Bhagat Singh’s house, school get Rs 80 mn for restoration

18022014
Bhagat Singh
<
Legendary freedom fighter Bhagat Singh’s ancestral house, school and his village in Punjab Province in Pakistan will be restored under a Rs 80-million project.
“We have allocated Rs 80 million for restoration of the house and school of Independence war hero Bhagat Singh. The amount will also be spent for the uplift of Singh’s village where clean drinking water is not available and drainage system is in bad shape,” Faisalabad District Coordination Officer Noorul Amin Mengal said.Mengal said that people in Faisalabad “take pride in the fact that Bhagat Singh was the son of their soil” and want the place to be known as “the town of Bhaghat Singh”.
The celebrated revolutionary was born September 28, 1907 at Bangay village, Jaranwala Tehsil in the Faisalabad (then Lyallpur) district of the Province.
Singh’s village, Bangay, some 150 kilometres from Lahore, would also become a tourist attraction for people, especially Indians, once his house is restored by this year end, he added.
“Singh’s village is just 35 kilometres from Nankana Sahib. It could be another point of attraction for the Sikh pilgrims,” he said.
The government has also planned to shift Singh’s belongings from Faisalabad Museum and Library to his house, he added.
Bangay has a population of 5,000 people. Bhagat’s two-kanal house is owned by advocate Iqbal Virk.
“We will certainly buy the house from the advocate,” Mengal said. On March 23, 1931, following his trial for involvement in the ‘Lahore conspiracy case’, the British government hanged him at Shadman Chowk, aged 23.
The Punjab government had decided to rechristen the Fawara Chowk to Bhaghat Singh Chowk in October 2012.
The plan, however, was put on hold after the report of renaming drew objections from some quarters.

M.P. HC directs high level meet between Chief Secretary, MoEF Officials

18022014
M.P. HC directs high level meet between Chief Secretary, MoEF Officials Government’s total public debt increases by 2.6% at end-December 2013and NBA on ISP-OSP Canals

MoEF files Affidavit: Severe non-compliance concluded
Alleges non-co-operation by NVDA towards NCA

