UNSC unanimously adopts Syria resolution
28092013
UN Security Council has unanimously adopted a resolution outlining the details of taking under international control and ultimately destroying Syria’s chemical arsenal. “Today’s historic resolution is the first hopeful news on Syria in a long time,” UN Secretary-General Ban Ki-moon told the council immediately after the vote. He address to the Council. Syrian sides must engage constructively in the upcoming Geneva 2 conference, which would be a significant step towards the “creation of a democratic state that guarantees the human rights of all in Syria his a responsibility to challenge those who will actively undermine the process and those who do not fully respect Syria’s sovereignty, unity and territorial integrity.”
The Next date for a new peace conference in Geneva was set for mid-November. However, the Syrian opposition should be represented at the Geneva peace talks in a single delegation, the Secretary-General said. The adopted resolution calls for consequences if inspectors decide that Syria has failed to fulfill its obligations. The nature of the reaction, however, will depend on another resolution which would have to be passed in the event of non-compliance.
Russia’s Foreign Minister Sergey Lavrov speaks in the United Nations Security Council after the Council voted to approve a resolution that will require Syria to give up its chemical weapons during a meeting September 27, 2013. ‘The resolution does not fall under Chapter 7 of the UN Charter and does not allow any automatic enforcement of coercive measures,” Russian Foreign Minister Sergey Lavrov said after the Security Council vote. The UN Security Council resolution on chemical weapons in Syria will have to be observed not only by the Syrian authorities, but also by the opposition, Lavrov stressed. “The responsibility for the implementation of this resolution does not only lie on the government of Syria,” he said.
The chemical weapons resolution on Syria establishes a framework for overcoming the ongoing political crisis. According to Lavrov, the Syrian opposition is also obliged to work with international experts as required by the Security Council resolution.

GLOBAL ECONOMIC MONITOR
September 2013
The Federal Reserve in its Monetary Policy left its $85 billion a month stimulus programme unchanged and decided to await more evidence that progress will be sustained before adjusting the pace of its purchases. The action is not a surprise but in line with the expectations. The fact is that advanced economies are still in a sluggish growth trajectory and recent up tick in the growth numbers is majorly with the support of stimulus programmes. Earlier, the financial markets across the globe faced considerable volatility, owing to prospective changes in US monetary policy, a new policy in Japan , and instability in China ’s banking system. However, the Fed’s monetary policy to maintain the stimulus owing to concerns about the sluggishness of the economy led to swift and sharp changes in the global markets. The U.S. dollar fell to a seven-month low against major currencies and the price of gold, a traditional inflation hedge, soared more than 4%. However, the Fed has provided a respite which could be temporary for the emerging markets that had seen their currencies fall against the dollar in anticipation of a gradual withdrawal of the stimulus.
On the global front, the economic environment is changing with the Euro Zone finally coming out of recession, growth remains subdued. The global economy has yet to elude the fallout from the crisis of 2008-2009. Global growth dropped to almost 3% in 2012 and this slowing trend will likely to continue with the growth of the economy for the remainder of 2013 remaining a mix of a cautious improvement in economic conditions in mature economies and a stabilization of the slower growth rates in major emerging markets. Across the advanced economies, there could be a slight up-tick in growth largely due to Europe , which is expected to return to very slow growth of 0.3% percent after the -0.2% contraction in 2012. On the manufacturing front, the PMI suggests that the global recovery is on track although fractured with the European factories experiencing robust growth in over two years in August and China experienced rising demand, lifting prospects for broad-based recovery.
Another trend that is evident and also worthwhile to be mentioned is that the economies are moving at different speeds with the fruits of growth not being evenly shared. The U.S. economy is growing though at a modest level under 2% and, after a long time, the Euro Area is also growing. In Japan , aggressive policy support and the ongoing reform process is helping to spur growth. However, the emerging market economies are slowing which reflects the need to address imbalances that have made them more vulnerable to the recent market turbulence.
The developing and transition economies whose development strategies have been heavily dependent on exports should move towards a more balanced growth strategy with more focus on domestic and regional demand as demand growth in the developed economies is likely to remain weak for longer period of time. Above all, there is a need to find joint solutions to secure a lasting, balanced and widely shared global recovery.
GEM for the month of September 2013 is attached.
We welcome your suggestions and comments for the same.
Warm regards,
Dr. S P Sharma
Chief Economist

AirAsia receives ‘The First China Domestic A320 Aircraft
28092013
AirAsia receives ‘The First China Domestic A320 Aircraft Export Leasing Business Innovation Award’ for landmark financing deal with ICBC
The shine continues with second successive ‘Best Low-Cost Airline’ award from Business Traveller Asia Pacific
SEPANG, 28 September 2013 – AirAsia was honoured by the China Air-Finance Award Ceremony Awards Committee with ‘The First China Domestic A320 Aircraft Export Leasing Business Innovation Award’ at the 1st China Air-Finance Award Ceremony recently, in recognition of the airline’s groundbreaking aircraft leasing deal with the ICBC Financial Leasing Co., Ltd, the most innovative and globalized financial leasing company in China.
