Union Labour & Employment Minister Shri Mallikarjun Kharge today unveiled and dedicated the Official Web portal Directorate General of Training & Employment (DGET), M/o Labour & Employment to the nation for the effective implementation of Skill Development Scheme (SDIS) to promote training of around 6 lakh people in the Country annually. The portal is is developed by the Helwatt Paackard, India.

Unveiling the Web Portal Shri Kharge termed the occasion as a new beginning and is making one step forward in fulfilling the main aim of our Government to bring good governance. He said any Govt. scheme is always supported by funding incurred from public exchequer which needs to have a proper in-built mechanism to check & monitor the physical progress and financial expenditures on regular basis. Such a scheme like Skill Development Initiative encompassing a huge number of people from all over the country is quite difficult to handle and hence, tracking must be based on setting up of an efficient “Management Information System(MIS)”. I am quite confident that this powerful Web-portal would not only facilitate DGET in all these aspects but also enable to keep a track over outcome of the Scheme, Shri Kharge added.

The Minister said the National Skill Policy has been articulated at the behest of Prime Minister’s National Council on Skills Development. He reiterated the mission statement of the National Policy on Skill Development that it will empower all individuals through improved skills, knowledge and nationally-internationally recognized qualifications to gain access to decent employment and ensure India’s competitiveness in the global market. The minister said we must remember that this national Skill Policy is an integral part of comprehensive economic, labour and social policies so as to establish a framework for better coordination among various Ministries, States, industry and other stakeholders.

He expressed the hope that this On-line access to the countrymen from enrollment & admission to training and Certification will certainly begin a new chapter with true inclusiveness in the skill building process of our country.

In his welcome address, Shri Sharda Prasad,Director General, DGET and Joint Secretary in the M/o Labour & Employment said with this webportal, timely access to information across stakeholders would be available, thereby enabling better citizen centric services in a transparent manner. The SDIS Web Portal will also help in State Governments in registering candidates, the Vocational Training Providers (VTPs) and empanelled Assessing Bodies (ABs). It also tracks the creation of training/assessment batches, publishing test results and dispersal of online certificates.

The SDIS is a 100% Centrally Sponsored Scheme and is launched by the Directorate General of Training & Employment (DGET), M/o Labour & Employment for the early school leavers and existing workers especially in the informal sector. It was operationalised on 24th May, 2007 and initially the project target for training and testing of one million persons over a period of 5 years was fixed. Thereafter the the target of training of one million person per year has been taken up. The Modular Employable Skill (MES)- National Council for Vocational Training (NCVT) certificate issued after the prescribed training is recognized nationally and internationally for gainful employment.

Chinese Soldier on Indian Soil

New Delhi: At least 37 incursions of Chinese forces have been reported during the last five years in Uttarakhand, which has a 350 kilometer long border with China, chief minister Vijay Bahuguna said on Monday.
Speaking at the chief ministers’ conference on internal security, the newly-elected chief minister of Uttarakhand, Bahuguna said Chinese are disputing Indian territorial claims regarding Barahoti in Chamoli district.
“There have been several reported incursions by Chinese patrol parties into Indian territory in this area: six times in 2006, twice in 2007, ten times in 2008, eleven times in 2009, five times in 2010 and thrice in 2011,” he said.
Underlining the importance of a potent road network in the border areas, Bahuguna said the Centre has sanctioned 12 strategic roads in border areas but the progress has been slow owing to forest clearances.
“Expediting the construction of border roads and tracks is crucial especially in view of the modern highways constructed by China right upto the international border with India,” he said.
Bahuguna also raised concerns about the threat posed by the Moists in Nepal who have declared Kalapani in Pithoragarh district to be a Nepalese territory and repeatedly threatening to march to it.
“A frontal organisation of the Nepalese Maoists, the Young Communist League (YCL), is very active in the Nepalese province of Mahakali Anchal, which has borders with Uttarakhand,” the chief minister said.
The chief minister said intelligence inputs indicate that CPI Maoists have designs to deploy People’s Liberation Guerilla Army cadres in Uttarakhad and intensify their tactical counter-offensive campaign in order to push the state into the “fourth stage” of the revolutionary movement.
Himachal Chief Minister P K Dhumal had accused the UPA government last month for not taking a serious notice of Chinese interference along the Tibet border and cautioned that ignoring these “warning signals” could land the country into serious trouble.

