President’s Message
Dr. Sangam Kurade, President, FISME” It was an honour for FISME to organize the first India Commonwealth SME Trade Summit in New Delhi. Welcoming the policy makers and delegates from scores of Commonwealth nations, I tried to attract their attention towards Trade Facilitation. It is an issue of critical importance for SMEs. Today, the biggest challenges that SMEs face while exporting are in the realm of non-tariff. The unavailability of relevant information required for clearance of goods, opaque procedures, technical standards and lack of MRAs among labs frustrates SMEs’ efforts for accessing new markets. While in many countries, institutional arrangements have been put in place following WTO Trade Facilitation Agreement, it continues to be an uphill task for SME exporters to leverage them for ironing out market access barriers in importing countries. FISME strongly advocated how the private sector led arrangement of cooperation could be facilitated to smooth market access and facilitate trade. The participating policy makers and SMEs discussed, debated and agreed upon a Framework of MSME Cooperation covering most of the issues we raised. The framework was adopted as declaration as the outcome of Summit. It was heartening for me personally and professionally to be part of the facilitative process. ”

The next level of reforms should simplify laws in the land and labour markets, which will significantly improve the ease of doing business in the country.

ABOUT THE 68TH JUNIOR NATIONAL BASKETBALL CHAMPIONSHIP 2017

The 68th Junior National Basketball Championship for Men and Women is being held at Shiv Nadar University in Gautam Budh Nagar District, Noida, Uttar Pradesh from 4th to 11th June 2017. The Championship features 25 men’s teams and 24 women’s teams in the U18 age group, from various Indian States and Union territories, and is being played in a league cum knockout format. Tamil Nadu boys and Karnataka girls are the defending champions from the previous edition held in Puducherry in May 2016.
The teams are grouped into two levels – Level 1 features the top 10 teams from the previous championship divided into two groups of five teams each (Group A and B), while Level 2 features the remaining teams divided into four groups (Group C, D, E, F).
In the league stages, all the teams play each of the other teams in their group once. The top three teams from each of the groups in Level 1 advance directly to the quarterfinals, while the fourth placed teams play pre-quarterfinal games against the top two teams from Level 2.
Over the years, this Championship has provided a platform for the country’s best players in the U18 category to showcase their talents. This allows selectors to identify and shortlist the most promising players and coaches to parachute into national team training camps with an eye towards participation in international events.

GST COUNCIL UNANIMOUSLY DECIDING TO ROLL OUT GST

04th June, 2017
In the wake of GST Council unanimously deciding to roll out GST from 1st July,2017, there is an urgent need to empower and educate the trading community at mass level to cope up them with the basic fundamentals of GST and also make them technology enabled. Taking the challenge from the front end,  the Confederation of All India Traders (CAIT) is launching a GST enabled Computer system with support of Tally Solutions Limited, premier Accounting Software Company and Acer India Limited, leading computer hardware global on Tuesday 6th June at a grand launching at New Delhi. This business solution has been named as BizGuru. CAIT has also tied up with HDFC Bank for providing requisite finance to the traders those who want to avail the finance.
As per NSSO 2013 there are about 5.77 cr small businesses in the Country and if these businesses are brought in the main stream of taxation, the GST landscape could be much wider generating unimaginable hopes for the Government to garner revenue. However, nearly 60% of these small businesses have yet to adopt technology and since the GST is a technology based taxation system, it seems to be a gigantic task.and therefore preparedness for this huge transition is concerned. However, this is a key prerequisite to the seamless and successful implementation of GST in the country but an area where there is still work to be done.
CAIT has been actively involved in promoting computerization among this section but it’s important that the Government actively owns this initiative and provides a policy push to the faster adoption of digital technologies if GST has to be an unqualified success.
In this context, a mega sensitization campaign for trade associations across the country could be a game changer.
However, this level of preparation from the trading community, many of whom are not used to operating in a digital tax environment could take quite some time.
Given the absolute criticality of taking the trading community along on the road to GST, we would urge the Government to declare period beginning 1st July,2017 to 31st March 2018 as “interim period” to enable the trading community to make the transition to a more sophisticated digital tax framework.
Given the enormity of the impending change, quite naturally, there could be some lapses in the initial phase (trial period) but we would plead with the Government and the tax authorities to waive prosecution and penal liabilities stemming from the law in this period.
Similarly GST Facilitation Centres needs to be opened across the Country to help the traders in their conversion to GST regime. CAIT has offered offices of Trade Associations across the Country for making Facilitation Centre.

