June 2,2011 New Delhi:Competition Commission of India CCI,under its mandate to make market function for the consumers and to ensure fai and healthy competition in the iNidan economy,is initiating a series of market studies to analyse and monitor the competitive dynamic in the various industries of the Indian economy.
As part of this series,the sector of Agriculture,Steel and Papers have been taken up by the Commission in the initial phase.In this context CRISIL, is engaged by the Commission for the market studies on the Paper and Steel Industries in India.The studies shall present a comprehensive overview of the industry,with particular focus on the parameters that determine the nature and degree of competition prevailing in the industry and help identify the competitive concerns.
The spurt in food prices in recent months has brought back into focus the critical issue of price volatility in agriculture commodities,poor agriculture market structure and lower market efficiency with speculative trading and with poor PDS and coterie of hoarding in the market each needs to be studied in detail.
Competition Commission of India commissions Market Studies/Research Projects as a part of its advocacy mandate. Since inception of the research study programme in 2003-04, 18 studies have been commissioned till date, out of which, 12 are sector specific, covering, in general, the manufacturing, service, transport, energy, telecommunications, etc. and the remaining relate to conceptual issues in competition economics, law and policy. Market Studies/Research Projects have been commissioned with a view to:
(i) Gain insight into the structure of various sectors of the market and the business practices prevailing therein;
(ii) Assist the Commission in its role of undertaking competition advocacy and public awareness and training. The studies/research projects could help in generating greater awareness about competitive issues and anti competitive practices;
(iii) Identify policies and practices of Central and State Governments and Statutory Authorities that are having appreciable adverse effect on competition in markets in India; and
(iv) Building capacity in the area of competition law and policy for researchers.

Brand BJP plan for UP polls
Brand BJP plan their strategy for the ballot battle for assembly polls to be fought in the state of UP which has immense significance with large numbers of voters plus maximum number of parliamentary seats for which the polls are due in 2014 unless snap polls may result after UP assembly polls.
BJP has said it will go it alone in the Uttar Pradesh Assembly elections early next year and accused its political opponents of playing caste politics which had dented its vote bank."The party has suffered loss in past elections due to casteist politics played by opposition parties. In the coming elections BJP will not experiment with any pre or post-poll alliance," its national vice-president Mukhtar Abbas Naqvi, said in Lucknow on Wednesday.
Terming joining hands with BSP as the biggest mistake of the party, Naqvi said that it would not be repeated again."Except for JD(U), for which we will be leaving some seats, we will not be entering into any alliance," he said.About the casteist politics, Naqvi said that his party unsuccessfully tried to counter it but now the situation has changed and people of the state want development, which would be the main issue of the party in coming polls.
On declaration of party candidates, the BJP leader said that over 60 percent tickets were almost final and it would be declared soon.The 2012 polls of Uttar Pradesh will be turning point for both UPA and NDA as the polls would give new direction, he said adding that during the party national executive meet starting on 3rd June the party's poll strategy would be discussed.
Asked about the Ram temple issue, Naqvi said that it was not a political issue and was not in the agenda of party's executive meet.About the meet, he said that it would discuss issues of corruption, national security and others besides state politics and candidates for the state assembly polls.On chances of leaders like Kalyan Singh, Uma Bharti and Govindachara joining BJP, Naqvi said, "Till now I did not see any chance of return of any big leader in the party fold".He said that party would get absolute majority in the Assembly polls and form the government in the state.

New Delhi, Jun 1 (PTI) Congress today disapproved of the government's unprecedented step of sending four senior ministers to the airport to receive yoga guru Baba Ramdev in a bid to persuade him not to go ahead with the protest from June 4 saying it was "unnecessary".
"The party is not at all related to this entire exercise of sending the ministers to the airport to meet the Yoga Guru). We were not consulted. Was an yoga camp going on there?" highly-placed sources in Congress said, reflecting the disconnect between the government and the party over the issue.
They said talks with Ramdev were fine but there was no need to send the ministers to the airport to meet him.
The sources also suggested that Congress President Sonia Gandhi was not in the loop over the decision. "The party has nothing to do with it", they said.

