Primitive Indian Education – Not Training For Globalized World

When I went to school in 1960, in Delhi cooking fuel was low grade coal and ancestral village in Punjab practiced Barter Trade largely within village – people were Cooperating & Sharing their skills in traditional ways.
Today India is already Globalized and India has Diplomatic Relations & Trade with almost all countries of the world.
India’s Foreign Trade Exceed $850b or about 50% of GDP in FY2014. Though there is some decline in recent times, two way tourists flow is about 30m, about 60m Indians live & work in Foreign Countries, from Toys to A380 Jetliner, Pulses to Petroleum India imports so many things. Many thousandForeign Companies have Industries in India, have Equity in Indian companies, and many hundred R&D Centers – Indian IT-BPO companies Service many Thousand Foreign companies and 2-Way investments exceed $1500b.
Out of 5 million patents in force Globally, Indian PO Contribution is 45,000 and Resident Indians Own 5000 – mostly Bogus Patents of IITs & CSIR. India need FASTEST IPR PROTECTION But get slowest.

Italy ready to discuss more autonomy
Rome is ready to begin discussions on greater autonomy for the northern regions of Lombardy and Veneto, Italian Prime Minister Paolo Gentiloni said Tuesday while visiting an oil refinery near Venice. While Italian authorities are ready for dialogue with the regions which voted for autonomy during a recent referendum, it would be a “complex discussion that can’t be done in five minutes,” the PM underlined. “Here we are talking about how to make Italy work better. We are not calling into question Italy and its unity,”Reuters quoted Gentiloni as saying. Over 95 percent of those who turned up for Sunday’s referendums in Veneto and Lombardy voted for transferring more powers from the central government to the regional institutions. Voter turnout in Lombardy was some 40 percent, while Veneto recorded 57 percent.
Catalan :Now appeal Madrid takeover in Spain’s Constitutional Court
Catalan government says it will appeal the application of Article 155 in the Spanish Constitutional Court, according to Reuters. It comes three days before the Spanish Senate is expected to approve the implementation of the never-before-used article, which would reassert the central government’s control on Catalonia. Spanish Prime Minister Mariano Rajoy moved to invoke the article on Saturday, amid his government’s claims that Catalonia’s recent independence vote was illegal and void. If the article is approved, the central government plans to run all departments in Catalonia’s administration or create new bodies to do so. It would also see Catalan President Carles Puigdemont dismissed from his post, along with Catalonia’s vice president and all of the region’s ministers, according to Rajoy.
China President Xi unveils new CPC central leadership
After being re-elected general secretary of the Central Committee of the Communist Party of China (CPC), Xi Jinping on Wednesday presented the new CPC central leadership to the press and laid down a roadmap for the next five years.
Amid applause, Xi led the other six newly elected members of the Standing Committee of the Political Bureau of the CPC Central Committee into a brightly-lit room inside the grandiose Great Hall of the People, facing rows of eager journalists.
Xi, 64, was flanked by Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji and Han Zheng.
He smiled, waved to the journalists and took the podium.
“I was re-elected general secretary of the CPC Central Committee,” said a confident Xi against the backdrop of a giant Chinese landscape painting featuring the Great Wall.
“I see this as not just approval of my work, but also encouragement that will spur me on,” he said.
Xi thanked all other members of the Party for the trust they have placed in the new leadership and vowed to work diligently to “meet our duty, fulfill our mission and be worthy of their trust.”
The coming five years, Xi said, will see several important junctures and signposts.
“Not only must we deliver the first centenary goal, we must also embark on the journey toward the second centenary goal,” he said.
The year of 2018 marks the 40th anniversary of the launch of reform and opening-up.
Xi said China will make determined efforts to comprehensively deepen reform and open still wider to the world.
The year of 2019 marks the 70th anniversary of the founding of the People’s Republic of China. The CPC will continue efforts to accomplish all the tasks laid down in the 13th Five-Year Plan, develop new blueprints for China’s future, and see the flourishing of all the endeavors, he said.
Xi reiterated the resolve to establish a moderately prosperous society across all metrics in 2020.
Army Chief:Need Intelligence, surveillance & reconnaissance:
Army chief General Bipin Rawat has said that Centre’s decision of appointing former Director of Intelligence Bureau, Dineshwar Sharma, as interlocutor for Jammu & Kashmir will not impact Army operations in the state. Mr Rawat also said, government is speaking from a position of strength on Kashmir. He was speaking at a function in New Delhi today.