AirAsia started its winning combination with ICBC in 2011 with a sale and leaseback structure for 4 Airbus A320 aircraft, followed by an operating lease agreement in the same year for another 2 aircraft.
In December 2012, AirAsia and ICBC Leasing started a landmark operating lease agreement, in which the airline took delivery of an A320 aircraft assembled in Tianjin, China by Airbus (Tianjin) Final Assembly Co., Ltd.
It was acknowledged by the China Air-Finance Award Ceremony Awards Committee as a truly innovative and pioneering aircraft leasing arrangement, as the A320 aircraft was the first unit assembled in Tianjin to be accepted by an overseas client and China Tax Leasing Structure was first involved in an overseas deal.
AirAsia Group CEO, Tony Fernandes said, “A big thank you to the China Air-Finance Award Ceremony Awards Committee for the honour and recognizing innovation at work. I would also like to congratulate ICBC, for making history by becoming the first financing entity in China to lease an aircraft assembled by Airbus (Tianjin) Final Assembly to a foreign airline and of course, for starting a new chapter of financial leasing in China.
“This deal between AirAsia and ICBC does not only reflect a successful financing arrangement, but it also reinforces our excellent relationship with China, one of our important and valuable markets. We are the largest foreign airline operating into China by capacity and we look forward to continue serving its people with low fare flights to various destinations and through productive business collaborations like we are having with ICBC.”
This year, ICBC has also approved finance leases on two Airbus A320s operated by AirAsia Group’s airline affiliate, AirAsia Thailand.
AirAsia was also awarded—for the second time in succession–the ‘Best Low-Cost Airline’ award at the 2013 Business Traveller Asia-Pacific’s Awards ceremony held at the Conrad Hotel in Hong Kong yesterday.
The Travel Awards ceremony is a premier annual event for over 20 years and a much awaited event by top players in travel and hospitality, to etch their names in the industry’s roll of honour.
The ‘Best Low-Cost Airline’ was a new category introduced last year and AirAsia was chosen as the inaugural victor, a nod to the airline’s growing power and its stature as the market leader in the low cost carrier segment.
Commenting on the ‘Best Low-Cost Airline’ award win, Fernandes said, “This second ‘Best Low-Cost Carrier’ award win represents the unwavering support and belief from our guests towards our services and products. We thank them for choosing AirAsia as the airline of choice for their travels.
“We will continue to work hard to maintain our leadership spot and uphold our pledge to present our guests with unbeatable low fares and exceptional products and services. This win is also due to the collective contributions of our ‘AirAsia Allstars, whose hard work, passion, dedication and creativity made this recognition possible.
AirAsia was chosen as the inaugural award winner through votes by Business Traveller readers, recognizing the airline as a service provider which has maintained impeccable standards and making journeys seamless and productive.
This comprehensive survey was conducted annually among Business Traveller subscribers, and the 2013 results are based on data collected between April and June this year. For more than 20 years the awards have rewarded the excellence that its readers have experienced on their travels during the previous year.
AirAsia is a household name which has flown over 180 million guests since it was established eleven years ago with a mission to democratize air travel in the region and has been operationally profitable from day one of its launch as a low-cost carrier. The airline now has operations based in Malaysia, Indonesia, Thailand and the Philippines, servicing the most extensive network with 85 destinations.
Business Traveller heads the portfolio of titles belonging to the international publishing house, Panacea Publishing, headquartered in London. Business Traveller Asia-Pacific is one of 10 titles around the world, including Business Traveller China.
Since its first issue in April 1982, Business Traveller Asia-Pacific has provided a valuable resource for frequent travellers and served as a dynamic platform for their concerns.

Shankar Das eases to two-stroke win
28092013
Panchkula, Haryana, September 27, 2013: KolkataⳠShankar Das produced a determined two-under-70 on Friday to ease to a comfortable two-stroke win at the PGTI Players Championship presented by Panchkula Golf Club. Shankar recorded a tournament total of 15-under-273 to lift his fourth professional title. Amardip Sinh Malik of Greater Noida finished as the runner-up.ࠠ
Shankar Das (67-69-67-70), the overnight joint leader along with Chikkarangappa, came up with seven birdies against two bogeys and a triple-bogey in the final round to end a two-year title drought. Das began the day with a birdie-bogey on the first two holes. He then built a three-shot lead at the top by sinking a birdie from 20 feet on the fourth even as Chikka dropped bogeys on the third and fourth.
