Summary and Highlights
Maharashtra Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 2336 candidates out of 4119candidates who are contesting in the Maharashtra Assembly Elections of 2014.

Criminal Background
- Candidates with Criminal Cases: Out of the 2336 candidates analysed, 798 (34%) candidates have declared criminal cases against themselves. Out of 1318 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 640 (49%) candidates have declared criminal cases against themselves. During the previous Maharashtra Assembly elections in 2009, out of 698 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 352 (50%) candidates had declared criminal cases against themselves.
- Candidates with Serious Criminal Cases: 537 (23%) candidates have declared serious criminal cases including cases related to murder, attempt to murder, kidnapping, communal disharmony, crimes against women etc. Out of 1318 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 425 (32%) candidates have declared criminal cases against themselves. During the previous Maharashtra Assembly elections in 2009, out of 698 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 211 (30%) candidates had declared criminal cases against themselves.
- Candidates with Charges framed: Out of the 798 candidates who have declared pending criminal cases against themselves, 341 (43%) have declared that the charges for these cases have already been framed by the court of law. Out of 640 candidates with criminal cases fielded by INC, BJP, NCP, Shiv Sena and MNS, 267 (42%) have declared that the charges for these cases have already been framed by the court of law.
- Party wise Candidates with Criminal Cases: 96 (33%) out of 287 candidates analysed from INC, 169 (61%) out of 278 candidates analysed from Shiv Sena, 119 (43%) out of 277 candidates analysed from NCP, 138 (53%) out of 258 candidates analysed from BJP and 118 (54%) out of 218 candidates analysed from MNS have declared criminal cases against themselves in their affidavits
- Party wise Candidates with Serious Criminal Cases: 56 (20%) out of 287 candidates analysed from INC, 114 (41%) out of 278 candidates analysed from Shiv Sena, 80 (29%) out of 277 candidates from NCP, 84 (33%) out of 258 candidates fielded by BJP and 91 (42%) out of 218 candidates fielded by MNS have declared serious criminal cases against themselves in their affidavits.
- Candidates with cases of murder and attempt to murder: 12 candidates have declared cases related to murder and 44 candidates have declared cases of attempt to murder.
- Candidates with cases related to Crimes against Women: 42 candidates have declared cases related to crimes against women. Out of these, 27candidates have declared charges related to assault or criminal force to woman with intent to outrage her modesty (IPC Section-354)
- Candidates with cases related to Kidnapping: 32 candidates have declared cases related to kidnapping. These cases include charges related to kidnapping or abducting in order to murder (IPC section – 364), Kidnapping or abducting with intent secretly and wrongfully to confine person (IPC Section-365) etc.
- Candidates with cases related to Robbery and Dacoity: 52 candidates have declared cases related to robbery and dacoity. These cases include charges related to dacoity (IPC Section-395), voluntarily causing hurt in committing robbery (IPC Section-394), robbery or dacoity with attempt to cause death or grievous hurt (IPC Section-397) etc
- Candidates with cases related to causing communal disharmony: 13 candidates have declared cases related to causing communal disharmony. These cases include charges related to promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony (IPC Section-153A), deliberate and malicious acts, intended to outrage religious feelings or any class by insulting its religion or religious beliefs (IPC Section-295A) and injuring or defiling place of worship with intent to insult the religion of any class (IPC Section-295)
- Red Alert Constituencies*: 156 constituencies have at least 3 candidates with declared criminal cases. Uran, Kalina, Anushakti Nagar and Vandre East constituencies have 7 candidates who have declared criminal cases against themselves. *Red Alert Constituencies are those which have 3 or more candidates with criminal cases contesting elections.
FINANCIAL Background
- Crorepati Candidates: Out of the 2336 candidates analysed, 1095 (47%) are crorepatis. Out of 1318 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 958 (73%) candidates are crorepatis. During the previous Maharashtra Assembly elections in 2009, out of 698 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 364 (52%) candidates were crorepatis.
- High Asset Candidates: Out of 2336 candidates analysed, 236 candidates declared assets worth more than Rs. 10 crores. 8 candidates have declared assets worth more than Rs 100 crores. The details of these candidates are as follows;

