US welcomes Gilani's U turn Pak-US ties

US welcomes Gilani's overtures towards rebuilding Pak-US ties

Pakistan Prime Minister Yousuf Raza Gilani's statement to rebuild strained ties with US has been welcomed by Washington which said the bilateral relations were vital to their national security interests.

Gilani's comments came days after US President Barack Obama called his Pakistani counterpart Asif Ali Zardari and expressed his condolence over the death of 24 Pakistani soldiers in a NATO air strike last week and said the "regrettable" incident was not a "deliberate attack".
"We, of course, welcome Prime Minister Gilani's positive statements on the US-Pakistani relationship," State Department spokesman Mark Toner told reporters at his daily news briefing yesterday.
He said from the very moments after cross border firing incident, the US has been clear that "this is a relationship that's vital to US national security interests".
"It's vital to Pakistan's national security interests; it's vital to the region's interests that we work together productively; and that we're committed to addressing the issues between us and moving forward," Toner said.
Gilani yesterday said he believes "it won't take long" to achieve a new relationship with the old ally.
Responding to questions about Pakistan's absence from the Bonn conference, Toner said the US has been pretty clear that it wanted Pakistan to be a part of this conference.
"They made the decision not to attend, but going forward, we're going to work with Pakistan as an essential partner in that region's future," he said.
He said it is "pretty clear" that it was in Pakistan's interest to participate in Bonn.
"Obviously there was this incident of a couple weeks ago now that led to the deaths of Pakistani soldiers. It was a terrible tragedy. There's an investigation under way," he said.
"We've been very clear all along that we, while expressing our deepest sympathies over this tragedy, are committed to this relationship and working to make it better at every level," he said in response to a question.

Describing the move as a “betrayal to the entire country,” Hazare said, “On one hand the Prime Minister says corruption is to be curbed but on other, you say Group C and D staff will not be brought under the Lokpal ambit. For incorporating these provisions, you do not need to spend any extra money or have additional personnel,” he said.

“We have been saying from the beginning that Lokpal should be an autonomous institution. Today CBI is under government control. We are saying that there should be autonomy, that the government should not have control (over CBI),” Hazare said.

On Gandhi’s demand for conferring Constitutional status to Lokpal, Hazare said he was not against the idea but warned against government interference.Hazare’s comments came a day after Parliamentary Standing Committee on Lokpal decided against the inclusion of Group C employees under the ombudsman and to have a new set up to select CBI Director as against its earlier decision.When asked why the government was not resolving the FDI imbroglio to ensure smooth functioning of Parliament, Hazare said he suspected that they were doing this as they do not want the Jan Lokpal Bill be passed.

IBMIndia remained ahead of others and won the top IT Services Company (India Market) award. The pioneering BPO Company Genpact with revenues of over one billion dollars bagged the Top BPO company award. Ingram Micro India bagged the Top Distribution Company award for 2011. SAPIndiatopped the software products sales to bag the Top Software Company award for 2011.

Despite tough competition from new pure play smart phone makers and Indian companies, Nokia continued to lead the smart phone market and bagged the Top Smartphone Company award for 2011.

HCL Infosystems won the Best Employer (IT) award based on its No 1 rank in DQ-CMR Best  Employer Survey (IT) 2011. India successfully test-fires Agni-I ballistic missile

India today successfully test-fired its nuclear capable Agni-I strategic ballistic missile, having a strike range of 700 km, as part of the Army’s user trial from the test range at Wheeler Island off Odisha coast.

Indigenously developed surface-to-surface, single-stage missile, powered by solid propellants, was test fired from a mobile launcher at about 0925 hrs from launch pad-4 of the Integrated Test Range.Describing the trial as successful, a senior official said it met the mission objectives.

A DRDO official said Agni-I missile has a specialised navigation system which ensures it reaches the target with a high degree of accuracy.Agni-I was developed by advanced systems laboratory, the premier missile development laboratory of the DRDO in collaboration with Defence Research Development Laboratory and Research Centre Imarat and integrated by Bharat Dynamics Limited, Hyderabad.The last trial of the Agni-I missile was successfully carried out on 25 November 2010 from the same base

Iran attack video: UK embassy stormed in Tehran

Iranian students stormed British diplomatic sites in Tehran on Tuesday, bringing down the Union Jack flag, burning an embassy vehicle and throwing documents.

