आम आदमी पार्टी का आह्वान, अंहिसक आंदोलन से ही मिलेगा समाधान,
आंदोलन को खत्म करने के लिए पुलिस कर रही है साजिश

दिल्ली, 24 दिसंबर. सरकार और दिल्ली पुलिस दोनों मिलकर यह साबित करने की कोशिश में जुटे हैं कि इंडिया गेट और राजपथ पर अपने गुस्से का इजहार करने आई जनता, हिंसक इरादों के साथ आई थी न कि बलात्कार की शिकार लड़की के लिए इंसाफ मांगने. दो दिन तक सड़कों पर उतरे लाखों लोगों में गुस्सा था लेकिन सभी शांतिपूर्वक अपने गुस्से का इजहार कर रहे थे. हालांकि कुछ लोगों ने पत्थर फेंकने या गाड़ियों के शीशे तोड़ने जैसी हरकतें कीं. हमारा मानना है कि ये जानबूझकर हिंसा फैलाने के लिए भेजे गए लोग थे और लाखों लोगों के सामने मुश्किल से दर्जनभर ऐसे लोगों की उपस्थिति से आंदोलन हिंसक नहीं हो जाता. पुलिस ऐसे लोगों को तो पकड़ने में नाकाम रही लेकिन अपनी बर्बर कार्रवाई को सही ठहराने के लिए उसने ऐसे निर्दोष लोगों को पकड़ा जिनका इंडिया गेट पर हुई हिंसक घटनाओं से कोई लेना-देना नहीं था. पुलिस ने जिन लोगों को पकड़ा उनमें से कुछ तो आंदोलन में शामिल भी नहीं थे.

हैदराबाद हाउस के सामने चल रहे शांतिपूर्ण प्रदर्शन के दौरान पुलिस ने कुछ लोगों को उठाया. उनमें से एक चमन भी थे. चमन के साथ धरे गए दूसरे लोग भाग निकले लेकिन चमन भागे नहीं. पुलिस ने जिन आठ लोगों को हिंसा में आरोपी बनाया है उनमें से 2 लोगों को तो पुलिस ने बाराखंभा से उठाया जहां कोई प्रदर्शन हो ही नहीं रहा था. एक व्यक्ति को तिलक मार्ग से उठाया गया. तिलक मार्ग पर कोई हिंसा हुई ही नहीं बल्कि तिलक मार्ग का प्रयोग तो लोग इंडिया गेट पहुंचने के लिए कर रहे थे.

कल देर रात तक जब लोगों को पुलिस ने रिहा नहीं किया तो आम आदमी पार्टी के कार्यकर्ता गिरफ्तार लोगों के बारे में जानने के लिए तिलक मार्ग थाने पहुंचे. वहां पता चला कि चमन समेत आठ लोगों को पुलिस ने नाहक बंद कर रखा है. पुलिस ने शुरू में तो कहा कि इन्होंने कोई अपराध नहीं किया है. इन्हें थोड़ी देर में रिहा कर दिया जाएगा लेकिन देर रात पता चला कि पुलिस इंडिया गेट पर हुई हिंसा की बौखलाहट इन पर निकालने की तैयारी कर रही है. पुलिस ने उन पर दंगा फैलाने, हत्या की कोशिश जैसे अपराधों की धाराएं लगाईं. सोमवार सुबह आम आदमी पार्टी के कार्यकर्ता मनीष सिसोदिया और गोपाल राय थाने में बंद लोगों के बारे में जानकारी मांगने तिलक मार्ग थाने पहुंचे तो पुलिस अधिकारी बड़ी अभद्रता से पेश आए. उनका कहना था कि आपको कुछ भी नहीं बताया जाएगा. जो बात जाननी है वह कोर्ट से जानिए. इन सभी पर हत्या के प्रयास के आरोप हैं.