Angela Merkel receives Jawaharlal Nehru Award
German Chancellor Angela Merkel receives the Jawaharlal Nehru Award for International Understanding for the year 2009 from Indian President Pratibha Patil at the Presidential Palace in New Delhi on Tuesday.Merkel and India's Prime Minister Manmohan Singh on Tuesday reviewed regional security and pledged to work together against terrorism and promote stability in South Asia.Merkel is accompanied by seven German ministers for the first high-level consultations on Tuesday with Singh and other Indian officials.
India and Germany are set to take their bilateral trade to 20 billion euros in a year, as the two countries step up economic and technological cooperation."It (Germany) is amongst the largest foreign investors in India. Our bilateral trade was more than 15 billion euros last year, and is on course to reach the target of 20 billion euros per year by 2012," Prime Minister Manmohan Singh said after meeting German Chancellor Angela Merkel today.
Singh said India wants greater German investment in infrastructure, high technology, energy and basic and applied sciences.India offers a stable and friendly investment climate and a large growing market. I welcome the progress that is being made on the issue of high technology exports from Germany to India. This will benefit both economies, the Prime Minister said.

members’ utter dissatisfaction its functioning,
quality of food served in the club,
lack of proper hygiene and cleanliness,
poor service of the waiters,
Dhaba look of the club
Most of the members expressed unhappiness over the slow pace of construction despite ample funds with the club. Most members expressed their overwhelming desire that the club should become operative at the earliest. They emphasized that if due to some reasons the entire building could not be made operative immediately, at least the ground floor and parking space should be made available for the members’ use, and the two lawns should be developed and maintained well where members could enjoy the pleasures and dignity of a club and not feel ashamed in inviting their friends and well wishers. It was agreed that a letter signed by members should be submitted to the management committee in this regard .
The Forum should be used as a pressure group to make the present management respond to the aspirations and needs of all the members.
Forum should have a definite and well planned action plan to achieve its goals.
Many members felt that once the club begins to function from its own location, there is a possibility of raising funds from those who have yet to pay their balance share. This may also help attract new members and thereby generate fresh income for developmental plans of the club.
In view of the pathetic condition and working of the club many new members regretted having become members of the club. Some did not want to pay the balance dues till they saw a substantial progress in the construction of the building and improvement in the functioning of the club
Most of the members were of the view that President & General Secretary should be invited to attend the Forums next meeting so that members can have face to face interaction with them.
Five member representatives of the Forum should be present in all meetings of the Management Committee of the club to share the views of the Forum with the management.
No member should be an office bearer for more than two consecutive terms of two years each.
The expenses of the meeting will be borne collectively by the contributions made by the members of the Forum. Members are free to contribute any amount towards the common fund of the Forum.
It was suggested that a website of the Forum should be launched where all decisions and suggestions of the members could be made available to all members.
Janakpuri Club is thirty year old institution and is an extended family for members in pain and prosperity thus there is an urgent attention to its managing committee to take up the issue of club premises to be erected on priority so that members enjoy the togetherness and unity in more magnificent and enjoy the moments of their life.JPC form meet on 7 May 2011 Is an effort to bring to the attention the urgency of the club to gear up the construction of club building which has been temporarily suspended from last ten months on one pretext or the other. Committee to curb black money
Government has constituted a committee under the chairmanship of the chief of Central Board of Direct Taxes (CBDT) to examine ways for strengthening laws to curb generation of black money and prevent its transfer abroad, besides recovering such illegal assets.
The committee will consult various stakeholders and submit its report within six months, a statement from the Finance Ministry said on Saturday.
It will be headed by chairman of central board of direct taxes, CBDT.
"The Government has constituted a committee under the chairmanship of Chairman, CBDT, to examine ways to strengthen laws to curb the generation of black money in the country, its illegal transfer abroad and its recovery," it said.
The committee will examine the existing legal and administrative framework to deal with generation of black money through illegal means.Among the likely measures are to declare wealth generated illegally as national asset, enact or amend laws to allow confiscation and recovery of such assets and providing for exemplary punishment against its perpetrators.
Besides the CBDT Chairman, other members of the committee would include CBDT Member, Legislation and Computerisation (L&C), Director of the Enforcement Directorate, Director General of the Directorate of Revenue Intelligence (DRI), Director General (Currency), CBDT Joint Secretary (FT&TR) and Financial Intelligence Unit - India (FIU-IND) Joint Secretary.
CBDT's Commissioner of Income Tax (CIT)(Investigation) would be the committee's Member Secretary
The committee will consult various stakeholders and submit its report within six months, a statement from the Finance Ministry said on Saturday.
It will be headed by chairman of central board of direct taxes, CBDT.
"The Government has constituted a committee under the chairmanship of Chairman, CBDT, to examine ways to strengthen laws to curb the generation of black money in the country, its illegal transfer abroad and its recovery," it said.
The committee will examine the existing legal and administrative framework to deal with generation of black money through illegal means.Among the likely measures are to declare wealth generated illegally as national asset, enact or amend laws to allow confiscation and recovery of such assets and providing for exemplary punishment against its perpetrators.
Besides the CBDT Chairman, other members of the committee would include CBDT Member, Legislation and Computerisation (L&C), Director of the Enforcement Directorate, Director General of the Directorate of Revenue Intelligence (DRI), Director General (Currency), CBDT Joint Secretary (FT&TR) and Financial Intelligence Unit - India (FIU-IND) Joint Secretary.