Reacting to the attack, British Prime Minister, David Cameron has said, Iran would face serious consequences after hundreds of protesters stormed two British diplomatic compounds in Teheran.Offices were smashed and flags torn down in the attacks which followed demonstrations against sanctions imposed on Iran over its nuclear programme.
Mr. Cameron described the incidents as outrageous and indefensible. British Foreign Secretary William Hague called it an extremely irresponsible action, amounting to a grave breach of Vienna convention.He said, Britain would hold the Iranian Government responsible for its failure to take adequate measures to protect the British Embassy, as it was required to do.The United States and the European Union also condemned the attacks.The Iranian Foreign Ministry expressed regret for what it described as the unacceptable behaviour of a small group of protesters.Iran's Foreign Ministry has expressed regret over the ransacking of British embassy by protesters in Teheran on Tuesday.It has said the protesters behaviour was unacceptable and it respects international agreements to protect diplomatic sites.

Anti-Naxal operations are set to be intensified in affected states with the induction of 2,000 newly trained BSF personnel and seven new helicopters. Border Security Force (BSF) to deploy its two new battalions in Chhattisgarh and Orissa, official sources said. The force has already ten battalions in operation in these two states. With this, the total strength of central forces involved in the anti-Maoist drive will go up to about 93,000 personnel. They include 76 battalions of CRPF and five of Indo-Tibetan Border Police (ITBP).

A battalion has approximately 1,000 personnel. Six new MI-17 choppers and a 'Dhruv' Advanced Light Helicopter will be deployed in these areas. They will be operated by the BSF air-wing.

"We are adding a considerable number of aircraft to our air-wing," BSF Director General U K Bansal said during the forces' annual press conference here today. "The two new battalions have already finished their training and will be deployed in Chhattisgarh and Orissa including at the borders of these two states," sources said, adding the move to induct the fresh contingents and the choppers was taken sometime back.

Swamy ask CBI of case against illicit fund in foreign banks

Janata Party President Subramanian Swamy met CBI Director at 11.30 PM,Press Conference at 1PM. Swamy demanded of registration of cases against Indians having allegedly illegal stashed money in foreign banks.

(live-PR.com) - Subramanian Swamy,the chief of Action Committee Against Corruption in India (ACACI), met Director AP Singh in the morning in Delhi with his complaint, demanding registration of cases.Singh assured him that his complaint would be "examined" and action would be taken if it came under CBI's domain.

"Subramanian Swamy had requested a meeting with Director, CBI today. He handed over a complaint
regarding alleged illegal bank accounts of Indians abroad. The Director told him this will be examined and acted upon if CBI has jurisdiction," CBI spokesperson Dharini Mishra said.

Swamy told media after the meeting that the CBI Director has given an assurance that the agency will take a decision on his complaint within a fortnight.

Central Board of Direct Taxes had given a list of 18 individuals, received from German authorities, to CBI to ascertain if they have any pending cases with it.
CBI, in its reply, had informed CBDT that except one individual, none of the rest 17, whose names have been provided to it, had any case against them.

The agency said a preliminary inquiry was initiated in 1999 against one of the individuals mentioned in the list and it was closed for the want of evidence.

The government has imposed a penalty of Rs 24.66 crore on these 18 individuals who have bank accounts with Liechtenstein's LGT Bank on the basis of information provided by the German authorities.Media agencies

Opposition unite on issues price rise,black money,FDI brand retail

Opposition planning to attack govt in Parliament on FDI in brand retail-After the washout of the Winter Session's first week over issues such as price rise and black money, the opposition is gearing up to corner government in Parliament on its decision to allow FDI in retail.

Key NDA ally JD(U) has given a notice of an adjournment motion in Lok Sabha on Monday and efforts are on for floor coordination among opposition parties including BJP, the Left, AIADMK, besides those supporting UPA such as BSP and SP.Opposition sources maintained the aim was to bring even UPA allies like Trinamool Congress and DMK on board. These parties have already expressed their opposition to the government decision on FDI.

NDA Convener Sharad Yadav claimed that the entire opposition will remain united on this issue in Parliament.

"Parliament will not run at the cost of people. This decision of government will render crores of small business and vendors unemployed and destroy the unique village economy of the country," he said.