सभी आठ आरोपियों को पुलिस ने पटियाला हाउस कोर्ट में पेश किया. चूंकि सारे लोगों को पुलिस ने अलग-अलग जगहों से उठाया था और वे कोई वकील नहीं कर पाए थे इसलिए उन्होंने मनीष सिसोदिया से आग्रह किया कि वह अदालत के सामने उनका पक्ष रखें. अदालत ने मनीष सिसोदिया को इसकी इजाजत भी दे दी और उन्होंने आरोपियों की ओर से बहस की.  
जब अदालत ने पुलिस से आरोपियों की गिरफ्तारी का समय और स्थान पूछा तो पुलिस ने अलग-अलग समय और स्थान बताया. अदालत ने आरोपी पक्ष का यह तर्क स्वीकार किया कि अलग-अलग स्थान और अलग-अलग समय पर पकड़े गए लोग एक मामले के आरोपी कैसे हो सकते हैं?अदालत ने पुलिस से साफ-साफ जानना चाहा कि आठों आरोपियों में से कौन हिंसा में शामिल था जिसके लिए उसे हत्या के प्रयास का दोषी माना जाएपुलिस अपने बयान में उलझती गई और उसने माना कि गिरफ्तार किए लोगों में से किसी को भी हत्या के प्रयास या तोड़फोड़ में लिप्त नहीं पाया गया था. जब हिंसा हुई उस समय 5-6 हजार लोग थे जिसमें से ये आठ लोग हाथ आ गए. अदालत ने सभी आठ लोगों को 10-10 हजार के मुचलके पर जमानत दे दी.

पुलिस जनआक्रोश से पैदा हुए एक गैर-राजनीतिक आंदोलन को हिंसक आंदोलन साबित करने की साजिश में जुटी है. आम आदमी पार्टी इसकी निंदा करती है. निहत्थे और निर्दोष लोगों पर हत्या के मुकदमे दायरकर पुलिस जनता के मन में खौफ पैदा करना चाहती है ताकि लोग शांतिपूर्ण प्रदर्शन के लिए भी सड़क पर न उतरें. सुप्रीम कोर्ट के बार-बार दिए निर्देशों का उल्लंघन करते हुए जिस तरह इंडिया गेट और आसपास के इलाकों में धारा 144 लगाई गई वह असंवैधानिक है.

आम आदमी पार्टी का मानना है कि किसी आन्दोलन की ताकत अहिंसा ही हो सकती हैहिंसा तो कतई नहीं. अंगरेज़ भी अहिंसा की इसी ताकत के आगे बेबस थे. हमारा मानना है कि आन्दोलन को अगर आगे चलाना है और किसी मंजिल तक पहुंचाना है तो उसे अहिंसक बनाए रखना ज़रूरी है. हिंसा किसी भी आन्दोलन को कुचलने का सबसे बड़ा बहाना बन जाती है.