18th February, 2014: The Hon’ble Chief Justice of the High Court of Madhya Pradesh, Indore Shri A.K. Khanvilkar, today directed the Government of M.P. to constitute a high level committee under the Chief Secretary to discuss and resolve issues pertaining to the Indira Sagar (ISP) and Omkareshwar (OSP) Canals in the Narmada valley. The CJ directed that Medha Patkar and 4 other representatives of Narmada Bachao Andolan would be invited to a meeting of this Committee to be convened by the Chief Secretary at Bhopal in the 1st week of March, 2014 and attended by the Principal Secretary of Narmada Valley Development Department, Secretary, Agriculture and Water Resources, officials of MoEF from Bhopal and Delhi and the inputs / suggestions of NBA would be taken for compliance on various measures and resolution of issues raised by NBA in the PIL on the ISP and OSP Canals and the orders issued by the Hon’ble Court. Upon insistence to hear him, the CJ also permitted one representative of Bharatiya Kisan Sangh to be present in the meeting.
In its latest report filed on 17th February, in the ongoing PIL, the MoEF states that out of 36,000 ha in Phase – I, On-Farm Development (OFD) Works have been carried on just about 3700 hecatres and the same is abysmally disproportionate to the irrigation.  Committee views this as a serious dereliction from consideration of irrigation and drainage management. The Expert Committee has also observed serious lapses due to deficient design and planning, inadequate attention to operation maintenance , CD works and link drains not concurrently constructed, no restoration, even after breaches in Aug, 2013 till January 14 (even to this date).
The Committee reported, through the Ministry, poor quality canal work causing severe damage to farmers, should result in imposing penalty on the contract agency. On the issues of Narmada Banks irrigated tract issues (in those villages in close proximity to the river, where 70-80% irrigation exists), Committee has reiterated NVDA that all works in these areas be deferred, until Committee takes a final view. The NVDA itself has accepted that 40 villages in Phase – III of ISP, Badwani District have 100% irrigation, but overlap with the ISP command area. Similarly, dozens of villages in the proposed OSP command are already irrigated in the tehsils of Maheshwar, Manawar, Dharampuri and Kukshi. About 88 villages in OSP and 31 in ISP, i.e. 31, 570 hecatres command is being re-irrigated.
MoEF has also taken a categorical position that as per the clearance of 1987 to the ISP and the Narmada Water Scheme, 1987 Narmada Control Authority (NCA) is empowered to monitor all projects on the Narmada river, including the ISP. The Ministry has taken serious objection to the approach of NVDA with regard to non-cooperation with NCA, non-provision of necessary data and documents and has stated that this constitutes breach of the conditions on which the environment clearance was granted.
It may be pertinent to note that the Hon’ble CJ issued a detailed order on 3rd January, 2014 and directed various state and central authorities including the Chief Secretary, Govt. of M.P., Principal Secretary, NVDD, Secretary, MoEF, Secretary, Expert Committee and Planning Commission to file point-wise replies to all issues highlighted in the Order. NBA submitted a detailed Action Plan and raised various issues such as environmental non-compliance, lack of land based rehabilitation, compensation to be granted for losses etc. which were taken on record by the Court and specific orders for compliance were issued.
Medha Patkar, appearing in person, pointed out the huge scale of impacts that have already occurred and are bound to occur in the coming monsoon due to non-implementation of the on-farm development (OFD) and command area development (CAD). Lack of adequate drainage works in numerous villages from Phase – I to Phase – IV of the Project, has ccaused massive losses, while the affected farmers are neither counted nor compensated.
During the hearing today, the Court took cognizance of the voluminous ‘Action Taken Report’ filed by the state government and the Affidavit of the MoEF which exposed the gaps and inadequacies in the canal and command area planning and execution works by NVDA, which has led to severe impacts on agricultural land and crop losses. The Court questioned the senior counsel for the state for the non-serious manner in which it has been treating the entire issue, especially in the light of the clear conclusions of the Expert Committee, MoEF, not just in the latest report, after its filed visit in January, 2014, but in a series of earlier reports, recommendations and clearance letters of the MoEF.
NBA appreciates the conciliatory approach adopted by the Hon’ble Chief Justice to resolve all the issues and hope that the meeting with the senior most officials of the state government and officials of the MoEF would lead to a fair, open and conclusive dialogue on various outstanding issues, so that the fruits of the project reach the actual beneficiaries, needy farmers in time and that there is no unnecessary losses to other farmers, whether through canal breaches or canal excavation in irrigated areas. The serious issues of rehabilitation with land and compensation for farmers losing less than 60% land would also be discussed in the upcoming meeting with the CS.

Hearing another application filed by Mr. Virendra Patidar challenging the diversion of Omkareshwar reservoir (Narmada) waters through the Narmada – Kshipra Link, the Hon’ble Court expressed his opinion that that thestate government cannot change the command area or original plan, without approval from the central sanctioning authorities i.e. MoEF and Planning Commission. The applicant was directed to raise the issues before the Monitoring Committee of MoEF.
The Hon’ble Court has listed the canals matter for further hearing on 24th March, by when parties must report back on the status of compliance. Dozens of affected farmers from different villages and Tehsils were present during the court proceedings, represented by Medha Patkar. Senior Counsel Shri Shekahr Bhargav appeared for the GoMP / NVDA. Mr. Vivek Sharan, appeared for the MoEF, Union of India.

Let’s roar together
Hi Naresh,
Picture how it would feel if you had to describe the beautiful Sumatran tiger to your children and grandchildren because they are no longer around. How sad! How terrible that would feel, especially since when we had the chance, we did nothing about it. There’s still time, let’s all stand together to Save the Sumatran Tigers.
Today, there are only 400 Sumatran tigers left in Indonesia’s forests.
Why? Because the forests they call home are being destroyed by some corporations to produce palm oil.
Did you know that India is the biggest importer of palm oil? Palm oil which is used in products you and I use every single day. Everything from our breakfast cereal to our shampoo has palm oil in it. But Naresh, palm oil can also be produced without destroying forests.
And you can make that happen. Right now.

You have the right to know if the products you use are in any way linked to tiger extinction. And I know you want your favourite brands to come clean on this issue.

We’re already making a difference. We had a major breakthrough in December when Wilmar, the world’s biggest palm oil trader, committed to a Zero Deforestation policy. Now, we have to make sure that Wilmar’s words on paper translate into actions on the ground and push other companies to follow Wilmar’s lead.
Add your name to Save the Tigers NOW!