The JD (U) President, who had earlier also been opposing investment by multinationals and big Indian business houses in retail marketing sector, has also extended his support to the 1st December bandh call by traders against the move.

EC to visit Lucknow

EC to visit Lucknow today to review UP poll preparations-:The full Election Commission, EC will visit Lucknow this evening to review the election preparations in Uttar Pradesh which will go to polls next year. The Chief Election Commissioner and Election Commissioners will meet representatives of recognised National and State level parties tomorrow during the review meetings. They will also have a meeting with senior officials of the state in this regard.

According to sources, EC has declared 53 Assembly seats as expenditure sensitive in Uttar Pradesh. The EC has also asked all other States which will go to polls next year along with Uttar Pradesh, that there will be two assistant expenditure observers, two flying squads and more number of static surveillance teams and video surveillance teams. The other States are Uttarakhand, Punjab, Manipur and Himachal Pradesh in which Assembly elections will be held next year.

Pak give US 15 days to close Shamsi airbase

Foreign Secretary conveyed to the US Ambassador that the unprovoked attack by NATO/ISAF aircraft on border posts in which 24 Pakistani troops lost their lives and another 13 were injured, had deeply incensed the Government and the people of Pakistan, according to a press statement issued by the Ministry of Foreign Affairs.Federal Information Minister Firdous Ashiq Awan while reacting to the NATO attack said that such acts only end up fuelling terrorism, Geo News reported.

Speaking to the media, Awan said Pakistan has the right to fight for its integrity and it is not necessary that Pakistan will follow the policies of the US.Defence Committee of the Cabinet (DCC) in its emergency meeting chaired by Prime Minister Syed Yusuf Raza Gilani on Saturday evening reiterated the resolve of the Pakistani people and Armed Forces to safeguard the country’s sovereignty, independence and territorial integrity at all costs.The meeting held here at the Prime Minister House was attended by federal ministers, Chairman Joint Chiefs of Staff Committee (CJCSC), Services Chiefs and members of the DCC.

This Accord with the resolution of the Joint Session of the Parliament of May 14, 2011, the DCC decided to close with immediate effect the NATO/ISAF logistics supply lines. The DCC also decided to ask the United States (US) to vacate the Shamsi Airbase within 15 days.The DCC decided that the government will revisit and undertake a complete review of all programmes, activities and cooperative arrangements with US/NATO/ISAF, including diplomatic, political, military and intelligence, according to a statement issued from the Prime Minister House after the DCC meeting.

The meeting strongly condemned the attack by NATO/ISAF aircraft on Pakistani border posts in the Mohmand Agency which has resulted in the loss of precious lives of officers and men of Pakistan Army and injuries to several.

The DCC expressed heartfelt sympathies and condolences to the families of brave soldiers who fought valiantly and embraced Shahadat, and also prayed for the early recovery of injured.The prime minister will take the Parliament into confidence on the whole range of measures regarding matters relating to Pakistan’s future cooperation with US/NATO/ISAF, in the near future.

The DCC noted that strong protests had been lodged with the United States and at NATO Headquarters in Brussels conveying in the strongest possible terms Pakistan’s condemnation of these attacks, which constituted breach of sovereignty, were violative of international law and had gravely dented the fundamental basis of Pakistan’s cooperation with NATO/ISAF against militancy and terror.

The DCC also noted that NATO/ISAF attacks were also violative of their mandate, which was confined to Afghanistan. Pakistan had clearly conveyed to US/NATO/ISAF its red lines which constituted an integral element of Pakistan’s cooperation that was based on a partnership approach.The attack on Pakistan Army border posts is totally unacceptable and warrants an effective national response, the DCC added.
On the instructions from Prime Minister Syed Yousuf Raza Gilani, Foreign Secretary Salman Bashir on Saturday called in US Ambassador Cameron Munter to lodge a strong protest on the unprovoked NATO/ISAF attack on Pakistan border posts in the Mohmand Agency.Media agencies