- Party-wise Crorepati Candidates: 222 (77%) out of 287 candidates analysed from INC, 197 (71%) out of 278 candidates analysed from Shiv Sena,229 (83%) out of 277 candidates analysed from NCP, 210 (81%) out of 258 candidates analysed from BJP and 100 (46%) out of 218 candidates analysed from MNS are crorepatis.
- Average Assets: The average assets per candidate analysed for the Maharashtra 2014 Assembly elections is Rs.4.65 crores. Average assets per candidate fielded by INC, BJP, Shiv Sena, MNS, and NCP is Rs. 7.21 crores. The average assets per candidate fielded by INC, BJP, Shiv Sena, MNS and NCP in the previous Maharashtra Assembly elections, 2009 was Rs. 2.81 crores.
- Party-wise Average Assets: Among major parties, the average assets per candidate for 287 analysed INC candidates is Rs 7.10 crores, 258 analysedBJP candidates have average assets of Rs.10.33 crores, 278 analysed Shiv Sena candidates have average assets worth of Rs.7.82 crores, 218analysed MNS candidates have average assets worth of Rs.2.83 crores and 277 analysed NCP candidates have average assets of Rs. 7.25 crores.
- Party-wise Asset Rank: 180 (63%) out of 287 analysed INC candidates occupy the top three highest assets positions amongst all the contesting candidates in their respective constituencies. Similarly, 187 (72%) out of 258 analysed BJP candidates, 156 (56%) out of 278 analysed Shiv Senacandidates, 58 (27%) out of 218 analysed MNS candidates and 197 (71%) out of 277 NCP candidates occupy the top three highest assets positions in their constituency.
Note: The above graph analyses the number of candidates fielded by political parties who have declared either the highest total assets in their constituency (among the candidates analysed for the constituency), or the second highest or the third highest.
- Candidate with Zero Assets: 14 candidates have declared that they have zero total assets
- Candidates with High Liabilities: A total of 278 candidates have declared liabilities of above Rs. 1 crore. Out of these 278 candidates, 31 have declared liabilities of Rs. 10 crore and above. The top 3 candidates with the highest liabilities are as given below:

Other Background Details
- Education Details of Candidates: 11 candidates have declared that they are illiterate. 1276 (55%) candidates (not including candidates who are illiterate) have declared that have an education qualification of 12th pass or below while 985 (42%) candidates have declared having an educational qualification of graduate or above.
- Age Details of Candidates: 1529 (65%) candidates have declared their age to be between 25 to 50 years while 770 (33%) candidates have declared their age to be between 51 to 70 years and 23 (1%) candidates have declared their age to be above 71 years.
- Gender Details of Candidates: 161 (7%) female candidates out of 2336 candidates analysed are contesting in the Maharashtra 2014 elections. Out of 1318 candidates fielded by INC, BJP, NCP, Shiv Sena and MNS, 94 (7%) are female candidates. During the previous Maharashtra Assembly election of 2009, out of 698 candidates fielded by INC, BJP, NCP, Shiv Sena and MNS, 36 (5%) candidates were female.

Nobel Peace Prize winners Malala and Kailash Satyarthi make South Asia proud

Kathmandu, 10 October 2014 - Pakistani child education activist Malala Yousafzai and Indian anti-child labour activist Kailash Satyarthi have won the Nobel Peace Prize today.
UNICEF South Asia is incredibly proud to congratulate the two South Asian activists who were awarded this honor for their “struggle against the suppression of children and young people.” Their work and struggles have transcended national boundaries and captured the hearts of millions of people not only in the region, but around the world.
At 17, Malala is the youngest ever recipient of the prize. In October 2012, she was shot in the head by Taliban gunmen for campaigning for girls’ education. In a region where a staggering 17.42 million girls aged between 5-13 are out of school – some of the highest rates in the world – Malala’s tireless efforts to campaign for education has truly been a “heroic struggle” for girls’ rights to education, as cited by the Nobel Committee.
Similarly, Mr. Satyarthi was praised by the Committee for “showing great personal courage” in leading peaceful demonstrations focusing on the exploitation of children for FINANCIAL gain and child labor. He has shown an unrelenting commitment to ending child labor, which devastates the lives of millions of children in South Asia and more than 168 million children around the world.
“Education can unlock a better future and end child labour. Educated girls and women are less likely to have been pushed into child marriage or push their own children into it. They are less likely to die in childbirth, and more likely to raise healthy children. Education is especially transformative for children who are poor, female who live in remote areas” said Karin Hulshof, Regional Director for UNICEF in South Asia.
Over 12% of children in South Asia aged 5-14 are engaged in child labour. And in some parts of the region the levels are much higher. One out of two girls marry before 18, and many as young as 15.
This announcement comes as we celebrate the 25th anniversary of the Convention on the Rights of the Child (CRC). The CRC has inspired domestic legislation to respect, protect and fulfil child rights in all eight countries of South Asia, as well as the creation of policy and national development plans for their implementation.
“Improving children’s lives and transforming the future is the message that transcends from Malala and Kailash” concluded Karin Hulshof.