“China is sometime violating the airspace, objecting to road constructions in Leh, building ultramodern airfields in Tibet and extending the railway line upto Tibet border” but the Indian government was conveniently ignoring these warnings, the BJP chief minister said.

He was replying to a calling attention motion in the state Assembly on “violation of Indian airspace by two Chinese helicopters along Himachal border”.

“We could not perceive the Chinese threat in 1962 as we were enamoured by ‘Hindi- Chini, Bhai Bhai’ and now again, China is strengthening its borders and we must take it seriously,” he said.

Attacking China for violation of Indian airspace over Himachal border, Dhumal said that the government has allocated a piece of land to the Indian Air Force (IAF) for installation of a radar to monitor the air space. “The IAF approached the government and a land has been provided to it,” he said.
The calling attention was moved by BJP member Ram Lal Markandey, who cited news reports regarding intrusion of two Chinese helicopters into Indian Airspace. The helicopters were spotted by the Indo-Tibetan Border Police (ITBP) on March 16 over Kaurik, close to the international border, about 330 km from state capital Shimla in tribal Spiti Valley.
China has been complaining and objecting to anything being done by India on the border and even opposed visit of Prime Minister Manmohan Singh to Arunachal Pradesh and movement of exiled Tibetan spiritual leader the Dalai Lama even within India, Dhumal said.
“There have been reports about China strengthening the infrastructure being created by China on its side of the border and even China has installed missiles that could target any Indian city in Tibet .
“I have apprised the government of India in this regard a number of times and requested them to strengthen the infrastructure along the Indian border and take necessary measures to safeguard the state,” Dhumal said.
He said even Chinese aircraft, after intruding into Indian airspace from Himachal from one side, cross Indian border within 15-20 minutes and land in Pakistan and described it as a serious issue and needs attention of Union government.

Amardip, Sanjay & Shamim in the joint lead after round three

Pune, April 19, 2012: Meerut’s Amardip Sinh Malik, Sanjay Kumar of Lucknow and Delhi’s Shamim Khan are the joint leaders at four-under-209 after round three of the PGTI Players Championship presented by Poona Club Ltd. Amardip, Sanjay and Shamim shot scores of 72, 71 and 73 respectively on a high-scoring day at the Poona Club Golf Course.
Amardip Sinh Malik (68-69-72) made a solid start with six straight pars and then found the green in two on the par-5 seventh to set up his first birdie of the day. Malik dropped a bogey after missing a three-footer on the eighth.  The 26-year-old made birdie-bogey-bogey on the ninth, 10th and 11th to move to one over for the day. Amardip birdied the 14th and bogeyed the 16th to end the day with a one-over-72.
“I’m quite pleased with my round considering the kind of places I landed the ball today. I recovered from tough situations and made a couple of good chip-putts for birdies on the ninth and 14th. I’ve hung in there despite not being on top of my game over the last three days. I’ll need to sink more putts in the final round in order to stay in contention,” said Amardip, who is looking for his maiden professional title.
Sanjay Kumar (69-69-71) holds the joint lead thanks to an even par 71 in round three. Sanjay made six birdies and six bogeys on Thursday.
Shamim Khan (69-67-73) is also at the top of the leaderboard along with Amardip Sinh Malik and Sanjay Kumar. Shamim’s 73 included a triple bogey on the first, three birdies and two bogeys. Shamim, who also led in round two, made a 35-feet putt from the edge for birdie on the 12th.
Deepinder Singh Kullar of the DLF Golf & Country Club is placed fourth at three-under-210 while Pune’s Sameer M Shaikh and Arshpreet Thind of the Classic Golf Resort are joint fifth at two-under-211.

James Murdoch quits as BSkyB chairman

LONDON (Reuters) - James Murdoch resigned as chairman of BSkyB on Tuesday to prevent his links to a tabloid phone-hacking scandal from undermining the pay TV group, which has so far escaped the worst of the damage convulsing its controlling shareholder News Corp.