Development of Model Villages

Department of Science and Technology has been implementing a multi-location Coordinated Programme on Resource Management and Development for the Empowerment of Scheduled Castes in different parts of the country through the input of Science and Technology since 2007. This programmespan> of demonstrative nature is being implemented at pilot scale which is essentially for and capacity building of Scheduled Caste community in traditional as well as new emerging areas leading towards improved quality of life and for better livelihoods options through appropriateT interventions. As such is restricted to ST intervention needs which may contribute to develop model villages in holistic way which require also other support services in terms of infrastructure development like transport and communication etc. The villages covered under this coordinated programme, so far,  are Chhamroli, Sinota, Dharamchuk, Bagath, Chakarpur, Matela and  Rajpura in Uttarkhand; Majhas and  Kalol in Himachal Pradesh ; Tal in Jammu & Kashmir; Kadinamkulam, Kottukal, Veliyathu Nadu, Chittadi, Cherichil, Paruthikkad, Mundur and  Puthupariyaram in Kerala;  Illayanainarkulam and Edumalai in Tamil Nadu  and  Tummalapalli and  Miyalavaripalem in Andhra Pradesh; Bhadra, At. Jehangirpura, Gopal Pura, Vadod in  Gujarat; Bedla and Digod in Rajasthan; Dhyarigaon, Nalwadi, Wardha, Dharni, in Maharashtra; and Morena,  Bagh Mugalia, Sohagpu, Machla in  Madhya Pradesh.

            The salient features of the programme is to develop / adapt appropriate locally available resource based technologies for employment and improvement of the quality of life of scheduled castes in rural areas for transformation and economic development. No specific budget has been allocated for this programme. On an average every year around one hundred and fifty lakh rupees are sanctioned under this programme.

           

The department has already initiated the programme for those villages which are predominately inhabited by Scheduled Caste community in the states of Bihar, West Bengal and Orissa.

Damage to Kundandulam Nuclear Power Project

Damage to Kundandulam Nuclear Power Project-:There is serious concern about the damage to the Kudankulam Nuclear Power Project .Recently there have been protests against the starting of Kudankulam nuclear power project by sections of the local people which have hampered normal work at the site. Kudankulam Nuclear Power Plants (KKNPP) Units 1&2 are at advanced stage of commissioning. Serveral reactor and auxiliary systems have been made functional. These systems, which also include sophisticated computer based systems, require certain minimum maintenance to keep them in a healthy state. Efforts are underway, in consultation with the district authorities, to ensure that personnel required for carrying out the minimum maintenance activities are able to go to plant and carry out the necessary activities smoothly.

The Minister of State in the Prime Minister’s office Sh V Narayanasamy gave this information in a written reply to a question by Shri Baishnab Parida in Lok Sabha today.

Parliament adjourned amid ruckus

Price rise and several other issues have led to the adjournment of both the Houses of Parliament. The two Houses were adjourned for the second day today amidst uproarious scenes.The Lok Sabha could not take up the discussion on price rise as opposition continued to press for its demand to take it up under a rule which entails voting.

As the house met for the day, the CPIM members trooped into the well in support of their demand.
The House was adjourned till noon. After it met at 12 noon, there was no change in the situation forcing the Presiding Officer to adjourn the House for the day.Several other members raised issues including the demand of scrapping the minimum support price for onions and carving out a separate Telangana State.

The Rajya Sabha was adjourned first till noon and later for the day after agitating Left members were joined by the BSP to seek a discussion on price rise. Telangana issue was also raised in the House.

Need to Quantify benefits and Ecological Services Provided by Forests Smt. Jayanthi Natarajan appealed for more scientific analysis of the issues relating to forest management in the country in the midst of ever increasing pressure on the forests and climate change threat. Inaugurating the first Indian Forest Congress here today, Smt. Natarajan, Minister of State for Environment & Forests (Independent charge) said that in India agro and farm forestry has been promoted in recent years through various schemes and Externally Aided Projects to bridge the gap between demand and supply for timber and fuel wood and also as an alternative livelihood option to enhance the income farmers. This has potential to divert pressure on natural forests and it is one of the important activities under Green India Mission, one of the eight missions under India’s National Action Plan for Climate Change. This programme focuses on increasing quality of our forests, and proposes to a take a holistic view of greening through a landscape approach.

