NGOs, Failure of
Inspectors, Poverty & Environment Disasters. In case of Bhopal Tragedy
like Uttarakhand or J&K, NGOs COMPLETELY IGNORED their responsibility
– ABSENTED for 2-7 days Crucial for Treatment of MIC affected Slum
Dwellers, later MISGUIDED them to seek $50b than reasonable
compensation and taking them to safer places for treatment.
Foreign Engineers were not allowed to Work at UC Plant. There was no
Communication with UC Headquarters, Irresponsible & Unskilled Staff
was running the factory – Not a single Equipment to Prevent Accident
was functioning, Chilling Plant, Nitrogen Gas Injection, Valves to
Prevent Water Entering MIC Tanks, Pressure Gauges, Flare, Scrubber,
Water Curtains, Alarm System, etc and Ambulance Service Never Arrived.
When Bhopal Tragedy happened in 1984 CSE, TERI and thousands of Lame
Duck NGOs were already operating for 10 years, wasting $3Billions of
Foreign AID Every Year in Sabotaging SUBSTAINABLE GREEN technologies,
didn’t Provide EVEN FIRST AID.
Uttarakhand & J&K Floods & Annual Floods for 40 Years
CSE, TERI plus thousands of NGOs opposed Multipurpose Dam But
Vigorously promoted Lunatic Check Dams, In Gujarat Even SMALL Dams
didn’t fill up adequately in 24 of 27 districts in GOOD Yr 2014 but
Intensify floods. [Annexure-II]
Sunita never opposed Sharda-Yamuna Link but never favored Storage
Dams. Floods across India last 40 years were due to absence of
Multipurpose Dams, J&K, Uttarakhand, Indus River in Pakistan 2010,
half of flood water was contributed by Eastern Rivers.
Annual Earnings $200 – Compensation Demanded $5m [$50b]
As a Technical Expert I have read reports – Union Carbide factory had
Six Safety Features in built in the plant for safety – in addition
there was phone and alarm also, none of the safety feature was
functional and no one in UC Bhopal cared to warn the Slum Dwellers
residing next to the UC Factory. No Foreign Technician Was Engaged, UC
had no direct Role in Operation & Maintenance of UC factory just like
Shiela Dikshit had no role in Electricity Scam as 49% equity holder in
NDPL, BRPL of Delhi.
UC agreed to pay $470,000,000 to 3000 Dead and 7,000 Victims of the
Bhopal Tragedy – This was $47,000 per victim. Even three decades later
IR pays just Rs.5 lakh which is just $8000 as compensation for
casualties in Railway Accidents. Looking from another angle – Wages to
6.15m factory workers in 1984 was just $5000m approximately (Rs.5920
Crores) and each worker earning almost $800 annually – average
Earnings of Slum Clusters could have been $200 annually.
Against annual earnings of $200 per capita, NGOs MISLED the Victims in
to Claiming $50b or $5m Each. $470m Compensation was brokered by
Supreme Court of India but I have seen UGLY abuses by NGOs against
then government.
50% Population Malnourished - Hunger
No doubt over 50% Indian Population is Malnourished and Underfed is an
UNPRECEDENTED TRAGEDY – Children are physically weak and mentally
retarded. 75% to 80% of water in our rivers are lost to sea every year
in absence of Storage Dams and Irrigation. Food intake in India on
average is 30% short and 50% for Median Population compared to world
average.
China Median Income $7033 India $1006 Per Adult
China GHG Emissions 24.65% - India 5.98%
China Cement Production 57.3%, Steel 48.3% Of World
China’s GDP exceed $10.35b and in this contribution of Industry is
45.3% – roughly $4600m compared to $2.047b and 18% or $370b only
therefore China has TWELVE FOLD higher Industrial Output. China’s
Median Wealth is $7033 per adult while India has just $1006. [WEC 2013
and Global Wealth Databook 2014]
India’s CO2 Emissions are 5.98% of the world for contributing just
1.4% of GDP but China Emissions are 24.65% for 8.1% of World GDP. But
China is Largest Exporter of MANUFACTURED Goods, India exports raw
materials. China is exporting Solar Cells, Solar Water Heaters,
Efficient Manufactured Goods like LEDs, LCD TVs etc.
But in many sectors like Steel China produces half of the World
Production – China produces 2310 million tones of Cement out of 4000
world production 57.3% of the world, 779 million tones of 1607 million
tones world production 48.3% of Steel.
India has OPPORTUNITIES to Save GHG but not doing it – Hydro Power,
Solar Rooftops, Energy Efficiency, Nuclear Power, Renewables etc.

We are pleased to share the attached report “A study on the Indian perspective on internet governance.”
There is an ongoing debate worldwide on internet governance, security and privacy. India has an obvious stake it these issues. The Study, though limited in scope, seeks to consolidate various perspectives and offers recommendations for evolving an Indian position on some key issues in internet governance.
CCAOI, the body representing the ecosystem of Internet in India, with the support of National Internet Exchange of India, conducted the study to come up with an India centric approach. To prepare this report, CCAOI sought detailed views and inputs from the representatives of all Stakeholder communities – government, industry, industry associations, civil society, academia, experts, lawyers, educationists, politicians, media and internet users.