Das dropped a shot on the ninth but came roaring back with four birdies in succession from the 10th through the 13th to pull away from the rest of the field. The 30-year-old holed a 12-footer on the 10th and landed it close to the flag on the following three holes. Shankar all but sealed it with a great approach shot that set up a birdie on the 16th and gave him a five-stroke lead. The Kolkata-based professional finally won by just a two-stroke margin after hitting a poor tee shot that led to a triple-bogey on the 18th.
㉠played some consistent golf today. My putter was also on fire. Things were looking good for me after the first five holes but Amardip then got within a shot of my score at the turn. I had to look for birdies from there on. I managed to pick up five birdies till the 16th thanks to some great hitting. A half-hearted drive on the 18th cost me a triple-bogey at the end. However, it wasnⴊenough to stop me from crossing the line with relative ease,䠳aid Shankar.
He added, ㉴Ⳋbeen a wonderful week for me as I played to my potential. Iⶥ won after a long gap and cherish this win. I would like to thank my brothers Manik Das and Appu Das who are my caddie and coach respectively for their support and inputs. I would also like to thank my sponsor Mr. Dilip Thomas for all his encouragement. I dedicate this win to my wife and two kids as well as my mother Mrs. Aruna Das, who is on her road to recovery after a major surgery.伯span>
Amardip Sinh Malik (68-69-69-69) was a threat to Shankar on the front-nine as he came within one stroke of the eventual champion. Malik made double-bogey on the fifth where his drive found the trees but still managed to make early inroads thanks to four birdies on the front-nine, including three on the trot from the sixth to the eighth. The wiry 28-year-old added two birdies and a bogey on the back-nine to finish second at 13-under-275.
Malik, who is yet to win a title, said, ㉠played solid through the week and was very patient. I made three birdie putts from 15 to 25 feet in the final round. I just wanted to be on ShankarⳠtail till the very end in order to give myself a chance. However, he just ran away with it with his birdie-spree on the back-nine. Nonetheless, I⭠quite happy with my performance and would like to give credit for it to my coach Mr. Romit Bose and the 2A Academy.伯span>
Chikkarangappa S (66-69-68-74) of Bangalore, the overnight joint leader along with Shankar, fired a 74 in round four to end up third at 11-under-277. Chikka made a poor start with three bogeys against a lone birdie on the front-nine as he struggled to find the centre of the fairway. He had a birdie and a bogey on the back-nine and couldnⴠchallenge Shankar at any stage.
༯span>
PanchkulaⳊAngad Cheema secured tied fourth position along with Chandigarh golfer Sujjan Singh and the Delhi duo of Manav Jaini and Shamim Khan at nine-under-279.

Peoples Movements Welcomes Supreme Court Judgment on “Right to Reject”
28092013
Step Forward towards Decriminalization of Politics, Electoral Reforms and a Vibrant Democracy
27th September, 2013:- National Alliance of Peoples Movements welcomes the Supreme Court Judgment on “Right to Reject” directing the Election Commission to have “None of the Above” symbol on EVM’s. The Judgment puts an end to the lengthy procedure, making it easier for people to register there dissent against the candidates and maintain secrecy of their vote. While the Judgment is a very important step towards decriminalization of politics, but the benefits of it would depend on how effectively it is implemented in the forth coming elections, both state and general elections.
Electoral Reforms is an important part, but not the only one, in the larger process of complete political transformation leading to decentralization of power and power to people. The eroding faith of people on peoples representatives who have ignored the long pending reforms of the Electoral Process, has led to the Supreme Court Judgments on Right to reject, disqualification of convicted candidates for serious crimes and other key issues.
The serious challenges remain in front of us today, in implementation of the judgment. While the present government and the members of parliament are willing to concede to legislations and some measures in response to public opinion on entitlements like right to food, right to education etc, they are hell-bent and unwilling to concede anything which will fundamentally change balance of power between the citizens and the government/parliament. The very recent short sighted Ordinance brought by the Government of India, surpassing the democratic parliamentary process, to overturn Supreme Court’s Judgment on disqualification of MP’s convicted for serious crimes, is an example for this.
However, the Nation needs even more radical reforms than those ordered by the Supreme Court. Cancellation of elections and holding re-elections, if more that 50% of voters among the polled votes reject all the Candidates, Institute a system of referendums to put in place a minimal kind of direct democracy, funding of elections, expenses of political parties and their sources of funding, instituting fundamental police reforms, making police and civil services accountable, etc need to be addressed more expediently.
NAPM demands that now the Election Commission must formulate rules for proper implementation of the Judgment and contribute to the larger goal of all the struggling peoples groups, who are fighting for power at grassroots levels for good governance and accountability of their political representatives.
We are confident that the government will recognise the force of peoples demand and mood of the nation, and do not take undemocratic steps to overturn the Judgments of Supreme Court by bringing an Ordinance but take steps for effective implementation of them, which will empower Indian citizens to participate in, and monitor, democratic governance.