Referring to Man-animal conflict and bio-piracy, the Minister asked to address appropriately. Regarding Forest certification mechanism she said it is yet to take firm roots in our country but ways and means should be designed to build up a system for its effective implementation for overall betterment of our forest development. Stating importance of ecotourism she informed that its development has shown great potential for employment generation for local youth. This opportunity must be factored into sustainable management of our forests. She asked the experts to evolve innovative solutions for human-wildlife conflict, development of forest certification in the country and to assess the tangible and non-tangible benefits from the forests. She stressed the need for second generation reforms in the Joint Forest Management Programme (JFM) and recognition of the rights of the local people and their capacity building. She praised the community of foresters for doing commendable work in protecting the forests in the midst of increasing population pressure and stressed that current investment in forest management be increased for ensuring food and water security. She urged the need for strengthening the forest bureaucracy in order to meet the increasing pressure on the forests.

Prof. M.S. Swaminathan, Member of Rajya Sabha in his Presidential Address welcomed the initiatives of the Indian Council of Forestry Research & Education (ICFRE) to organize the First Forest Congress. Prof. Swaminathan lamented the fact that political commitment for forest conservation as shown by late Prime Minister Mrs. Indira Gandhi is lacking today. He stressed the need for the ICFRE to conduct focused research on Coastal, Mangroves, Hills and Dry Zones of the country. Many Van Vigyan Kendra need to be established in the country to promote Agro forestry, he added. He asked the DG, ICFRE to start projects on developing technologies for the mining rehabilitation as these areas need immediate interventions. Local heritage sites need to be given special attention in protecting the sacred groves, he further added.

Ms. Caitilin Wiesen, Country Director of UNDP–India stated that UNDP is supporting the efforts of mainstreaming the biodiversity conservation and forest based livelihoods. She welcomed the theme areas selected for the congress and pledged the support of UNDP to ICFRE. Mr. Maharaj Muthoo, President of Roman Forum, FAO in his introductory remarks informed the delegates about the international trends in forest management. Mr. A.K. Mukherjee, Former Director General of Forests, Government of India in his key note address proposed policy changes in the forestry programmes of the country. He stressed the need to bring more and more science in JFM and on tribal land issues.

The Minister released books entitled “Voices from the Field”, “Forestry in the Service of Nation - ICFRE Technologies” and “Status of JFM in India” all published by ICFRE. Addressing the gathering , Director General of Forests & Special Secretary to Government of India, Dr. P.J. Dilip Kumar stressed the need for capacity building of the JFM Committee members. Earlier, Dr. V.K. Bahuguna, Director General of the ICFRE & Chancellor of FRI University in his welcome address outlined the issues of the themes of the Seminar and said that for food and water security investment in forests need to be stepped up. Vote of Thanks was given by the Director of FRI and Vice Chancellor of the FRI University, Dr. S.S. Negi who is also Chairman of the Organizing Committee.

The 4-Day congress is being attended by the invited National & International Experts, Officers from the Government of India, Forest Department Officers, Scientists, Farmers, NGOs and others. There are 28 sub themes running parallel at NASC Complex. Special JFM conclave is also stated for 24th November 2011. The United Nations has declared the year 2011 as International Year of Forests and organization of First Indian Congress is most appropriate in showcasing the year long efforts of the country in celebrating various events during the International Year of Forests. Centre announces Rs 6234 cr package for weavers

The UPA-government at the Centre on Saturday announced Rs 6,234 crore package for 13 lakh weavers, including two lakh in Uttar Pradesh.

The announcement was made by Commerce and Industry Minister Anand Sharma, who holds additional charge of Textiles, days after Congress General Secretary Rahul Gandhi wrote him a letter asking concessions for the debt-ridden weavers.

The package, to be implemented from January 2012, includes Rs 3,884 crore debt waiver and Rs 2,350 crore for a six-fold strategy to uplift weavers during 12th Plan.

An individual weaver will get benefit upto Rs 50,000, Sharma said. The scheme will help 15,000 weavers' cooperative societies besides individual weavers.

Addressing a press conference in Varanasi on Saturday, Sharma said the decision for grant of the package was taken on Friday in New Delhi at the meeting of the Expenditure Finance Committee.

"In August, weavers had come to Delhi seeking help," he said adding that the Finance Minister had also announced Rs 3,000 crore loan waiver for the handloom weavers in his budget speech of 2011-12.

However, a large number of individual weavers in Uttar Pradesh were left out of the scheme, which was to mainly benefit the cooperative societies.