Analysis of Criminal and other background details of newly elected MLAs  in the Gujarat Assembly Elections 2012
·         Gujarat Election Watch (GEW) has analyzed affidavits of all the 182 newly elected MLAs of Gujarat 2012 Assembly Elections.
·         Out of these 182 MLAs analyzed for Gujarat Assembly Elections, 57 MLAs or 31% have declared criminal cases against them. In 2007 Assembly elections, 47 MLAs or 26% MLAs declared criminal cases against themselves.
·         MLAs with serious criminal cases: Out of these 57 MLAs who have declared criminal cases against themselves, 24  MLAs declared serious criminal cases against themselves
·        MLAs with Heinous and Violent crimes cases: The top three candidates from major parties who have declared serious criminal cases of murder, kidnapping and theft against them are: (1) Vasava Chhotubhai Amarsinh of JD (U) from Jhagadia (ST) constituency who has declared 9 charges related to dacoity, 7 charges related to theft and 3 charges related to murder. (2) Amit Anil Chandra Shah (of BJP from Naranpura constituency) has declared 2 charges related to murder and 2 charges related to kidnapping.(3) Chaudhary Shankarbhai Lagdhirbhai (of BJP from Vav constituency) has declared 3 charges related to murder and 3 charges related to attempt to murder.(4) Jethabhai G. Ahir (of BJP from Shehra constituency) has declared 1 charge related to rape and 1 charge related to kidnapping. (5) Barad Jashubhai Dhanabhai (of INC from Talala constituency) has declared 1 charge related to attempt to murder.
·         MLA with rape charges: 1 MLA has declared charges of rape against himself. He is Jethabhai G. Ahir of BJP from Shehra constituency.
·         MLAs against whom charges have been framed: Out of the 57 MLAs who have declared criminal cases against themselves, charges have been framed against 35 MLAs for various crimes.
·         A total of 134 out of 182 MLAs i.e. 74% are crorepatis. In 2007, there were 31% crorepati MLAs. 
·         The MLAs with maximum assets in 2012 Gujarat Assembly are Balvantsinh Chandansinh Rajput of INC from Sidhpur constituency who has declared the highest assets worth Rs 268 Crore, followed by Rajguru Indranil Sanjaybhai of INC from Rajkot East who has declared assets worth Rs 122 Crore and Chavada Javaharbhai Pethalajibhai of INC from Manavadar constituency with assets worth Rs 82.90 Crore. 
·         3 MLAs have declared assets of less than Rs 10 lakh
·         Lowest Assets MLAs: Rameshbhai Bhurabhai Katara of BJP from Fatepura (SC) constituency has declared the lowest assets of Rs. 6 Lakhs, Vakil Manisha Rajivbhai of BJP from Vadodra City(SC) constituency has declared assets of Rs. 7.12 Lakhs and Rathod Pravinbhai Jinabhai of INC from Palitana constituency has declared assets worth Rs. 7.50 Lakhs. 
·         MLAs with Highest LiabilitiesA total of 28 (15%) MLAs out of 182 analyzed declared liabilities of Rs. 1 crore or above. 
·         The top three MLAs who have declared the highest liabilities are Balvantsinh Chandansinh Rajput, of INC  from Sidhpur who has declared liabilities worth Rs. 52.33 Crores followed by  Rajguru Indranil Sanjaybhai of INC from Rajkot East constituency with liabilities worth Rs. 27.14 Crores and Manibhai J. Vaghela an INC MLA from Vadgam (SC)constituency with liabilities worth Rs. 13.98 Crores. From BJP the highest liabilities have been declared by Patel Dineshbhai Balubhai from Padra constituency with liabilities worth Rs 11.53 crores.
Among major parties, the average asset per MLA for INC is 12.36 Crore, for BJP is 5.82 Crore, for NCP is 15.61 crores, for JD (U) is 2.70 Crores and for GPP is 1.52 Crores. 
·         5 out of 182 MLAs have not declared their PAN details in the 2012 Gujarat Assembly Elections. In 2007 Assembly elections 54 MLAs had not declared their PAN details. 
·         MLAs who have declared Highest Income in ITR: Solanki Hirabhai Odhavjibhai of BJP from Rajula constituency has declared an income of Rs 3.41 Crore, followed by Pabubha Virambha Manek of BJP from Dwarka constituency with an income of Rs 3.25 Crore and Radadia Jayeshbhai Vithalbhai of INC from Jetpur constituency with an income of 2.53 Crore. 
·         Out of 182 MLAs, 31 MLAs (17%) have not filed ITR 
·         High Assets no ITR: Among them, Kandhalbhai Sarmanbhai Jadeja of NCP has the highest assets of approximately 28.29 crores, followed by Vitthalbhai Hansrajbhai Radadia of INC from Dhoraji constituency who has declared assets worth Rs 5.62 Crore and Dilipkumar Virajibhai Radadia of BJP from Charasma constituency who has declared assets worth Rs 4.73 Crore. 
·         Educational Background of MLAs: 45% MLAs (82 of 182 analyzed) have a graduate or a higher qualification in the Gujarat Legislative Assembly of 2012. 
·         Women Representation: Out of 182 newly elected MLAs in Gujarat Assembly Elections 2012, only 16 (9%) MLAs are women. In 2007 Assembly Elections also there were 16(9%) women MLAs. 
·         Age of MLAs: A total of 43 MLAs out of the total 182, are more than 61 years of age.

