Japanese PM pledges for No War 

On Pearl Harbor visit, Japanese PM pledges Japan will never wage war again
Japanese Prime Minister Shinzo Abe made a symbolic visit to Pearl Harbor with US President Barack Obama on Tuesday, commemorating the victims of Japan’s World War Two attack and promising that his country would never wage war again.
 
The visit, just weeks before Republican President-elect Donald Trump takes office, was meant to highlight the strength of the US-Japan alliance amid concerns that Trump could forge a more complicated relationship with Tokyo.
 
“I offer my sincere and everlasting condolences to the souls of those who lost their lives here, as well as to the spirits of all the brave men and women whose lives were taken by a war that commenced in this very place,” Abe said.
 
“We must never repeat the horrors of war again. This is the solemn vow we, the people of Japan, have taken.”
 
Japanese forces attacked Pearl Harbor with torpedo planes, bombers and fighter planes on the morning of Dec. 7, 1941, pounding the US fleet moored there in the hope of destroying US power in the Pacific.
 
Abe did not apologize for the attack, a step that would have irked his conservative supporters, many of whom say US economic sanctions forced Japan to open hostilities.
 
“This visit to Pearl Harbor was to console the souls of the war dead, not to apologize,” Chief Cabinet Secretary Yoshihide Suga told a news conference in Tokyo, adding the trip had showed that the allies would contribute to world peace and prosperity.
 
Obama, who earlier this year became the first incumbent US president to visit Hiroshima, where the United States dropped an atomic bomb in 1945, called Abe’s visit a “historic gesture” that was “a reminder that even the deepest wounds of war can give way to friendship and a lasting peace.”
 
Abe became the first Japanese prime minister to visit the USS Arizona Memorial, built over the remains of the sunken battleship USS Arizona, although three others including his grandfather had made quiet stops in Pearl Harbor in the 1950s.
 
The two leaders stood solemnly in front of a wall inscribed with the names of those who died in the 1941 attack and took part in a brief wreath-laying ceremony, followed by a moment of silence.
 
“In Remembrance, Shinzo Abe, Prime Minister of Japan” was written on one wreath and “In Remembrance, Barack Obama, President of the United States” on the other.
 
They then threw flower petals into the water.
 
After their remarks, both leaders greeted and Abe embraced U.S. veterans who survived the Pearl Harbor attack.

Turkey and Russia agree on proposal toward Syrian ceasefire

Turkey and Russia have agreed on a proposal toward a general ceasefire in Syria, Turkey’s state-run Anadolu Agency said on Wednesday, and will aim to put it into effect by midnight.
Anadolu, citing sources, said the two countries have reached a consensus that will be presented to participants in the conflict on expanding the ceasefire that was established in Aleppo earlier this month in order to allow civilians and rebels to evacuate the town.
Russia, Iran and Turkey said last week they were ready to help broker a peace deal after holding talks in Moscow where they adopted a declaration setting out the principles any agreement should adhere to.
No one was immediately available for comment at Turkey’s foreign ministry in Ankara.

Somen Debnath, an Indian National, On World Bicycle Tour Program.

Mr. Somen Debnath, an Indian National, currently in San Antonia Oeste, Argentina is on a World Bicycle Tour Program.  He began his World Bicycle Tour on May 27, 2004, from India. So far, Mr. Somen has so far traveled to 126 countries (including Argentina) and completed 137,900 kilometers on his bike trip in India and internationally.
The main objective of Mr. Somen is to raise awareness on HIV / AIDS in particular among poor people in urban, rural and tribal areas and spread the message of peace and humanity with Indian culture through his planned tour of 191 countries which he expects to complete in end-2020 covering almost 200,000 km and reach almost 20 million people. PROFILE OF MR. SOMEN DEBNATH, INDIAN NATION ON WORLD BICYCLE TOUR
126 countries (including Argentina) and completed 137,900 kilometers on his bike trip in India and internationally.
Mr. Somen Debnath, an Indian national is in “Around the World Bicycle Tour Program seminars on Indian culture and awareness of HIV / AIDS”, which began on May 27, 2004, right after acquiring his Bachelor Science degree in Zoology at the University of Calcutta. He has also obtained the ‘Visarad’ degree in Fine Arts at the University of Sarbabhartiya, Calcutta,West Bengal, India. So far, he has traveled through 126 countries (including Argentina) and completed 137,900 kilometers on his bike trip in India and internationally.