Gandhi who has been touring extensively the state ahead of assembly elections next year, said in his letter to Sharma that the handloom sector has come under stress on account of stiff competition and credit unavailability.

Handloom industry weavers are mainly from Uttar Pradesh, West Bengal, Orissa, North East and Southern belt, and a large number of them belong to minority community.

Sharma said that a decision for covering individual weavers, a large number of whom are from Uttar Pradesh, will be sent for consideration to the Cabinet.

Under the six-fold strategy, weavers' credit card will be issued to eligible individual weavers who will be able to access loans up to Rs 2 lakh and generally in the range of Rs 35,000 to Rs 50,000 for a period of three years without any collateral security.

The scheme has been finalised and the banks would be advised for its implementation, he said, adding: "We have recommended interest subsidy of 3 per cent to enable weavers to access loan at 7-8 per cent interest for three years".

Assistance of Rs 4,200-5,400 per weaver has been proposed which will provide them leverage for borrowing loans; loans extended by banks will be guaranteed by the Credit Guarantee Fund Trust for medium and small enterprises to the extent of 85 percent of their outstanding.

Price subsidy of 10 percent is proposed for yarn supplied by the National Handloom Development Corporation and agencies proposed by the state governments in order to overcome the problem of yarn supply, he said.

He also said that enhanced rate of freight reimbursement would be provided for cotton, jute and silk yarn between 2.5 percent to 10 percent for deliveries across the country.

"This will ensure that yarn is easily available at affordable prices to different handloom clusters across the country," Sharma said.

Under the Mega Cluster Scheme being implemented for Varanasi with central assistance of Rs 70 crore, loan will be extended to 10,000 handloom weavers with credit guarantee and 3 percent interest subvention.

Both Houses of the Uttar Pradesh legislature were adjourned on Monday amidst noisy scenes by the Opposition members, even as the SP moved a no-confidence motion against the state govt. In the Legislative Assembly, BJP members jumped into the well, while SP MLAs raised slogans and displayed placards demanding dismissal of the BSP government immediately after the proceedings of the house started at 11 am following which Speaker Sukdeo Rajbhar adjourned the house till 12.30 pm.

Deputy leader of SP Legislative Party Ambika Chaudhary said the party has moved no-confidence motion against the government.He said that it was unfortunate that the Chief Minister was not present in the House on the first day of the winter session.

CLP leader Pramod Tiwari said the party would support no-confidence motion if given by any party other than BJP. He said the Congress would have brought the motion if it would have adequate number.
Parliamentary affairs minister Lalji Verma, however, said the government was very well in majority.
Proceedings were adjourned in the Legislative Council also amidst pandemonium by the opposition members, who were demanding presence of former cabinet minister Babu Singh Kushwaha in the House.

Kushwaha, a BSP member of the Legislative Council, had sparked controversy by writing a letter to Chief Minister Mayawati alleging threat to his life from his party colleagues and some bureaucrats.

