Medvedev signs bill on 'gradation of terror'

Russian President Dmitry Medvedev tuesday signed a bill on the gradation of terror threats in three colour levels, which will allow him to take additional steps to boost security in the country.
According to the bill, passed earlier last month by the State Duma (Lower House) and Federation Council (Upper House) - there will be three alerts - blue, yellow and red depending on the gravity of a terror threat.

A senior official of the National Anti-terrorism Committee (NAC) Andrei Przhedomsky told reporters that the blue alert will be declared on receiving information about a planned terror attack, the yellow alert in case of confirmation of plans of a terror attack, but it is still not known when and where it will be carried out.
The red alert will be declared, when the place and time of the terrorist attack would be known or a terror attack has already taken place.Depending on the threat level the President has the right to take additional anti-terror steps, however, they will not affect the civil freedom and liberties, the Kremlin underscored.