LEO VARADKAR ELECTED LEADER FINE GAEL PARTY.

Indian-Origin Irish PM-Elect Leo Varadkar's Family In Mumbai Ecstatic Over His Victory
Leo Varadkar is set to become the Republic of Ireland’s next Prime Minister after winning the leadership of the Fine Gael party. The 38-year-old will become the first gay Prime Minister and will also be the country’s youngest ever leader.
Mr Varadkar beat his rival, Housing Minister Simon Coveney, with 60 per cent of the votes to lead Fine Gael – the biggest party in the coalition government. He will succeed Enda Kenny as leader of the centre-right party within weeks.
Leo Varadkar, minister for social protection, was elected on Friday as leader of Ireland’s Fine Gael, the country’s biggest political party.
Varadkar secured 60 percent of the total weighted vote in the contest while his only rival Simon Coveney, minister for housing, planning, community and local government, only took 40 percent.
Varadkar will succeed Enda Kenny, who has been taoiseach (prime minister) since 2011 and leader of the ruling party since 2002.
In mid May, Kenny retired as leader of Fine Gael under pressure from both inside and outside of the party.
In a statement after Varadkar’s victory, Kenny congratulated his successor as leader of Fine Gael, saying that he wanted to extend his “heartiest” congratulations to Varadkar.
“This is a tremendous honor for him and I know he will devote his life to improving the lives of people across our country. He will have my full support in the work that lies ahead,” Kenny said.
The current taoiseach said he will now provide a “brief but appropriate” period for Varadkar to form a new government.
Varadkar,  delivering his victory speech, said he was honored to be elected as party leader. He said it is the start of a more democratic, more engaged and more inclusive Fine Gael party.
Earlier, his only rival Coveney pledged full support to the new party leader. Coveney said Varadkar was a worthy winner of the contest and that he would work side by side with him to do everything he could to help the new leader.
Born on Jan. 18, 1979 in Dublin, Varadkar is the youngest child and only son of an Indian immigrant father and an Irish mother.
The young Dubliner was 22 when he entered Irish politics. At 27, he was elected to parliament.
Varadkar will become the youngest taoiseach in the history of the country at 38.
The Dail Eireann, the lower house of the Irish parliament, must now vote to ratify Varadkar, a move that is expected to take place within the next fortnight.

National Investigation Agency, NIA today carried out searches at 23 locations in Kashmir, Delhi and Haryana in connection with terror funding in the Kashmir Valley.
The NIA, which had earlier registered a Preliminary Enquiry, converted it into a regular case last evening and began searches in the wee hours.
An official source said, around eight hawala dealers and traders in the national capital were raided, besides two in Sonepat, Haryana.
Among those raided by the NIA in Srinagar were Altaf Fantoosh, the son-in-law of hardline leader Syed Ali Shah Geelani, and some second rung separatist leaders belonging to Hurriyat Conference and the Jammu Kashmir Liberation Front. The agency seized nearly 1.5 crore rupees from various locations in the Kashmir Valley, besides documents which were being scrutinised.
Our correspondent reports, this is for the first time since early 1990s that a central probe agency has carried out raids in connection with terror funding to separatists.
The raids follow questioning of three separatists – Nayeem Khan, Farooq Ahmed Dar alias ‘Bitta Karate’ and Gazi Javed Baba of Tehreek-e-Hurriyat, in the national capital last month.
During a sting operation, Nayeem Khan was seen purportedly confessing to receiving money from Pakistan-based terror groups.
CBI has arrested a Lieutenant Colonel and a middleman in connection with an alleged transfer racket at the Army headquarter in New Delhi in which army officers paid lakhs of rupees to manipulate their postings.
Official sources said, the agency arrested the two while an alleged bribe of two lakh rupees was changing hands for transfer of a Bengaluru based army officer.
The agency busted the racket involving senior Army officers posted at its headquarters in Delhi. Sources say, they were allegedly giving choice postings for “huge illegal gratification” which ran into lakhs for a single transfer.
The case has been registered against Lieutenant Colonel Ranganathan Suvramani Moni, Hyderabad- based army officer Purshottam, Bengaluru-based barracks and stores officer S. Subhas and alleged middleman Gaurav Kohli.
CBI sources say some more senior officers are suspected to be involved in the case. The agency FIR allege that the bribe was being paid through hawala channels.
The bureau is focusing on how the army officers were ready to pay lakhs of rupees to get a posting of their choice.