PM pitches for Indo-ASEAN Services, Investment pact

Citing global economic downturn to push for greater India-ASEAN cooperation, PM Manmohan Singh has pitched for conclusion of a commercially-meaningful Services and Investment pact by Mar 2012 to create a positive atmosphere for implementation of the Comprehensive Eco Coop Agreement.
Addressing the India-ASEAN Summit in Bali on Saturday, Dr. Singh also highlighted the need for greater connectivity and cooperation on security issues, including maritime security, counter- terrorism, training, exercises and disaster management.
"Our partnership with ASEAN is one of the cornerstones of our foreign policy, and the foundation of our 'Look East' Policy," he said at the annual Summit on Saturday.
Talking about various elements of engagement between India and the 10-nation grouping of Association of South East Asian Nations, Dr. Singh said, "I believe that our cooperation is on the right path. Given the global economic downturn, there is today an even greater urgency to our cooperation."
He referred to trade and economic front and noted that the India-ASEAN Free Trade Agreement for Trade in Goods has come into effect in all ASEAN member states and India following its ratification by Cambodia in August this year.
"I seek your support for the early conclusion of a commercially-meaningful Services and Investment Agreement. This would create a positive atmosphere for the implementation of the India-ASEAN Comprehensive Economic Cooperation Agreement as envisaged in our Framework Agreement of 2003," the Prime Minister told the Summit leaders.
"We should endorse the decision taken at the last round of negotiations in October 2011 to conclude the Agreement by March 2012," he added.
India's trade with ASEAN has increased by 30 per cent in 2010-2011 and has crossed the USD 50 billion mark.
"With such a rate of growth we should be able to achieve our trade target of 70 billion US dollar by 2012," the Prime Minister said.
Pushing for greater physical connectivity between India and ASEAN, Singh said it "remains our strategic objective".
There are several proposals under consideration with regard to land and sea connectivity, which include the India-Myanmar-Thailand Highway, its extension to Laos and Cambodia and the development of a new highway also linking Vietnam.
A study has also been conducted on a Mekong-India Economic Corridor by the Economic Research Institute for ASEAN and East Asia which proposes linking of corridors in the peninsular, and possibly the north east areas of India with the East Asian region.
"I would suggest that all these different proposals should be studied in an integrated manner by our officials so that we take considered decisions to optimise our resources and efforts," Dr. Singh said.
Referring to the other elements of engagement, he said India welcomes the growing cooperation with ASEAN on security issues, and "our association with ASEAN-led forums. These have focused on maritime security, counter-terrorism, training, exercises and disaster management."
He recalled that at the last Summit, India and ASEAN had agreed on developing a long-term vision for the strategic partnership between the two sides.
"We have taken the first step in this direction by constituting the ASEAN-India Eminent Persons Group," Singh said, noting that it had been tasked to draft an ASEAN-India Vision 2020 document.
The successful implementation of the ASEAN-India Plan of Action for 2004-2010 listing specific items of cooperation was followed by an 82-point Plan of Action for the period 2010-2015, Singh said about the ambitious document adopted at the Hanoi Summit last year.
India has forwarded a number of cooperative projects as part of this plan as well as part of the USD 50 million ASEAN-India Cooperation Fund to the ASEAN Secretariat.
"We look forward to an early response from the ASEAN side," Dr. Singh said.
Referring to the expansion of India-ASEAN cooperation in the fields of science and technology, space and information technology, he said several projects were under implementation under the ASEAN-India Science and Technology Fund.
Based on the feedback from the ASEAN, India's Department of Space has revised its proposal for a five-year project for establishing a tracking and reception station and data processing facility for the ASEAN countries and training of ASEAN personnel.
India will convene a meeting of heads of space agencies of India and ASEAN in early 2012, the Prime Minister informed.
He also talked about India's offer to assist in the Master Plan on ASEAN ICT Connectivity and in particular on the establishment of an e-network in the CLMV countries -- Cambodia, Laos, Myanmar and Vietnam -- for tele-medicine and tele-education.
With regard to initiatives for people-to-people exchanges, Singh invited ASEAN countries to participate actively in the Nalanda University project on which work has begun.
On visa front, Dr. Singh said visa-on-arrival facility for six ASEAN countries was now in place.
"We should ensure that the Memorandum of Understanding on strengthening tourism cooperation between ASEAN and India is signed at the earliest, preferably at the meeting of the ASEAN-India Tourism Ministers planned to be held in Indonesia in early 2012," he said.
India hosted a group of 100 students from ASEAN countries in September 2011, he said, adding based on the positive feedback, India will increase this number to 250 students per year.
He also said that India wished to institutionalise the ASEAN-India Media Exchange Programme for a period of three years.
Under this, India will be ready to host two groups of 20 ASEAN journalists each year and ASEAN countries could in turn consider hosting Indian journalists to ASEAN Member States.
Announcing that India proposes to hold ASEAN-India Commemorative Summit on December 20-21 next year, the Prime Minister extended personal invitation to the leaders of all ASEAN member countries to attend it.
"This will be a historic occasion for us."
He said that in the run-up to the Summit, India proposes to hold the fourth round of the Delhi Dialogue in February 2012 and meetings of the ASEAN-India Ministers for New and Renewable Energy and Agriculture as well as an India-ASEAN Business Fair besides a year-long calendar of cultural activities.
India also proposes to organise the India-ASEAN Car Rally to mark the Summit.
The rally will serve to highlight the strong bonds between ASEAN and India, and spread the message of solidarity, enterprise and creativity "which are the hallmarks of our region," Dr. Singh said.
India also proposes to send a Sail Training Ship "Sudarshini" on an expedition to ASEAN countries along the route of the monsoon trade winds.