It is only in the last four decades that the mapping of everyday lives and everyday histories has become a significant work domain for the Indian academia. Although significant strides have been made to looking at the peasant in Indian history, other areas still constitute virgin terrain. Research focusing exclusively on the history of crafts and artisanal communities are few and far between. Kamaladevi Chattopadhyaya’s and Pupul Jayakar’s writings on the Indian craftspersons were pioneering works in the difficult talk of writing the history of crafts and craftsmen. Jamila Brijbhushan did much to record the work of metal smiths resulting in her monograph Indian Metalware published by the Indian Handicrafts Board in 1961. Jaya Jaitley has been an activist in this field and her book Children of Viswakarma puts together moving accounts of what it is like to be a craftsperson in India today. Following in their footsteps, younger scholars began to study the early histories of the Viswakarma in different regions. Jan Brouwer’s book The Makers of the World: Caste, Craft and Mind of South Indian Artisans’ published in 1995 was one such effort although this was written from the perspective of a Sociologist. The present two-day seminar seeks to bring together histories of crafts from Pre-colonial to Early-colonial India written from regional perspectives. Although one could think of the inclusion of a few scholars from outside India, the aim is to bring together scholars from various regional centres who have mastery over the inscriptional and literary sources available in their region/sub-region. Therefore the presence of metropolitan scholars will be less marked in a conference of the present sort which seeks to understand subaltern histories through the voice of scholars who are best equipped to study craft histories.

Being deeply concerned over the much low prices of large number of commodities on online retail portals comparing the offline market, the Confederation of All India Traders (CAIT) has decided to convene a meeting with senior officials of different prominent brand companies of various segments whose products are being sold on both online and offline market. ” This is a serious issue which is adversely affecting the offline market to a great extent and therefore we have decided to hold direct talks with all such companies on this complex issue to understand as to how the online retailers are able to sell at a much lower price of the products of same brands”-said Mr. Praveen Khandelwal, Secretary General, Confederation of All India Traders (CAIT) which is spearheading the movement on current fiasco over e commerce. The representatives of the Consumer Associations and Retail Experts will also be invited to the said meeting.
Gauging the seriousness of the issue which has shocked the offline market all over the Country,the CAIT has convened a meeting of its National Governing Council on Monday at New Delhi at NDMC Convention Centre to take stock of the current situation and to decide future course of action on this controversial issue. The meeting shall be attended by prominent trade leaders of different states.
CAIT National President Mr. B.C.Bhartia informed that companies of segments like Electronics, Mobile and Mobile Accessories, Apparels, Footwear, Travel Luggage, Cosmetics, Kitchen Appliances, Home Furnishings, Consumer durables, Watches, Spectacles, Computers, Toys, Sports Goods etc. are being invited for the meeting which includes LG, Samsung, Sony, Phillips, Reebok, Puma, Park Avenue, Apple, HP,Titan, Casio, Tommy, Guess, etc. About 50 companies have been invited. The meeting is likely to take place after Diwali at New Delhi. A White Paper will be prepared from the discussion of the Conference which shall be submitted to Union Commerce Minister and other Authorities. There is an estimated loss of business in various segments from 20% to 35% in various segments in last six months and if the present trend continues,it is apprehended that the offline market will suffer a loss of about 50% business by the end of Diwali festival.
” Such a Conference is necessary since we apprehend that either there is underpricing or influx of material from grey market or some sort of funding to sustain losses holding of such meeting is in the mutual interest of both retail market and companies as well since selling products at much lower prices is also affecting the brand image of the respective companies”-said both Mr. Bhartia and Mr. Khandelwal.
Both trade leaders said that the traders are in favour of fair competition but based on fundamental of equal level playing field-added both leaders.

Dehradun, October 12, 2014: Basketball Federation of India (BFI) in
collaboration with IMG Reliance recently launched its two leagues,
designed for college and school students – Indian School Basketball
League (ISBL) and Indian College Basketball League (ICBL).
The Challenger League in schools concluded its second day here at
Doon International School with hosts winning one and losing one. The
girls took the court in the first half of the day. In the first
fixture, girls of Doon International School overpowered St. Thomas’s
College 41-11. Antima scored 14 to ensure her team was the dominant
side in the match.
Second match was between DAV Public School and St. Mary’s School.
Ashima’s 11 points ensured DAV won the match 21-11. St. Joseph beat
Aryan School 29-20 in the third match of the day while the fourth
match was won by Jaswant Modern School against Shigally International
Academy. The scoreline read 32-21 in favour Jaswant Modern School.
Meanwhile in boys, The Doon’s School outclassed DAV Public School
26-10 in the opening match. The second fixture was a see saw contest
between St. George’s School and Kasiga School. A late surge from
Kasiga wasn’t enough to overcome early lead taken by St. George. At
21-20, St. George clinched the close contest.
The last match was between The Doon International School boys and
Pestle Weed School. The host side couldn’t take home advantage before
losing 15-33 to Pestle Weed.