Thanks,
Maneka Gandhi,
Animal Rights Activist and Environmentalist

 PRESSRELEASE

On the eve of SH Raza’s 92nd Birthday, Vadehra Art Gallery presents Parikrama: Around Gandhi

Vadehra Art Gallery is pleased to present Parikrama: Around Gandhi, opening on the 21st of February  at Vadehra Art Gallery, D-40 Defense Colony, New Delhi, an exhibition of the Modernist Master’s new works executed after his return to India in 2010. Raza saw Mahatma Gandhi in a public meeting in Mandla, his hometown in Madhya Pradesh, when he was 8 years old. This ‘darshan’ left an indelible mark on him. Whenever he visited Delhi from Paris between 1950 and 2010, Raza visited Rajghat to pay respect to the great soul at his samadhi. He has always been inspired by Gandhian deeds, concepts and words.  Since his return to Delhi, Raza has been working on a series inspired by the teachings of Gandhi. He explores them in his own inimitable style without falling into traps of representation or illustration. They are tributes to a great human being by a master of our times.  In conjunction with the exhibition and the artist’s birthday, Vadehra Art Gallery in association with The Raza Foundation will release two books Raza: A Journey of the Master and GeysersThe Ambassador of France François Richier has graciously consented to launch these books on 22 February 2014 at the Embassy of France in New Delhi.  Raza: A Journey of the Master is a collectors’ delight with about 100 large, high quality prints of the artist’s important works. A limited number of books will have prints with the artist’s signature on it.Geysers is a book of correspondence between Raza and fellow artists and critic friends: Akbar Padamsee, Bal Chhabda, E. Schlesinger, FN Souza, Gaintonde, Laxman Pai, MF Husain, Ram Kumar, RV Leyden, Tyeb Mehta and Walter Langhammar.

Mr. Arun Vadehra (

Raza is a great colourist as well as a master of form. Not many artists in the world can orchestrate colours the way he can akin to a composer who conducts various musicians effortlessly.

Fascinating is that ,there is a tonality so masterfully achieved on the canvas, which not only happens automatically but is also rooted in his in-depth study of Indology, from where the concept of seed or Bindu comes which ultimately gives rise to the entire universe.”

The gross and net market borrowing requirements of the Government in FY14BE were placed at Rs.5,79,000 crore and Rs.4,84,000 crore, respectively, which were reduced in revised estimates (RE), as per interim Budget for 2014-15, to Rs.5,63,911 crore and Rs.4,53,902 crore. The gross and net market for 2014-15 are budgeted to increase moderately to Rs.5, 97,000 crore and Rs.4, 57,321 crore.

In the secondary market, bond yields, hardened since October 10, 2014 and ended quarter at elevated level after touching a high of 9.11% in mid-November. 10-year yield traded at 8.79% at the start of the quarter and softened thereafter to a low of 8.49% (October 10) on back of reduction in the marginal reduction facility (MSF) rate as well as introduction of term repo auctions aimed at normalizing liquidity conditions. However the tightening liquidity condition and continued supply pressure abetted by fears of a sooner-than-anticipated Fed tapering pushed the yield to a high of 9.11% on November 21. Issuance of new 10-year securities (Nov.22) and RBI’s decision (on Dec. 18) to keep the policy rates on hold kept the rising yields in check though announcement of US Federal Reserve decision to commence tapering exerted pressure on yields. 10-year yield traded in the range of 8.49-9.11% during Q3 of FY14 and closed at 8.84% at end-December 2013 as compared with close of 8.83% at end-September 2013.

As compare to the previous quarter, bonds yields marginally moderated over shorter to medium term. At the longer end, the curve was flat at end quarter. As a result, the yield curve flattened during the quarter in above 10-year maturities, while steepening in maturities below 10 years. Moreover, yield curve showed inversions at a few maturity points. The 1yr-10yr spread increased to 13 bps at end-December 2013 from (-)1 bps at end-September 2013, while 10yr-30yr spread declined to 39 bps from 48 bps over the same period. Overall, the 1yr-30yr spread at end of Q3 of FY14 increased to 53 bps from 46 bps at the end of the previous quarter. Reduction in MSF rate by RBI and measures taken to normalise liquidity condition, such as term repos, helped the treasury bills yields curve shift downward during the quarter with a sharper decrease in shorter maturities. As a result, the treasury bill yield curve became flatter during the quarter