SIO to march to UGC Demanding NET Results of Dec 2010
New Delhi (26.05.2011): The Students Islamic Organisation of India (SIO) will march to the University Grants Commission (UGC) office located at the Bahadur Shah Zafar Marg, New Delhi on Friday, 27 May 2011 at 11.00 am demanding immediate declaration of the UGC National Eligibility Test (NET) results.
The UGC NET results which were scheduled to be declared in the month of April are yet to be out. After efforts to be intimated about the date of declaration of results, which proved an effort in vain, SIO decided to march to the UGC Office. SIO demands the declaration of the UGC NET December 2010 results at the earliest.
The UGC NET is the basic eligibility criteria to be a Assistant Professor at the College or University level. The Junior Research Fellowship (JRF) is also awarded based on the UGC NET. The delay in declaration of results keeps the future of the deserving and talented in the dark for the forthcoming academic year as throughout the country recruitments to various colleges and universities is currently under process.

The index for this major group rose by 0.4 percent to 192.4 (Provisional) from 191.7 (Provisional) for the previous week.
The annual rate of inflation, calculated on point to point basis, stood at 11.60 percent (Provisional) for the week ended 14/05/2011 (over 15/05/2010) as compared to 10.94 percent (Provisional) for the previous week (ended 07/05/2011).
The groups and items for which the index showed variations during the week are as follows:-
The index for 'Food Articles' group rose by 0.6 percent to 186.7 (Provisional) from 185.5 (Provisional) for the previous week due to higher prices of poultry chicken (5%), jowar (4%), fish-marine (3%), mutton, barley and maize (2% each) and milk (1%). However, the prices of tea (5%), arhar and ragi (2% each) and masur and urad (1% each) declined.
The index for 'Non-Food Articles' group declined by 0.2 percent to 185.2 (Provisional) from 185.6 (Provisional) for the previous week due to lower prices of fodder (12%), raw silk and gingelly seed (3% each), safflower (2%) and raw jute (1%). However, the prices of flowers (10%), sunflower (2%) and castor seed, raw rubber, groundnut seed, copra and rape & mustard seed (1% each) moved up.
The index for 'Minerals' group declined by 0.1 percent to 266.6 (Provisional) from 267.0 (Provisional) for the previous week due to lower prices of sillimanite (17%), chromite (4%) and iron ore and copper ore (1% each). However, the prices of magnesite (13%), barytes (9%) and bauxite (2%) moved up.

to ex-American President Richard Nixon's ''Plumbers'', a secret unit
tasked with digging up dirt on Pentagon Papers leaker Daniel Ellsberg.
The top distinction too may not be far off as the government’s “dirty
tricks department” are in hot pursuit of key investigators in the yet
unfolding Hassan Ali saga. It’s a troubling commentary on the state of
affairs that the Supreme Court has to express its surprise on being
kept in the dark on the issue. This has landed India into debates even
internationally, which raise veritable questions about its health, an
year back:

However deep and multi-farious the crises may be, the people of India,
especially its youth will rise to the occasion. That’s the firm belief

ensure our victory over the monstrous forces of corruption and state

More Indian families selctively aborting girls for Boy
In Media briefing Prof Prabhat Jha in New Delhi today explained the social structure of Indian society craving for male child in preference to girl child.
His concern to break this Guardian knot by the society needs our re-look of the emerging social structure with more inputs of education,and integration.
New research published Online First and in an upcoming Lancet shows that, in Indian families in which the first child has been a girl, more and more parents are aborting their second child if prenatal testing shows it to be a girl, presumably to ensure at least one child in their family will be a boy. These declines in girl to boy ratios are larger in better-educated and in richer households than in illiterate and poorer households, and now imply that most people in India live in states where selective abortion of girls is common. The Article is led by Professor Prabhat Jha, Centre for Global Health Research, Dalla Lana School of Public Health, University of Toronto, Canada, and colleagues from India, including the former Registrar-General of India, Dr Jayant K Banthia.
The 2011 Indian census revealed about 7•1 million fewer girls than boys aged 0-6 years, a notable increase in the gap of 6•0 million fewer girls recorded in the 2001 census and 4•2 million fewer girls recorded in the 1991 census. In this study, the authors analysed census data to determine absolute numbers of selective abortions and examined over 250,000 births from national surveys to estimate differences in the girl-boy ratio for second births in families in which the first-born child had been a girl.
They found that this girl-boy ratio fell from 906 girls per 1000 boys in 1990 to 836 in 2005; an annual decline of 0•52%. Declines were much greater in mothers with 10 or more years of education than in mothers with no education, and in wealthier households compared with poorer households. But if the first child had been a boy, there was no fall in the girl-boy ratio for the second child over the study period, strongly suggesting that families, particularly those that are more wealthy and educated, are selectively aborting girls if their firstborn child is also a girl.
After adjusting for excess mortality rates in girls, the authors' range estimates of number of selective abortions of girls rose from 0-2•0 million in the 1980s, to 1•2-4•1 million in the 1990s, and to 3•1-6•0 million in the 2000s. Each 1% decline in child sex ratio at ages 0-6 years implied between 1•2 and 3•6 million more selective abortions of girls. Selective abortions of girls are estimated at between 4 and 12 million over the 3 decades from 1980 to 2010.
The authors point out that the between the 2001 and 2011 censuses, more than twice the number of Indian districts (local administrative areas) showed declines in the child sex ratio compared to districts with no change or increases. They also point out that, the Indian Government implemented a Pre-Natal Diagnostic Techniques Act in 1996 to prevent the misuse of techniques for the purpose of prenatal sex determination leading to selective abortion of girls. Yet they add it is unlikely that this Act has been effective nationally.
The authors conclude: "The selective abortion of female fetuses, usually after a firstborn girl, has increased in India over the past few decades, and has contributed to a widening imbalance in the child sex ratio. Reliable monitoring and reporting of sex ratios by birth order in each of India's districts could be a reasonable part of any efforts to curb the remarkable growth of selective abortions of girls."

Mullah Omar missing from Pak
Afghanistan’s State Intelligence Agency has said that the Taliban supremo Mullah Omar is missing from his hideout in Pakistan for last few days but it can’t confirm reports that he has been killed. Agency spokesman Lutfullah Mashal told a press conference that Taliban leader was hiding in Quetta city of Pakistan for more than 10 years and their assessment is based upon intelligence inputs and reports from Taliban commanders.
Earlier, a local TV channel reported that Mullah Omar was shot dead as he was being moved from Quetta to North Waziristan by former ISI chief Gen. Hamid Gul two days ago. But the Afghan Taliban rejected the reports terming it as propaganda and claiming that he is in Afghanistan.