#10: 31st Youth National Basketball Championship – Day Six: Haryana wins a thriller to go through to semis
(Vishnu Ravi Shankar) Chandigarh: 12th October 2014: The knockout rounds began with some dramatic events on the morning of day six of the 31st Youth National Basketball Championship here in Chandigarh. The day started with three pre-quarterfinal matches taking place simultaneously at the 3 courts being used for the tournament. The Andhra Pradesh girls comfortably defeated Punjab 67-41 to advance to the quarterfinals where they will face a strong Tamil Nadu girls team. The Haryana girls also cruised to an easy victory against Delhi 60-36 to reach the quarterfinals. However, they were routed by the Kerala girls team 70-21 in a lopsided contest later in the day.
In an unfortunate incident today morning, the Chhattisgarh girls team coach, Mr. Rajesh Patel, suffered an epileptic fit in the third quarter of the quarterfinal match between Maharashtra and Chhattisgarh. He was immediately rushed to the hospital and his current status is stable and out of danger. The match continued with the Chhattisgarh girls playing with heavy hearts and being led by the assistant coaching staff. This match was tightly contested all the way and went down to the wire. The Maharashtra girls finally edged past Chhattisgarh 66-64 to advance to the semi-finals. The Karnataka and Madhya Pradesh girls squared off in their quarterfinal matchup today afternoon and Karnataka came out on top despite a 35-point display by Sakshi Pandey. Lopamudra top scored for the Karnataka girls with 26 points. Karnataka, Kerala and Maharashtra have thus far made it to the semi-finals in the girls category.
The first pre-quarterfinal for the boys saw Chhattisgarh beat neighbours Madhya Pradesh 76-61. Chhattisgarh will now face a formidable opponent in Delhi later today evening in the quarterfinals. The other pre-quarterfinal for the boys was between Tamil Nadu and Maharashtra. The largely one-sided contest, which had Tamil Nadu leading for most of the way, ended in an ugly brawl on the court. The official referee decision was to end the game as it stood, disqualify the Maharashtra team for initiating the disturbance and award the game to Tamil Nadu. Needless to state that Tamil Nadu, being up 20 points with 7 seconds left in the game, would have picked up the win either way. This may be a game that would be remembered for the wrong reasons, but it should be noted that Tamil Nadu have created a new tournament scoring record putting up 113 points.
The two quarterfinal matches for the boys, thus far, saw Kerala breaking no sweat in beating Uttar Pradesh 77-33 to progress to the semis. Haryana and Rajasthan faced each other in the other quarterfinal match whose outcome was decided in the final seconds. A game winner by Haryana’s Lalit with less than a minute to go separated the two teams and Haryana sneaked past Rajasthan 78-75 to book a seat in the semifinals.

Leung: Hong Kong pro-democracy protesters have zeo chance

Hong Kong’s pro-democracy protesters have an almost zero chance of changing Beijing’s stance and securing free elections, the city’s embattled Chief Executive Leung Chun-ying said in a TV interview today.
He has insisted China will not change its mind on the format for elections in 2017, despite weeks of protests. He said, the protests had spun out of control and did not rule out the use of force to end them.
The pro-democracy protests have brought thousands on to the streets paralysing parts of Hong Kong.
China has agreed to direct elections in 2017, but wants control over which candidates can stand. The protesters remained today with hundreds camping in lines of tents set up in the street overnight.

Chinese premier arrives in Russia

Chinese Premier Li Keqiang arrived in Moscow Sunday afternoon for an official visit to Russia, with a series of deals ranging from energy to people-to-people exchanges expected to be signed.Premier Li Keqiang will hold talks with his counterpart Dmitry Medvedev with an eye to bolstering bilateral cooperation. As many as 50 agreements are expected to be signed. This is a reflection of the continuing development of the two countries’ relations.
The China-Russia relationship is at its all-time best, since the two neighbors established diplomatic ties 65 years ago.
For a second consecutive year, Chinese President Xi Jinping chose Russia as the destination for his first overseas trip of the year. In February, President Xi attended the opening ceremony of the 22nd Winter Olympics in Sochi.
At the meeting, Russian President Vladimir Putin said the two leaders would meet five times this year. In November, he will come to Beijing to attend the APEC Economic Leaders’ Meeting.
During his current visit to Russia, Premier Li Keqiang will also hold talks with Russian Prime Minister Dmitry Medvedev. Meetings between the two countries’ prime ministers have become a regular mechanism for diplomacy over the past 19 years.reports media agencies