·         Number of recontesting MLAs who have been analyzed for Gujarat 2012 Assembly elections and whose complete affidavits were also available for 2007 assembly elections -  99
·         The average assets of these MLAs, as declared in 2007 is Rs 2,20,83,181   (2.20 crore)  
·         The average assets of these MLAs, as declared in 2012 is Rs 7,27,68,176  (7.27 crore)
·         The average growth in assets for these re-contesting MLAs is Rs 5,06,84,994  (Rs 5.06 crore)
·         Average percentage growth in assets for these re-contesting MLAs is 230%
·         The maximum growth in assets has been for Chavada Javaharbhai Pethalajibhai of INC from Manvadar constituency with increase of Rs 64.57 crore i.e from Rs. 18.32 crores in 2007 to Rs. 82.90 crores in 2012. Assets of Patel Dineshbhai Balubhai  (of BJP from Padra constituency) have increased by Rs 34.89 crore, from Rs 4.51 crore in 2007 to Rs 39.41 crore in 2012. Assets of Aacharya Dr.Nimaben Bhavesbhai (of BJP from Bhuj) have risen by Rs 32.27 crore, from Rs 2.37 crore in 2007 to Rs 34.64 crore in 2012.
·         Kavadiya Jayantibhai Ramjibhai a BJP MLA from Dhrangadhra constituency has declared the highest percentage increase in assets of 5525%, from Rs 10.50 lakh in 2007 to Rs 5.91 crore in 2012. Panada Vajesingbhai Parsingbhai an INC MLA from DAHOD (ST) has shown a percentage increase in assets of 3784%, from Rs 4.40 lakh in 2007 to Rs 1.70 crore in 2012. Parmar Shailesh Manharbhai an INC MLA from DANILIMDA (SC) has shown his assets go up by 2944%, from Rs 96.15 lakhs in 2007 to Rs 29.26 crores in 2012.
·         2 MLAs have reported decrease in assets in 2012 as compared to value of assets in 2007. They are Dalal Patel Saurabh Yashayantbhai (13% reduction in assets, from Rs 65.29 crore in 2007 election to Rs 56.60 crore in 2012) of BJP from Akota constituency, and Govindbhai Ukabhai Patel (4% decrease in assets, from Rs 1.48 crore in 2007 to 1.43 crore in 2012)

New Delhi, December 24, 2012: The Professional Golf Tour of India (PGTI) has announced its calendar for the Jan to May period of the 2013 season. The first five months of 2013 will witness thirteen events.
The season will tee-off with the Euro 200,000 Gujarat Kensville Open in Ahmedabad on 31st January, which will be followed by six back to back events being played till March 17, 2013.
The schedule for the second half of 2013 season will be released in April of 2013.
The first five months of 2013 will see a strong line up of international events, and the second edition of the INR 1.24 lac prize money LP Cup. PGTI will travel to Sri Lanka for the first edition of a new USD 70,000 event, the Sri Lanka Ports Authority Open, and to Nepal for the Surya Nepal Masters with an enhanced prize purse of INR 30 lacs.
The fourth edition of the flagship Avantha Masters, with a prize purse of Euro 1.8 million will move to the Jaypee Greens for the first time. The event co-sanctioned by the European Tour, Asian Tour and PGTI, will be played from March 14-17, 2013.
The SAIL Open and Panasonic Open are the other two international events scheduled for the first quarter. Both these events are co-sanctioned by the Asian Tour and PGTI and offer a prize purse of US$ 300,000 each.
Commenting on the 2013 schedule, Mr. Padamjit Sandhu, Director, PGTI, said, “Indian professionals have had a strong year in their international appearances, and at home on the PGTI. Talented youngsters continue to impress and gain in confidence as they prepare to move on to the higher tours.