General Rawat further said major requirement as of now is Intelligence, surveillance and reconnaissance, to keep eye on adversaries on western and northern borders. He said Army is also looking at Electronic Warfare system to keep an eye not just on borders but in hinterland also. The Army Chief stressed on the need for faster upgradation of the armed forces and also called for heightened surveillance and reconnaissance on the borders for tracking the movement of adversaries.
Sometime back, sending out a stern warning to terrorists across the border who are waiting to attack India, General Rawat said, the surgical strike was conducted to send a message and if our adversaries do not understand, it will be repeated.

Development of Indian forex market
The Indian foreign exchange market has come off age in terms of variety of instruments, participants and the overall market turnover. जन संगठनों ने पर्यावरण मंत्रालय को घेरा
पंचेश्वर बहुद्देश्यीय परियोजना की प्रक्रियाओं पर उठाये गंभीर प्रश्न
प्रैस विज्ञप्ति:24 अक्तूबर, 2017 | नई दिल्ली: मात्र 6-7 दिन के नोटिस पर पर्यावरण आंकलन समिति ने भारत नेपाल के साझे में उत्तराखंड में प्रस्तावित पंचेश्वर बहुद्देश्यीय परियोजना को अपने एजेंडे में दाखिल किया। 31 मई 2017 से आज 24 अक्टूबर 2017 तक केन्द्र व राज्य सरकारें व सत्तापक्ष के लोग युद्ध स्तर पर प्रभावित गाँवों से लेकर केंद्रीय मंत्रालयों तक मात्र कागज़ी कार्यवाही पूरी करने में लगे हैं। भ्रमित आंकड़े, भ्रमित राजनैतिक वादे, मात्र और मात्र पंचेश्वर बांध से विकास की नयी ईमारत लिखने की कवायद की जा रही है।
आज़ादी के बाद से “बाँध आया बाँध आया’’ के शोर में सड़क, शिक्षा व स्वास्थ जैसी मूलभूत सुविधाओं से महाकाली घाटी के नदी किनारे के गाँवो को वंचित रखा गया है। अब जब कुछ नयी सड़कें, टनकपुर रेलमार्ग आने की उम्मीद जगी तो मोदी साहब का सपना बताकर पंचेश्वर बहुद्देश्यीय परियोजना को तेजी से बढ़ाने की बात तय कर दी गयी।
उत्तराखंड में ही बन चुके टिहरी बाँध से लेकर विष्णुप्रयाग, विष्णुगाड–पीपलकोटी, मनेरीभाली, अस्सी–गंगा जैसी तमाम परियोजनाओं के प्रभावित आज भी भूमि आधारित पुनर्वास और मूलभूत सुविधाओं के लिए संघर्ष कर रहे हैं, भटक रहे हैं। किन्तु उत्तराखंड सरकार के महकमे अब बोरिया बिस्तर समेट कर पंचेश्वर बाँध की बस में बैठने की तयारी में हैं। अब पुराने बाँध प्रभावितों की समस्याओं पर कोई गंभीर प्रयास नहीं दिखाई दे रहे।
धरने पर आये उत्तराखंड एकता मंच के हर्षित नौटियाल ने पंचेश्वर बाँध को हिमालय की अस्मिता और अस्तित्व पर हमला बताया। हिमालय को युवा पर्वत मानने के बावजूद इतनी बर्बादी क्यो? हम इसे नही सहेंगे। डी.एस.जी के संजीव कुमार ने कहा की पर्यावरण मंत्रालय के गलत निर्णयों पर आगे बढ़ा आन्दोलन होगा।
माटू जनसंगठन के विमल भाई ने कहा की हमने जुलाई के दुसरे हफ्ते से लगातार तीनो प्रभावित जिलों पिथोरागढ़, चम्पावत, अल्मोड़ा के जिलाधीशों व सम्बंधित मंत्रालयों को पत्र भेजे, व्यक्तिगत मिले लेकिन कहीं कोई सुनवाई नहीं हुई। वनाधिकार कानून 2006, उत्तराखंड में अभी तक किसी को नहीं मिला!किन्तु मज़े की बात है की चम्पावत जिले में जहाँ दोनों परियोजनाएं प्रस्तावित हैं वहां लोगों से इसके तहत अनाप्त्ति ले ली गयी। पर्यावरणीय जनसुनवाई के लिए न्यूनतम नियम कानूनों का कभी पालन नहीं किया गया। पूरा सरकारी महकमा व सत्तापक्ष के राजनेता सिर्फ बाँध के लाभ बताने में व्यस्त है। बाँध की सही जानकारी देने पर या बड़े बांधो की राजनीती का विरोध करने वाले संगठनो को माओवादी का ठप्पा लगाने की तैयारी है। मुख्यमंत्री श्री त्रिवेन्द्र रावत जी तक इस ओर इशारा कर चुके हैं। केंद्रीय मंत्रालयों में परियोजना में आने वाली तमाम अड़चनों को दूर करके किसी तरह लोगों से अनापत्ति के कागजातों पर हस्ताक्षर लेने के निर्देश दिए गए हैं। धर्म वाली सरकार ने 90 मंदिरों को डूबाने का तो फैसला लिया है साथ बांध के लिये गीता के साम, दाम, दंड, भेद की नीतियाँ को भी अख्तियार किया है।