Regional innovation clusters are based on a simple but critical idea: if we foster coordination between the private sector and the public sector to build on the unique strengths of different regions - while creating the incentives for them to do so - we will be better equipped to marshall the knowledge and resources that America needs to compete in the global economy.
The $33 million Jobs and Innovation Accelerator Challenge that the Obama Administration announced yesterday will help capitalize on shared strengths, encouraging America's regions to plan more strategically to support long-term growth and an environment where the private sector can succeed. It reflects an understanding by both private sector leaders and policymakers that we must implement strategies that capitalize on the full extent of regional assets and ensure that the benefits of cluster development extend to all workers and communities throughout the region.
Sixteen federal agencies are working together on this unprecedented initiative to drive job growth through public-private partnerships in at least 20 regions around the country. High-growth clusters from rural and urban regions across the nation will compete for award funds. Each Challenge investment will serve as a catalyst for leveraging additional private capital to the winning regions from sources including foundations, financial institutions, corporations and other private-sector partners.
The Innovation Accelerator Challenge represents the Obama Administration's commitment to accelerate the development of strong industry clusters - like the Research Triangle in North Carolina - that promote robust economic ecosystems and the development of a skilled workforce, both of which are critical to long-term regional success. We're looking to be a catalyst for regional clusters that can:
Promote sustainable economic growth in the region;
Support business formation, especially of small businesses, while leveraging existing businesses' assets;
Advance commercialization of federal and private research;
Increase exports;
Develop a skilled workforce through outreach, training, and the creation of career pathways, and;
Integrate historically underserved businesses and communities into the economic activities of the cluster.
This cluster announcement reflects another important goal of the Obama Administration - to streamline government while maximizing resources. Applicants will submit ONE application, instead of multiple applications to several agencies, cutting down on costs and time. Awardees will receive funds in a coordinated, integrated manner that is more efficient and predictable. When President Obama was elected, he promised to change the way government does business. The Accelerator and 40 other innovation cluster projects that were awarded in FY 2010 reflect his commitment to deliver on his promise.
As President Obama said during a Winning the Future forum in February, "This cluster concept is so important...When you get a group of people together, and industries together, and institutions like universities together around particular industries, then the synergies that develop from all those different facets coming together can make the whole greater than the sum of its parts."

Strauss-Kahn released from jail
Former IMF chief Dominique Strauss-Kahn, who has been indicted on all seven counts of sexual assault charges, was released from the jail on Saturday, a day after being granted a USD 1 million cash bail.After he left Rikers Island jail in, New York, Strauss-Kahn, 62, was taken to a building with rental apartments in Lower Manhattan where he will live temporarily with his wife Anne Sinclair, a television journalist.
Strauss-Kahn, who was widely expected to run in the 2012 presidential race in France, will have to wear an electronic monitoring device. He will be allowed to leave the house only on medical emergency.
The US media reported that Sinclair had tried to rent an apartment at the posh Bristol Plaza but was turned down once it was discovered that Strauss-Kahn would be living there."It doesn't seem quite right for him to be put here with the rest of us, enjoy our hospitality, after what he's been accused of doing," said Sandra Pohutsky, of San Francisco, who was staying in the Bristol with a friend, The New York Times reported."The discrepancy between Rikers and here is probably very great, and it doesn't seem quite right," she said."I think it's an inconvenience for all of us," a resident, Michele Smith, said.

Antony:Modernisation of India's armed forces

Defence Minister A K Antony has called for the modernization of the country's armed forces at a faster pace. Addressing the Unified Commander's Conference in New Delhi yesterday, he asked the military brass to change their mindset and ensure that the thrust for the process is top driven. Mr. Antony also asked the commanders to ensure a new path for modernisation of the armed forces. He said, just as the old brick and mortar economies have given way to the new economic architecture across the world, so too modernisation of India's armed forces must chart a new path. Mr. Antony also asked the Commander's to ensure proper and effective implementation of the plans to meet the desired goals. He said, the onus of translating the government's intentions into reality lies with the commanders as the best of schemes and mechanism can fail due to lack of proper and effective implementation.

Montek in probable list of IMF MD
India on Thursday said it is watching the situation following the resignation of International Monetary Fund Managing Director Dominique Strauss-Kahn, who is facing charges of sexual assault in the US.Planning Commission Deputy Chairman Montek Singh Ahluwalia is being talked about as one of the contenders for the post of the next IMF chief, besides Kemal Dervis of Turkey, Christine Lagarde of France, Trevor Manuel of South Africa and Britain's Gordon Brown.On Wednesday, talking to the reporters, Chief Economic Advisor Kaushik Basu had said, "In my view, Montek is the best name. not only from India's point of view, but from the world's point of view also."
The IMF is likely to decide on a new Managing Director soon.

The quashing by the Supreme Court of the Karnataka Assembly Speaker’s decision to disqualify 16 MLAs prior to the Confidence Vote and dismissal of application filed by B S Yeddyurappa seeking their disqualification is a clear and severe indictment of both. The Supreme Court has termed this decision “unconstitutional”. Chief Minister Yeddyurappa hence has no right to continue in office in the light of the severe stricture passed by the Supreme Court of India. Both the Speaker and the Chief Minister have neither the moral nor the legal right to continue in office. They must quit forthwith.
