UN climate change conference has entered its final day,

 UN climate change conference has entered its final day, with delegates still sharply divided over a planned new framework to reduce greenhouse gas emissions.

The COP 19 climate change conference in Warsaw, Poland, is scheduled to end on Friday. Talks on the last day will focus on the details of a new global framework that's due to be adopted in 2015 and take effect in 2020.

During discussions, officials studied a plan to require all countries and territories to submit their voluntary emissions reduction targets, and to assess them internationally before making the goals final.

A draft proposal by the working group chairperson calls on countries to submit their targets a certain period ahead of the 2015 conference.

But developing nations led by China, India and the Philippines are against discussing post-2020 targets. They say industrialized countries are not doing enough to cut emissions before that year.

The 2 camps are also divided on funding for developing countries. One program would disburse funds to help such countries reduce emissions. Another would compensate them for damage caused by abnormal weather conditions.