In a bitter blow to Murdoch, until last year seen as heir apparent to his father Rupert's media empire, James said he would step down from the British pay-TV company where he made his name as a talented executive in his own right.
"I am aware that my role as Chairman could become a lightning rod for BSkyB and I believe that my resignation will help to ensure that there is no false conflation with events at a separate organization," Murdoch said.

The 39-year-old is a previous chairman of News International, News Corp's British newspaper arm that published the News of the World tabloid at the heart of the scandal. News of the World was shut down last year.

"As attention continues to be paid to past events at News International, I am determined that the interests of BSkyB should not be undermined by matters outside the scope of this company," Murdoch wrote in a letter to the BSkyB board.

The youngest son of Rupert had long held off the demands for him to step down at BSkyB, where he earlier overcame allegations of nepotism to prove his critics wrong with an assured four years as chief executive (2003 to 2007) and an expansion of the business.

James Murdoch's conduct now, however, is under scrutiny by a powerful parliamentary committee that is expected to deliver a critical report in the coming weeks, as well as by the UK TV regulator and a judge-led inquiry into press ethics.

The regulator, Ofcom, has been investigating whether BSkyB is a suitable owner of a broadcast license given its close relationship with Murdoch and its 39 percent owner News Corp.

"We continue to gather evidence which may assist us in assessing whether BSkyB is and remains fit and proper to continue to hold its broadcast licenses," a spokesman said.
Murdoch arrived at News International after the phone-hacking had died down but has been criticized for failing to uncover the scale of the wrongdoing.

He will remain on the BSkyB board and will be replaced as chairman by Nicholas Ferguson, who was previously deputy chairman and senior non-executive director.

While people close to the company said News Corp remains "fully committed" to James Murdoch's role with the company, this latest resignation will raise questions about his future at the New York-based company he has long been expected to run when his father Rupert, 81, steps down.

A person familiar with the company summed up James' reputation in the U.S. as "shaky" and said that in his opinion, News Corp President Chase Carey should be made CEO.

"Rupert would definitely like to have one of his kids run the company, but the best-laid plans go awry."

The problem for James Murdoch has been the unpredictability and the scale of the new information that has come out of internal and external inquiries into the phone-hacking issues.

When it comes to the investigation "more stuff keeps popping up" and "I have no idea where this investigation is going to lead," said the person.

Investors and analysts welcomed James Murdoch's resignation, although they said they had no complaints about Murdoch's conduct at BSkyB. Shares in BSkyB were largely unaffected, closing down 0.8 percent and broadly in line with the FTSE 100 Index.
"He's stepped aside to ensure that his personal issues are no longer issues that could affect BSkyB," said Cato Stonex, partner at Taube, Hodson and Stonex, a top 15 Sky investor.

"I have said before that if he was no longer considered to be a fit and proper person, then he could no longer be a director. This is a sort of halfway house. It is a pity but I can understand why he has done it."

Thomas Eagan, a U.S.-based analyst with Canaccord Genuity, said: "I think it makes it easier for News Corp to pass the fit and proper test and it is a gesture made by Sky and News Corp for them to keep their license."

Rupert Murdoch and News Corp Chief Operating Officer Chase Carey said they were grateful for James's leadership of BSkyB. "He has played a major role in propelling the company into the market-leading position it enjoys today," their statement said.
A source close to the company said James would retain his position on the News Corp board, although other News Corp executives have suggested he will struggle to take over the top job, and indicated the focus could turn to his sister Elisabeth.

POLITICAL CONNECTIONS

After long denying that phone-hacking was institutionalized at the News of the World, the tabloid eventually admitted last year it had hacked into the phones of a murdered schoolgirl and British war dead as well as politicians and celebrities in its search for ever more-sensational front-page stories.

The affair rocked the British newspaper establishment, politicians and police, as links were exposed between the powerful Murdoch press, Prime Minister David Cameron and senior police officers, two of whom resigned.