2004-2006: 28 States and five Union Territories of India
2006-2009: 22 countries in Asia.
2009-2012: 45 countries in Europe, including the North Pole and Greenland.
2012 and 2015: Africa and the Middle East (60 countries) 60 made Morocco to Mauritania
Future plans:
2016-2017: North and South America, including the South Pole
2018: Canada, Russia, Siberia, Mongolia and China.
2019: Korea, Japan, Philippines, New Zealand and Australia
2020: Sumatra, Malaysia, Indonesia, Myanmar, Bangladesh and then return to India on May 27, 2020.
Inspiration: He was inspired to this mission at the age of 14 when he read the article entitled “AIDS is more deadly than cancer”.  The person referred to in the said article was homeless and was sitting in front of the Medical College of Calcutta, abandoned by its inhabitants and left to die alone. The article had a great impact on him and then he began to ask his teachers at school about HIV / AIDS, but they could not give him any satisfactory answer. As a result, two years later, Mr. Somen decided to get specialized training in WBSACS (Society of West Bengal State AIDS Control) and started an awareness campaign on HIV / AIDS, education from his own school. The AIDS-related stigma and lack of awareness about this deadly but preventable disease motivated him more. His first mission was extended to the people of his village, then in India and is now a global campaign for him.
Strategy: To educate people from different parts of society by raising awareness among students in schools, colleges, universities, and also encourage these institutions to begin a chapter on the sensitization program on HIV / AIDS, promote to use needles and syringes among people addicted to drugs and condoms for sex workers. It also aims to create awareness among youth and encourage non-governmental organizations (NGOs) in countries around the world.
Objective: He is in the world tour of 191 countries and plans to achieve this goal to complete their journey in 2020. Through his bicycle tour around the world, he is trying to raise awareness on HIV / AIDS through conferences and seminars on Indian culture. Its focus is on poor people in urban / rural and tribal areas throughout the world as they have the lowest level of awareness of this deadly disease.

Short-term objective: Students, young people, and communities that benefit from awareness program will run in the societies of their respected countries.

Long-term goal: To raise global awareness on HIV / AIDS through education of local people worldwide.

Achievements: From his hometown in Sundarbans, India on May 27, 2004, Mr. Somen carried out awareness program to NGOs, schools, colleges, universities, red light areas-road and numerous restaurants. Mr. Somen has the honour to meet 120 Indian HC / Ambassadors, 6 Reyes, 30 Presidents, 62 Prime Ministers, 260 Ministers and government officials from different clubs in a different field so far. He desires to travel around 191 countries at the end of 2020 covering almost 200,000 km and reach almost 20 million people. His campaign is supported by personal donations and sponsorships.

Exclusive story: Mr. Somen faced many difficulties while traveling, including 24 days captivity by the Taliban in Afghanistan, he was robbed 6 times in Central Asia; faced countries in -35 Degrees Celsius temperature in former CSSR; 8 times beaten by skinheads; Living with wild animals such as rhinos, elephants, cheetahs, pythons, etc. in the wilderness; and lived with one of the most ancient Jarawa tribe in the Andaman and Nicobar Islands, India for 20 days. One of the happiest persons he met was a Bangladeshi with 25 rupees per day income / quarter happily living with his family. India is felt everywhere in this world culture. Mr. somen has honorary citizenship with a second home in Georgia. He traveled to the North Pole in 2011 facing -45 degrees. Met lovely people called Intuit / Eskimo. He crossed 7 Mares and Oceans with three big mountains like the Himalayas and the Alps. During night shelter, he had some fun too – courtesy police and thieves.

His campaign funds: Forty percent of the funds collected during the campaign spent on travel expenses and the remaining 60 percent is devoted to his Global Village. He would like to invite all friends and families around the world that he has been meeting during the trip and supporting his global village. They will all be lifelong members of their extended family. He would like to thank everyone for their great support and cooperation, not only for the world but also his mission for the global village and its future plans.

DATA SECURITY OF POS MACHINES AND DIGITAL PAYMENTS IN THE ERA OF DEMONETIZATION

CMAI asks PM to push domestic manufacturing of PoS machines to make cashless transactions safe
-CMAI requests setting up of Cyber Security Command specifically to check e-payments frauds

