Monitoring &Incentivizing Use of Clean Cookstoves in India



                                TERI™, Nexleaf Analytics, in collaboration with the Energy and Resources Institute New Delhi (TERI), Project Surya and the UK Department for International Development (DFID), today announced that they have worked together on the development of SootSwap, a mobile application for monitoring the use and incentivizing the adoption of clean cooking technologies.

Approximately three billion people depend on traditional cookstoves for their cooking needs. The Global Burden of Disease Study 2010[1] estimates that four million people die each year as a result of inhaling the smoke produced by cooking over these open fires. Switching to clean-burning cookstoves can reduce the amount of firewood used in open fires, as well as the amount of smoke indoors and outdoors. This could lead to improved health for the women and children who have shown to be the most exposed to the smoke.

At a cost of approximately US$50 – US$100 (Rs. 2700 – Rs. 5500) each, clean cookstoves are currently unaffordable for the estimated three billion people worldwide living on less than USD$2 a day. Registered carbon credit programs are beginning to provide financial incentives for reducing carbon emissions through the use of clean cookstoves. Estimates suggest that a family could earn enough money selling carbon credits on the carbon market to directly finance the purchase price of a clean cookstove within two to five years through a loan. However, it is difficult and expensive to verify the reduction in carbon emissions produced by clean cookstoves, making it a challenge to apply carbon credits to the use of improved cooking technologies.

To address this issue, the SootSwap system includes a mobile phone-based temperature-sensing application and a thermal sensor that connects to a Brew CDMA or Android phone. Each time the cookstove is fired up, the temperature increase activates the sensor. This temperature data is then wirelessly uploaded from the cellphone to a server where it is analyzed to indicate the number of times a stove is used and the duration of each use, enabling remote verification of stove usage. This capability will create an opportunity to make data available to carbon market investors as proof of reduction in carbon emissions. Investors can then purchase the validated credits and transmit money directly to the families using the clean cookstoves.

Over the past three years, SootSwap has been tested and validated both in the laboratory and through a pilot project involving more than 100 rural Indian homes in villages around Jagdishpur, a town in Uttar Pradesh. In the next phase, SootSwap will be used with Project Surya’s[2] Climate Credit Pilot Project, known in India as C2P2. The pilot phase of the initiative aims to demonstrate the benefits of the adoption of clean cookstoves in 2,000 households. Participating families will receive a clean cookstove through bank financing and a mobile phone equipped with a temperature sensor and the SootSwap application. Using these tools, families will be allowed to link their reductions in black carbon emissions (made possible by the clean cookstoves) to carbon credits. Black carbon is caused by the use of solid fuels such as firewood, cow dung and crop residues and emissions from household cooking fuels.

The project collaborators hope that the potential for earnings will motivate more families to use clean cookstoves and ultimately lead to the broad adoption of clean cooking technologies.

            The Institute of Cost Accountants of India celebrated its Annual Day in which    Mr. K. Rahman Khan, Minister of Minority Affairs was the Chief Guest and Mr. M.J.Joseph, Additional Secretary,Ministry of Corporate Affairs was the Guest of Honor. Cost Accountants from across the country, other distinguished guest and luminaries attended the event which was held in the hotel Oberoi.

In the inaugural session Mr. K.Rahaman said that three Institutes, namely,the Institute of Cost Accountants of India, the Institute of Chartered Accountants of Indiaand the Institute of Company Secretaries of India have done a commendable job in continuously upgrading its body of knowledge and responding quickly to the needs of stakeholders, particularly that of governments, companies and other stakeholders. Therefore, each one of them occupies a prominent position in the economy.

Mr. Rakesh Singh, President of the Institute said that the Institute through its 4 Regional Councils andaround 95 Chapters throughout the country, caters to around 50,000 members and 5,50,000 students. With the demand for professionals who help different entities to take informed decisions based on costs, growing by leaps and bounds, it provides a very good opportunity to any young person aspiring to become a globally renowned CMA. So as far as the CMA bodies are concerned the Institute is the second largest CMA body in the world with the annual rate of growth is touching almost 30 per cent.He stated that now when the economy has opened up the skills and standards are on a substantial rise and catering to this demand is a challenging task. So, from 1st of January 2013, the complete curriculum has been changed and now it is sync with the international standard.

Mr. Rakesh Singh told the audience that in order to spread awareness, CMA support centresopened across India and this step was demanded by the ministry. The Institute has already opened about 400 centres ,up from the 100 when started last year. In Kerala and Rajasthan we will be opening 500-550 centers will be geared by the end of June. The first experiment started with the state of Kerala whereby with the support of state government the Institute got into employable skill development and accordingly a modified certificate course in Accounting Technicians has been launched. The students after passing 10th standard can enrollin the course. The course has been retuned into one year course with a cost of just 8,600 rupees. This has been taken as a professional social responsibility by the Institute.

Inaugural session was followed by a cultural program starting from Ganesh Vandana followed by 10 other folk dance sequences which included the lyrical Ghoomar from Rajasthan, Bhangra and Gidda from Punjab, Kathak and Bhartnataym etc. The function was over with the vote of thanks given by Mr. S.C. Mohanty, Vice- President.