Cameron was forced to accept the resignation of his spokesman, ex-News of the World editor Andy Coulson, and was cornered by opposition leaders newly emboldened to challenge Rupert Murdoch's long-established influence over the government.

James Murdoch has continued to plead his innocence but the investigations have hurt his chances of inheriting his father's media empire, once thought to be his for the taking.

"You've got to see whether he can really seal himself off from any further criticism," said media commentator Roy Greenslade, a former Murdoch editor, adding that investigations by U.S. authorities would be key.

The Federal Bureau of Investigation has been looking into News Corp practices. To date, its investigation has found no evidence of phone hacking or other questionable reporting practices inside the U.S., a law enforcement source said on Tuesday. The source said an investigation into possible violations of the U.S. Foreign Corrupt Practices Act, which prohibits U.S. companies from bribing foreigners, is continuing.

As well as an investigation into phone-hacking, British police are also probing allegations of bribery and computer hacking by News International.

Murdoch, who was previously chief executive of BSkyB, was dealt a heavy blow in November when more than 40 percent of the company's independent shareholders failed to back his re-election as chairman.

Since then he has stood down from his board positions at News Corp's British newspaper arm, as well as from the boards of other companies, and moved to the United States to take up his new role running international pay-TV.
Greenslade said the multiple investigations into News International and its executives, with both James and Rupert Murdoch expected to be hauled in front of a judge-led inquiry in the coming weeks, had likely prompted James's departure.

"I do think the Leveson inquiry, Commons Select Committee report and the Ofcom fit and proper test are a triple whammy. He really must have known it was better to go sooner rather than later," he said.

The chairman of the parliamentary select committee, John Whittingdale, told Reuters that James Murdoch had not seen its forthcoming report.

"We have not given wind to anybody of what might be in the report," he said, adding that the removal of Murdoch as chairman of BSkyB would allow the successful pay-TV group to distance itself from the wider problems at News Corp.

  •  Among major parties,the average asset per Councillor for BJP is approximate 3.19 Crore , For INC is 2.46 Crore , For BSP is 1.79 Crore , For RLD is 30.82 Lacs , For INLD is 4.95 Crore , For NCP is 91.46 Lacs , For SP is 1.82 Crore , For JD(U) is 2.67 Crore , For LJSP is 1.44 Crore.
  • 10%of the newly elected Councillors (23 of 236 analyzed) have not furnished PAN card details.
  • Out of 236 newly elected Councillors analyzed, 62 Councillors (26%) have declared that they have never filed their ITR.
  • The Councillor, who has declared highest total income (including self, spouse and dependent), is Raj Kumari of INC from Ward 111-Hari Nagar. She has shown a total income of 94.80 Lacs (self incomers 3.08 Lacs). She is followed by Smt Satwinder Kaur Sirsa of BJP from ward 103-Punjabi Bagh with a total income of 94.80 Lacs (self incomers 1.31 Lacs) and Abhishek Dutt of INC from ward 159-Andrews Ganj a total income of 27.58 Lacs (self incomers 27.58 Lacs)

The central idea behind the fourth season of Sony Entertainment Television’s popular crime reality show Crime Patrol – Dastak was to make the viewers aware of signals of criminal intent around them. The unique series on Sony, which deals with unsolved crimes, alerts people and helps in averting crime. The show has completed 100 episodes and this season of the show has been by far the most successful. Crime Patrol has maintained its position amongst the Top 10 shows constantly for over a year now and has been placed amongst the top five shows beating innumerable soaps.
Conceptualized by Mr. Subramanian S. Iyer (Creator, Writer & Series Director), Director and produced by Mr. Vipul Shah, of Optimystix, the show is based on crimes which made headlines nationally. Shot in original locations and presented in a unique style the show has raised the bench mark of crime shows on Indian Television. Each episode reconstructs the events exactly as they happened, bound to give a never before insight on the trend and types of crimes that plagues modern Indian society.
Anoop Soni, the host of the show, time and again on the show, stimulates viewers to be alert of their surroundings, to keep a check on their near and dear ones, pick the signals from the probable victims so that the crime can be prevented.