New Delhi 28th December, 2016:  Post demonetization, a lot of transformation in Indian Business has been taking place. One of the most notable changes the common public has adopted pertains to shifting towards cashless economy through digital payment systems. Digital payments have jumped a whopping 300 per cent in the last one month itself. All this has created the sudden requirement of POS machines. India needs to add 20 lakhs new PoS (point of sale) machines in quick time to give push to cashless transactions. In this scenario, data safety and e-frauds need to be addressed by the Government as e-payments and cashless transactions continue to rise in India.
In this backdrop, CMAI, while supporting Prime Minister’s push for a cashless economy that will move India to advanced economy and corruption free India, has urged the Government to put in place a robust system to tackle e-frauds and give a push to domestic manufacturing of PoS machines and its software development under the Make in India programme.
Extending full support and cooperation to making Prime Minister Narendra Modi’s push to digital payment a success, CMAI President Prof. N.K. Goyal, who is also TEMA’s Chairman Emeritus, said the Government of India should immediately come out with a policy specifically for manufacturing of PoS and development of its software so that all safety of all transactions in ensured.
 “Government reports say during next few months 20 lakhs new PoS machines will be added to 15 lakhs existing ones. When Crores of people are joining digital payments movement daily, safety of data remains paramount which can be ensured only by pushing indigenous manufacturing of PoS machines. We cannot depend on foreign manufacturers if we want to make our economy cashless and all digital economy should also add to Make in India” said Prof NK Goyal.
Prof. Goyal pointed out that majority of PoS machines currently are imported primarily from the US, Europe and China and therefore data security remains a big challenge. Though Government exemption to BIS labeling of imported PoS machines till March next year is a welcome move, he however said the Government needs to come out with stringent norms to ensure and enhance data safety and security.
 CMAI’S DEMANDS:
1.       CMAI that there is need for separate digital payment laws and digital payment courts across India along with appropriate legal framework: CMAI requests appropriate legal framework to address digital payment frauds to protect consumers if they lose money during digital transactions.
“India does not have proper laws in this regard as of now. The only remedy available is under Information Technology Act, which largely deals with cyber breaches. All cases of money lost in digital payments may not fall in the category of cyber thefts/breaches. With proliferations of digital payments across India in big and small towns, there may be widespread cases of small amounts here and there throughout the Country. To address them in timely manner, CMAI requests that there is need for separate digital payment laws and digital payment courts across India,” Prof. Goyal added.
There is also need for legal framework for data storage, data protection. In US the data has to be preserved in encrypted form. India does not have any legal system for such matters. He said draft legal framework should also include standards on refunds, complaint redressal system, cash backs, compliance to various policies and procedures need to display on Company’s website details of complaints received/addressed, money refunded and action taken on regular basis, cash back policy etc.
2.       CMAI suggests mandatory cyber audit by RBI or Cyber Command Group at regular intervals: CMAI suggests mandatory cyber audit by RBI or Cyber Command Group at regular intervals. “Presently audit has been mandated as once a year. But this is not enough as cyber threats are regular and continuous, and audit is required at least once a quarter if not every month. The audit by Company appointed auditors is not the answer to financial security. We also request a high-level Cyber Security Command to be established, which should have legal authority to conduct spot audits as and when it feels the need,” Prof NK Goyal said.
3.       Appropriate strategy for reporting Losses and recovery of money lost by digital payment companies and also by citizens: An appropriate and robust mechanism needs to be developed for reporting losses and recovery of money lost/theft/frauds in digital payments. “We request an institutionalized policy for redressal of complaints of citizens with regard to digital payments. There is a tendency of keeping money lost during mismatch in e-transactions in dispute and wait for compensation. CMAI requests that the refund be made immediately and compensation etc. be decided in due course of time,” Prof. Goyal added.
4.       CMAI suggests immediate action plan for the projected five lakh cyber experts as per cyber policy: CMAI requests immediate action plan for the projected 5-lakh cyber experts needed as per the cyber policy. CMAI suggests that let the training of cyber experts and digital payment experts be assigned to a telecom PSU like BSNL, TCIL etc., as they have large scale existing facilities for training and tie up with AICTE also. CMAI has also sought a special drive to launch a special drive to make people aware about safe use of e-payments. The funds available with Cyber Department and USOF can be used for this purpose. There is big infrastructure available with various State Universities/Private Colleges which are available for immediate use. Hence the telecom PSUs should also be mandated to use the already available existing infrastructure with various State and Private Universities/Engineering Colleges by declaring them as Center of Excellence for Cyber Security Training.
 5.       Awareness for post cyber event recovery: CMAI requests appropriate strategy and awareness for guidance to help citizens and organizations to plan and prepare recovery from a cyber theft, funds frauds, money lost during e-transactions and money fraudulently withdrawn by someone. The moot point is how does an organization plan to address the system attacked due to cyber and restore the services immediately.
Providing POS is only one part of the whole scenario of capability building. There are several other areas that need immediate attention of realizing the goal of maximum possible level of cashless economy in the Country such as:
a) Awareness of consumers for the importance of cashless economy so that they volunteer to abstain from cash transactions.
b) Training of the vending personals involved in the transactions of money so that operations are smooth.
c) Establishing systems that ensure the smooth and uninterrupted connectivity between bankers and the points where sales are affected.
d) Security of money to ensure that all possibilities of cyber crimes are eliminated and even the not so conversant consumer is assured of the safety and security of money.
e) Establishment of the appropriate system to affect immediate redressal and recovery of money if some fraudulent transaction has happened
f) Establishing capability building projects at different levels more specifically at two major centers i.e. Educational Institutions and Skill Development Institutes.
g) Develop curriculum to make youth skilled to not only adopt the technology but also to be able to design and effect improvements in the existing state of the art. This is mainly targeted to provide the human resource of desired capability.
h) Putting the rules, regulations, guidelines, methods, procedures, do’s, don’ts   etc. in order and in place so that there are no unnecessary doubts or misconceptions.