यह बहुद्देश्यय नहीं बल्कि बहुधोकीय परियोजना के रूप में दिखती है क्यूंकि 315 मी. उंचे पंचेश्वर बाँध व 95 मी. उंचे रुपलिगढ़ बाँध, दोनों को एक ही परियोजनाओ को तहत मात्र काम आगे बढाया जा रहा है। उन्होंने चेतावनी देते हुए कहा की सत्तापक्ष को आज नहीं तो कल इन सभी सवालों के जवाब देश को देने ही पड़ेंगे।‘‘
मंत्रालय के इतिहास में पहली बार ऐसा हुआ की किसी नदी घाटी परियोजना पर पर्यावरण आंकलन समिति की बैठक के समय लोगो ने प्रदर्शन किया हो। यह मंत्रालय की हठधर्मिता है की मात्र बाँध कंपनियों को ही अपना पक्ष रखने का मौका दिया जाता है और लोगों की आवाज़ को दबाया जाता है।
हमने समिति को पत्र लिखकर सभी बाते विस्तार पूर्वक बताई थी हमारी आज अपेक्षा थी की पर्यावरण आंकलन समिति हमको बात रखने का मौका देगी इसीलिए पर्यावरण मंत्रालय के बहार प्रतीकात्मक रूप में माटू जनसंगठन के साथ, उत्तराखंड एकता मंच के साथी, जनांदोलनो का राष्ट्रीय समन्वय, दिल्ली समर्थक समूह (डी.एस.जी) और पंचेश्वर बाँध से प्रभावितों ने धरना दिया। किन्तु समिति ने मिलने का समय नहीं दिया।
मात्र 45 मिनट में 40 हजार करोड़ की, उत्तराखंड के 3 जिलो की 12 हजार हेक्टेयर भूमि को डूबोने वाली, लगभग 40 हजार परिवारों को प्रभावित करने वाली, 90 मंदिरों को डूबोने वाली इस बांध परियोजना का पर्यावरण आंकलन समिति ने आकलन कर लिया। यह आश्चर्य की बात है।
पर्यावरण आंकलन समिति के किसी भी गलत निर्णयों को हम आगे चुनौती देंगे।

Supriya Singh:Optimization of water management is a high priority area
As India moves ahead on its path of planned and not so planned urbanisation it augers well to understand, reflect and question the various ramifications. With growing population and urbanisation the extreme stress on resources, especially water, is thrown into sharp contrast against the very process that water helps create – urbanity. This is an attempt to understand the natural and anthropogenic implications of the urban water cycle and its criticality in the effective management of water in the present and future. Optimisation of water availability and its management is a high priority area but even more important in prospering cities like the NCT of Delhi where governments, municipal authorities or a good majority of people can buy their way out of the water crisis. And in being able to do so, cities like Delhi threaten not just their own ecologies but also that of the surroundings regions, towns and villages.
Water as a dwindling resource needs urgent attention, not only in corrective laws and policy but also in people’s imagination. The direction of all government action has been at augmenting supply, never at demand management. None of the Bills or Acts have sought to deal with the inequity and inequality inherent in the very conceptualisation of water both at the societal as well as the individual level. The discussion looks at problematising the ‘idea’ of water and raises questions around the politics that subverts water governance. It touches upon questions of social differences, accessibility and use. The discussion rests on the speaker’s research in one of Delhi’s urban villages falling in the south-central ridge. It attempts to understand the nexus between knowledge and power that works towards the acceptability of certain phenomenon and situations
Supriya Singh has recently submitted her thesis for a PhD on Politics of Water in Delhi. Prior to this she worked extensively on resource management issues as a researcher and policy advocate. She also works on climate change awareness and advocacy and is seeking to work on climate resilience.
