3. Garland Canal shelved in 1980 by smt Indira Gandhi revived as River Link in 2002.’ – Water sector development is Crippled since NDA rule.

Ken-Betwa Link may cost Rs.20,000 crores in 40 years when INNOVATIVE Daudhan Storage Dam on Ken River could be built for Rs.1000 crores in 12 months Irrigating 4-6 Districts in Bundelkhand. Prime Minister Urgently Need ‘Experts Water Cell in PMO’ to accelerate ‘Water Projects Development’

Inefficient and Uneconomical and Wasteful management of WATER RESOURCES impacts Eight Ministries directly, PMO, FM, PC cumulatively.

It is obvious Water Is Most Critical for all human activities – India need to Store Water for Power Generation, Flood Control, Irrigation and Municipal Supplies plus more benefits and inadequate and Contaminated water IMPACTS Agriculture, Environment, Power, Rural-Urban Development, Health, Industries, MNRE, Poverty Eradication and PM, FM, and Planning Commission are Cumulatively Impacted.

1. Ministry of Water Resources: – India to Have 500 BCM Live Storage, Minimum 30% of Basin Flows Storage, 30 Million Hectares Flood Protection.

2. Ministry Agriculture: - Agricultural Production could go up Up to 100% from increase in crop yields and increase in Double Cropping area.

3. Environment: - Flows in rivers in post monsoon months could go up 10 times or more. For example: With dams built on Upper Yamuna, flows in River Could go up from 300 cusecs to 1000 cusecs to even 2000 cusecs. There shall be substantial gain in growth of forests, flora and fauna.

4. Power: - Hydro Power potential in India and Himalaya is 200,000 MW.

5. Rural-Urban Development: - Water is essential for Sanitation, Water Supply, Agriculture, Agro Industries etc.

6. Health: - 50% to 60% of disease burden in India is due to ‘Poor Quality of Water’ – even Cattle need good quality water for Milk Production.

7. Industries: - All industries need water – from Hotels to Steel Plant.

8. MNRE: - Hydro Power is the biggest source of ‘Renewable Energy.’

Functions of the Experts Water Cell in PMO

AR2011 Water Resources Karnataka. ‘There are 125 Major and Medium Irrigation Projects in the State, out of which 48 projects are completed, 77 are ongoing.’ Some Critical Projects, under implementation for 20-50 years are total waste of resources CRIPPLING OUR ECONOMY.

Experts Water Cell Consisting of 4-5 Staff shall ‘Make GOI Data Usable By Civil Servants’ and Remove Hindrances in Implementing Critical Water Projects. Promote Multipurpose Projects that can be Commissioned in 12-24 months, Double Income of Poorest in Short Time. Match water projects with ongoing Poverty Alleviation Programs.

a.] Fast installation of Multipurpose Projects to Full Potential.

b.] Resolve Conflicts between States and Countries to ensure Optimum Use of River Waters.

c.]  Access and distribute real time data of Water Releases and Storages for Optimum Irrigation & Flood Protection. Make maximum use of existing Live and at times of Dead Storage.

d.] Identify and prevent waste of water resources.

e.] Develop Water Technologies for Efficient and Economical Storages and Conveyance of water.

f.] Fast hydro power development.

g.] Real Assessment of Environment Impact of Projects – causes of delays and confusion.

h.] Prepare ‘Annual Report of Water Projects on Standards Format.’
